55/18/21The sixth paragraph in Subsection 1.3.7 in Section L says that “The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Office Word 97-2003 or 2010, MS Office Excel 97-2003 or 2010, MS Office Project 97-2003 or 2010, and MS Office Power Point 97-2003 or 2010, as applicable.” Would it be possible to add Adobe PDF to the list of acceptable formats? There are several parts of the RFP that were issued in PDF format that need to be modified and returned (e.g., the SF 1442, Section B, Section I, Section K, etc.). Most RFPs that require electronic submission of proposals for federal construction contracts instruct offerors to submit each volume as a combined PDF file. Pricing spreadsheets are usually submitted in Excel, and sometimes project schedules are provided in the native file format. But otherwise, most proposals are submitted in PDF.Updated to include PDF.

Is this a reference to RFP Attachment 6 (Fire Department Fire Suppression Design Requirements 1/28/2021) or RFP Attachment 7 (requirements for new fire alarm systems at Eglin AFB). If not, would you please provide the document ““Eglin Specific Design Requirements”?The Eglin specific items are Attachments 6 and 7.
135/18/21Are there any additional project specific requirement or project objectives detailing specific project minimum requirements such as equipment or product specifications?Trane equipment has been specified in the Amendment to the SOW.
145/19/21Amendment 0001 added the requirement for a bid bond. However, it appears that Clause 52.228-1 Bid Guarantee is not included. In order to request an appropriate bond, we are looking for 52.228-1(c), which reads as follows with blanks filled in: “(c) The amount of the bid guarantee shall be ______ percent of the bid price or $________, whichever is less.” Please provide the missing information regarding the bond value.This clause has been added.
15Are there any restriction for using rooftop units in lieu of reusing the indoor mechanical space? This would make project phasing much easier and cost effective.No rooftop units

21Is there any need for more than plastic barriers as temporary construction barriers if we need to erect for dust control?Plastic barriers are sufficient as long as dust control is maintained
22Who is the current Fire Alarm servicer/ Manufacturer on site to tie into?See mechanical room 1 photo
23The modifications to alarms and sprinklers will only happen to the renovation area mentioned., or a complete analysis and renovation/ replacement in the entire bldg.?The fire protection sys (suppression & alarm) shall be new for the entire building

325/28/21The existing HVAC system currently treats ventilation (outside air) by passing it through the existing VAV air units. The UFC (3-410-01: July 2013 change 7, March 2021) now requires a DOAS to handle outside air for the building and requires ducting the outside air to each space. This requirement will add a significant cost to the project and will require more mechanical room space than what is currently available. Please confirm that the new HVAC system shall treat the ventilation air per the existing means of passing through the VAV air units.System shall be designed per current UFC 3-410-01: July 2013 change 7, March 2021
33Can the Government please clarify the hazardous material abatement requirement? We understand that a hazardous material survey needs to be accomplished and this will be included the proposal, however, the abatement scope of work, if any, is unknown until the survey is completed. Accordingly, this requirement will either need to be eliminated or a specific scope provided (quantities and locations) as a basis for pricing.see response 17
34We understand from the RFP that the facility is currently intended to be occupied during construction. The extent of the work restrictions or phasing requirements will have a SIGNIFICANT impact on cost and schedule. Please provide a phasing plan with work areas for each phase or answer the following questions:

a. Should the contractor assume that the facility will be fully occupied during all the construction and plan to work outside normal hours and move/protect furnishings and fully restore building functions and end of each shift? This will have the most cost and schedule impact, please provide available work hours for this option.

b. If the building will be done in sections or phases that the end user moves out of and turns over to the contractor, please advise what percentage of the building will be turned over and how many phases there will be.see response 20
35Please advise if the contractor will be able to work in the building outside of normal hours (extended hours or weekends) if desired or what work restrictions will be in place.No. Any work done outside of normal working hours shall be requested at leat 14 calendar days in advance

606/10/21The SOW calls for temp cooling. Can the user provide an estimate of how much and where? There are substantial cost savings if the work can be phased to utilize existing systems for temporary cooling. For example, can the contractor assume that users can move into areas conditioned by AHU-1 while AHU-2 is replaced and vice versa? Or shall the contractor assume that 100% of all spaces must be temporarily conditioned for the entire project?
61Please provide clarification on whether the Fire Sprinkler and/ or the Fire Alarm systems will need to be repaired or replaced. We can also provide a proposal to survey the existing conditions and add the additional work as a mod based on the survey findings.
