Additional RFI Questions:
30 Jun 21
1. There is an existing overhead transformer bank feeding overhead into the building. The UFC only allows a maximum 75KVA (3-25KVA transformers) to be used on a pole. A new electrical service would require the pole mounted transformers to be substantially larger than what is allowed by the UFC. It is also unknown what size transformers Chelco is able to provide aerially. Please provide further direction as how to proceed with overhead transformers, or please give direction on changing the overhead primary and secondary to underground. [Response: The point of contact for this question is Chris Eddy; office 850-307-1229; cell 850-307-7880.]
2. The existing Elec/Mech room has limited room to install new electrical panels. The existing electrical panels have existing equipment in front of the panels, which is a code violation. Will this need to be brought up to code? [Response: If the existing panels have to be effected as a part of this project than they will have to be brought up to code. If the panels are not a part of this project and they do not have to be touched than they remain as they are.]
3. Can a new electrical service panel and associated equipment be installed on the exterior of the building? [Response: Yes]
4. During the walkthrough, it was mentioned that the Maintenance Operations Center must stay operational 24/7. It appears to be connected to a generator. Please confirm the HVAC for this area is on the generator power and whether this area will require any additional backup during main building power outages.
5. During the walkthrough, it was mentioned that the Maintenance Operations Center must have an HVAC system separate from the Main Bldg HVAC. It appears that the existing 5 ton unit is sufficient and would be replaced “like for like”. Please confirm. [If it is confirmed via load calculations that the system size required is 5 ton, then a “like for like” replacement is acceptable. Otherwise, the system shall be replaced with new based on the load for the space served.]
6. Since space is a premium, would Eglin consider only one chilled water pump and one hot water pump to match existing in lieu of new UFC requirements for redundant pumps? [Pumping to be IAW UFC requirement]
7. Since space is a premium, would Eglin consider OA treatment via the new chilled water air handlers in lieu of a dedicated outside air system (DOAS)? [OA treatment IAW UFC requirement]
8. SOW states to modify or install new fire suppression and alarm. Please confirm whether a new mass notification system is required. [Yes. A new fire protection system for this facility is required which will include suppression, detection and mass notification IAW UFC 3-600-01 and UFC 4-021-01]
9. It was evident in the June walkthrough that the HVAC could not meet the demand in several areas of the building. We know that the new HVAC system and Air cooled chiller will be larger than the existing. There is not enough information at this time to confirm if the existing 225 Amp electrical service will be sufficient for the new HVAC. The assumption at this time is that a new service will be required. Does Eglin have any demand data for this building to share or shall we contact CHELCO for a cost to upgrade the electrical service to Bldg. 1326? [Response: Yes contact CHELCO to receive demand data]
10. Please confirm whether or not the Air Force standardization policy for Trane equipment only applies to Air Cooled Chillers. It was our understanding that Air Handlers, VAV boxes, Boilers, etc. could be by other manufacturers? [Air handlers and chiller equipment shall be Trane; other equipment can be by different manufacturers]
11. The SOW requires construction to be performed with the building fully occupied. Would the Government consider a longer construction period of performance than 150 days? Also, will night and weekend work be allowed? [The period of performance will be to 420-calendar days total; 180 design, 240 construction. Night and weekend work will by request only. A minimum of a 14 days’ notice is required for approval of night and/or weekend work.]
