FBO.gov has moved to beta.SAM.gov as of 8 Nov 19.

They are not restricting factors for the proposal, as the requirement is Full and Open (unrestricted), allowing for any business, large or small, to bid on this solicitation. It is, however, a factor for subcontractors under the prime, applying to HUBZone preference and subcontracted small businesses in accordance with the accompanying Small Business Subcontracting Plan and relevant clauses in the contract.

Please provide the room numbers and recertification requirements where this is applicable, as well as construction techniques to bring penetrations into compliance.

25. Q: Amendment 1- Section 2.3 Volume II (a) Past Performance Information- “The Government's evaluation of past performance information will take into account only past performance information regarding the prime contractor's relevant experience, or subcontractors that will perform major or critical aspects (25% or more of the total project price).” If the prime contractor can fulfill the requirements of past performance, does past performance of subcontractors performing greater than 25% of the total price need to be submitted?
A: No.
26. Q: Amendment 1-Section 2.3 Volume II (a) Past Performance Information- “The Government's evaluation of past performance information will take into account only past performance information regarding the prime contractor's relevant experience, or subcontractors that will perform major or critical aspects (25% or more of the total project price).” The majority of all subcontractors will not have CCASS ratings for past performance and thus will have to provide Past Performance Questionnaire’s directly to the government. As a large prime contractor, we do not bid to just one fire protection subcontractor or just one mechanical subcontractor, we have at least six (6) bidding for each category. Subcontractors do not submit their bids until either the day before or on bid day. As a general contractor, we will not know who we are utilizing as our subcontractors until that time. The government will be receiving numerous past performance questionnaires on subcontractors that will not be utilized. Also- How will the government determine what subcontractor experience is matched to Prime Contractors. Since this requirement is Full and Open, can the government please eliminate the requirement for past performance of subcontractors that are 25% or more of the total price.
A: The first part of Section 2.3, Volume II (a) Past Performance Information, states, “Offerors shall provide a maximum of five (5) total references on completed or current contracts (including Federal, State, local government and private) to demonstrate their ability to perform the proposed work as identified within the Specifications.” The provided past performance information is the offeror’s pick of 5 references. Should the offeror submit more than 5 references, the first 5 will be evaluated, just as in the volumes that describe page limitations.
The following language in section 2.3 gives offerors the ability to choose to submit subcontractor past performance, if they are performing 25% or more of the total price, but it is not required. All past performance could be from the prime but does not have to be.
27. Q: Amendment 1- Section 2.3.4.1” Past Performance Questionnaires will only be accepted from Project Owners or their authorized representatives. Past Performance Questionnaires will not be accepted from Prime Contractors, Subcontractors, or Manufacturers.” Subcontractors will not be able to obtain past performance from the end client as they primarily work for the Prime Contractor. Please revise the past performance requirements to exclude subcontractors that are performing 25% or more of the total price.
A: This section will not be removed. It is possible to utilize subcontractor performance references, maintaining privity of contract, if applied appropriately. See Questions 25 & 26, above.
28. Q: Amendment 1- Section 2.2.2 Subfactor 2 and Section 2.5.6 Price Proposal- Please confirm that the Division 50 cost estimate worksheet is not to be provided in Subfactor 2 but only in the Price Proposal.
A: Correct. 50 Division sheets are to be included in Volume III only. The Subfactor 2 description in Section L of the solicitation refers to how it will be evaluated. A copy is not required in Volume II.
29. Q: Amendment 1 - Section 2.5.5. - Submit the Financial Responsibility Questionnaire (Attachment E) with the top portion only. Does this mean that only the Bank Name/Address and Contractor’s Name should be completed and the questions are to remain unanswered?
