NOTE: This dated version supersedes all previous versions of this document. Any unanswered questions below are recorded as received but are still being processed.

*Please note FBO.gov is moving to beta.SAM.gov on 8 Nov 19.

1. Q: Regarding Size standard of $39.5M for NAICS 236220. Considering the size standard, can we assume that businesses with a size standard higher than 39.5 cannot bid this solicitation?

A: The assigned NAICS and size standard must be included with the project. They are not restricting factors for the proposal, as the requirement is Full and Open (unrestricted), allowing for any business, large or small, to bid on this solicitation. It is, however, a factor for subcontractors under the prime, applying to HUBZone preference and subcontracted small businesses in accordance with the accompanying Small Business Subcontracting Plan and relevant clauses in the contract.

2. Q: Is the fire protection specialist required to be on site full time during fire protection activities, or will periodic appearances suffice? If periodic is sufficient, what frequency should appearances be?

A:

3. Q: CLIN-0002AB requires pricing for FF&E, however, there is no furnishings specification.

A:

4. Q: Will the contractor be permitted to place an office trailer near the project site? If so is there a preferred location with access to water and electricity?

A:

5. Q: It was mentioned during the site visit that if new penetrations are made in some of the rooms, EMI recertification would be required. Please provide the room numbers and recertification requirements where this is applicable, as well as construction techniques to bring penetrations into compliance.

A:

6. Q: There appears to be a conflict in requirements for door frame installations in CMU walls in the drawings. FTFA 16-1189 S-400.1 Detail 1 shows a different method than FTFA 16-1189 A101.1 Sheet Note 4 describes. Please clarify.

A:

7. Q: Is it acceptable for contractor to utilize estimating software in lieu of the excel spreadsheet in Attachment G? It can be formatted by CLIN and CSI divisions, and will provide all the information as the excel spreadsheet, and will permit the evaluator to clearly determine our understanding of the requirement.
