I wonder if you are just looking at a piece of the puzzle? The FACU and RSFACU work together as one system even though they are two control panels. The signals you are concerned with are transmitted to the fire department. These signals are generated in the RSFACU and transmit independent of the FACU. See the UFC Table 5-1 matrix. I think this is Monaco BT-X.
There are 5-10 pairs of wires from the FACU to the BT-X for things like smoke detectors, pull stations and tamper switches. Then there is another 5 pair of wires from the RSFACU to the BT-X for foam start and other RSFACU signals.
The only reason the RSFACU also sends the signal to the FACU is because we know anyone investigating a signal will start at the FACU. Well, and on the alarms the RSFACU doesn’t have the notification ability for speakers and strobes.
The reason the FACU doesn’t repeat the signal to the fire department is so they don’t get duplicate signals which might create confusion.
The logic comes out of the AECOM and Burns & McDonnell hangar assessments of ~900 AF and ANG hangars. A significant number of FACU’s were simply turned off do to lacking repairs. In those cases the RSFACU if transmitting signals independent of the FACU at least for hangar bay incidents the fire department would still be notified.
While there are many code requirements where the logic is hard to find this is one area that was thought through at least a little bit.

Chris, hope all is well with you. As you can see on my attached comments I requested we receive all Alarms, Supervisory and Troubles at Dispatch IAW UFC 3-600-01. I understand your direction to use matrix in UFC 4-211-01 but cannot understand rationale for not sending all Alarms, Supervisory and Trouble Signals to dispatch IAW reference provided. Can you please explain so I can understand and avoid any confusion with review of future Hangar projects on behalf of Eglin Fire Department.
