Modify Control Rooms BLDG 380

Questions and Answers # 8

30 May 2019

THESE QUESTIONS AND ANSWERS SUPERCEDE ALL PREVIOUS ANSWERS

Question 1: Please clarify Sec L 2.5.5 concerning submission of Financial Responsibility Questionnaire. Just to confirm, we are to submit the form (attachment E) with our proposal with only the top portion filled out (name of institution and address). We are not to have our financial institution complete the form and submit it directly to you or us so that we can submit it, correct?

Answer 1: Please submit the form to us with only the top portion completed.

Question 2: I would like to request clarification of the Bid Items that are included in this Solicitation. In Section C it states the following:

Section C - Description/Specifications/Statement of Work

******Due to the location of this project, all contractors working in the locations must be US Citizens*******

This project will cover reconfiguration of the floor plan in Rooms 109, 280, and 290 in Bldg 380.

In these rooms there will be removal of some interior walls along with construction of new, advanced security-rated walls and partitions. Some of the secure room doors will have to be relocated. Room 290 will be upgraded to accommodate and High-Performance Computing Environment. All rooms will be modified to relocated power feeds and distribution systems.

Room 280 will be modified to add power and cooling.

The drawings show Bid Items A, B, & C. Based on the above paragraph, we would only be including Bid Items A & C; is that correct? Any demo or renovations noted on the drawings in Bid Item B are to be excluded, correct?

Answer 2: That is correct. No Bid Item B items are in the current scope of work

Question 3:

a. Paragraph 2 of Section L, Page 42 of 51 requires that the 50 Division Cost Estimate Worksheet be submitted as Subfactor 2 in Volume I.

Paragraph 2.5.6 of Section L, Page 44 of 51 requires that the 50 Division Cost Estimate Worksheet be submitted in Volume III. Is it necessary to submit the 50 Division Cost Estimate Worksheet in two different locations? The Worksheet will not be prepared until just before bid time and it appears to be double work.

b. Paragraph 2.1 of Section L, Page 40 of 51 indicates that proposal can be submitted electronically via the Army SAFE site. If this is the case a hard copy is not required to be submitted. Is this correct?

c. Paragraph 2.1 of Section L, Page 40 of 51 indicates that all documents if submitted electronically must be submitted in .pdf format except the MS Excel Worksheets. So if the three volumes (three separate files) are submitted electronically, then the MS Excel Worksheets would be the fourth file. Is this correct?

Answer 3:

a. Please submit one (1) 50 Division Cost Estimate Worksheet with each CLIN’s price proposal.

b. Yes, only one proposal is required.

c. You may submit the excel sheets as a separate file.

Question 4: Will the project be pricing by the A, B, C, bid items mentioned on the drawings? The solicitation Section B- Supplies or Services and Prices/Cost sheet does not have the A, B, C bid items listed. A clarification for this will be needed soon in order for us to know how to break out or pricing.

Answer 4: The project will be a firm fixed price. Please submit a 50 Fifty Division Cost Estimate for each CLIN.

Question 5: Do you have an Asbestos Report that can be shared? I did not see one with the Solicitation or in the Specifications.

Answer 5: Please see Attachments to Solicitation Amendment 1 for the Asbestos Report.

Question 6:

1) Is the raised floor to be new, or are we to re-install the existing raised floor?

2) Do you require the job of superintendent, SSHO, and QC manager to be assigned to separate individuals? Or, can one person be assigned two, or all three jobs?

3) The security boundary penetration detail on sheet M-501 calls for a sound masking speaker in the ductwork, and it says to coordinate with electrical. The electrical drawings, however, do not show any speakers at ductwork or power to speakers. Please clarify.

4) The TY drawings for Telecommunications/Security state that the scope of work is to provide rough-in for the security system. However, specification section 28 10 05 calls for a complete security system: IDS, ACS, CCTV, and communication. Please clarify whether or not furnishing and installing the security systems listed in 28 10 05 is part of this RFP.

5) Is the work required to be done in separate phases?

6) Is relocating/storing furniture/equipment in the Prime contractor’s scope of work?

7) Is commissioning required? Will it be part of Prime’s scope of work?

8) Are the contractor’s workers going to be escorted when inside the building?

9) Is the Government going to allow any means to get materials up to the 2nd floor? Or, is there a required route for bringing materials up to 2nd floor?

Answer 6:

1) New.

2) Government requires one person to act as Superintendent (Super), and another person to act as Safety Manager (SSHO). Other responsibilities for these two individuals can be at Contractor’s discretion, though a definable separation between actionable responsibility (Super), and observable responsibility (SSHO) should be maintained. Superintendents are typically responsible for Quality Control for example (QC Manager), though a safety officer can definitely assist in that regard (Quality Assurance).

3) The Electrical General Notes 3 & 18 on Sheet E-001 cover situations such as this. In addition, a concept white noise product is the DynasoundPro Sound Masking Solutions System, as supplied by Cambridge Sound Management, 404 Wyman St, Waltham, MA, 02451, (617) 349-3779, https://cambridgesound.com/dynasound/

4) The security systems listed in Spec Section 28 10 05 are a part of the RFP. It was not the intention of the designer to have the drawings indicate rough-in only. Coordination with Advantor (IDS system) and/or Securadyne (ACS and/or CCTV systems), will be required to accomplish the turn-key security system work of the Contract Documents.

5) No. Though there may be instances where “phasing” of certain portions of the work make sense – e.g. during the electrical system upgrades/replacements.

6) No.

7) No - Testing, Adjusting & Balancing per Spec Section 23 05 93 is all that’s required.

8) Yes, at all times.

9) No, not “any” means … the definition of “any” would require further explanation to respond more definitively. There is not a required route to access the 2nd floor, though it’ll likely involve an interior and/or exterior stairway, and it’s at least partially dependent on the contractor’s means and methods.

Question 7:

Amendment no. 0001 has been issued and it appears that an additional CLIN was added. However, a new bid schedule was not provided to add this CLIN. Will a new bid schedule be provided?

Answer 7:

Please see conformed copy of solicitation attached to Amendment 2. Please use the amended form.

Question 8:

1. Would the Government consider allowing a 1-page past performance introduction before the reference projects in Volume II (a) --Past Performance Information and before the Past Performance Questionnaires that are NOT counted against the 1-page per past performance reference?

2. Section 2.5.1 states: “Submit the Standard Form 1442 and all pages originally included in the RFP”. Does the Government require all pages of the RFP to be included with the Standard Form 1442 or does this requirement refer to all pages of the Standard Form 1442?

3. Section 2.3.8 states: “If Teaming Agreements are contemplated, the teaming members must provide complete information as to relevant and recent past performance information on previous teaming agreements. If this is a first time teaming effort, each party to the teaming agreement must provide information on all relevant contracts as specified in paragraph 2.3.1. The maximum number of past performance references for the entire team shall not exceed a total of 10”. Why is this section asking for 10 projects when the other section is saying a maximum of 5 projects for the team?

4. 52.228-1 -- Bid Guarantee. States “(b) The bidder shall furnish a bid guarantee…” however, Section L does not provide instructions as to which Volume the Bid Guarantee should be included. Does the Government want the Bid Guarantee included at the end of Volume III, Price Proposal?

Answer 8:

1. No

2. Please see Amendment 2 to the Solicitation changing the wording to “Submit the Standard Form 1442 as specified below”.

3. The 10 projects is only applicable to teaming agreements.

4. Please submit your bid guarantee with your proposal. It can be a separate file if you wish.

Please refer to Section L, p. 2.1 for the hard copy requirement.

Question 9:

Can you please confirm the location for attendees to muster for the visit at 0900

Answer 9:

Please see Attachment G – Site Visit Map, attached to Solicitation under Amendment 1.

Question 10:

Please clarify whether the CLINS for Bid Item A and Bid Item C are stand-alone prices, meaning that the Government can award either only one of the CLINS or both of the CLINS

Answer 10:

Please see Amendment 2, removing the “bid” language. This is one project with no bid items.

Question 11:

1) Area “A” Sheet A202 shows doors 24 & 25. Sheet A601 Door Schedule does not show Door #25. Please clarify.

2) Please provide a Specification for the White Noise System as shown on M-501 SECURITY BOUNDRY PENETRATION DETAIL. It appears that only the speakers are required, since there are no specifications or items shown on the electrical drawings.

3) Amendment 1 – Please provide a new “Section B” of the solicitation to be included with the proposal since there are now two Clin’s.

Sheet E-203 title states that the work shown is a part of Bid Item “A”, while sheet G001 states that the work on Sheet E-203 is to be included in Bid Item “C”. Please clarify.

Answer 11:

1) Door 25 was inadvertently left off the Door Schedule. The Door Schedule on Sheet A-601 has been updated. The Hardware Schedule at the end of Specification Section 08 71 00 has also been modified to reflect a turn-key installation (i.e. no “By Government” components);

Refer to 171050 Hardware Schedule Update in Amendment #6.

2) A standalone white-noise Specification Section will not be provided. The concept white noise product is the DynasoundPro Sound Masking Solutions System, as supplied by Cambridge Sound Management, 404 Wyman St, Waltham, MA, 02451, (617) 349-3779, https://cambridgesound.com/dynasound/

3) Please see conformed Solicitation attached to Amendment 2. Sheet E-203 generally describes work required to bring upgraded electrical service to Rooms 280 & 290 on the second floor of the facility, which is correctly identified as Item ‘A’ work on Sheet G-001. The demolition described on Sheet G-001 is likely where the confusion is coming from. Consider the demolition work on the basement level of the facility to be part of Item ‘C’ work even though portions of the demolition are being performed in order to provide the Item ‘A’ work to Rooms 280 & 290. Isolate demolition work on the 2nd floor of the facility necessary to accomplish the work in Rooms 280 & 290 to Item ‘A’ work.

Question 12:

We require clarification in regards to this statement in Amendment 1:

“In addition to the minimum insurance requirements specified above this contract requires additional property liability coverage in the amount of $2,000,000.00 to cover any damage to electronic equipment or furnishings caused by the Contractor. The policy shall be submitted to the Contracting Officer before the start of any work.”

Answer 12:

The selected contractor must have property damage liability insurance in a minimum amount of $2,000,000 and provide proof of that insurance to the contracting officer prior to the start of work.

Question 13:

1) Section 2.3, Volume II (a) – Past Performance Information states the Offeror shall submit a maximum of five (5) total projects. It is unclear if there is a minimum number of projects required in order to be determined acceptable. Please advise.

2) Section 3.2.A.(2)a states that projects will be evaluated for relevancy, which includes “costs within or exceeding project magnitude”. The evaluation criteria currently states Very Relevant to be same scope and magnitude and Relevant states similar scope and magnitude. Do all projects need to be over $5M? Will offerors who submit projects under $5M with relevant scope be considered unacceptable, or will projects over $5M be considered more relevant?

Answer 13:

1) Past performance is not evaluated on an acceptable or unacceptable basis. Past Performance will be assigned an adjectival rating as specified in paragraph 3.2 (4) of Section M. In order for the Air Force to evaluate Past Performance the Air Force will need to have at least one past performance reference to review. If a contractor does not submit any past performance references, that does not mean that the Air Force cannot assign a rating as the Air Force can search government databases such as the Past Performance Information Retrieval System or even contact other agencies to obtain references on a particular contractor.

2) In order for a project to be determined Relevant it must be a project involving the type of construction, demolition and room modification and work elements described in the attached SOW: Modify Control Room BLDG. 380 AND have a cost within or exceeding project magnitude, as specified in Block 10 of the SF 1442 (RFP). Offerors may submit project references for less than $5M but they will not receive a Relevant assessment and the highest assessment the reference will receive is Somewhat Relevant. Offerors should note that Relevancy assessments are only one component of their overall Past Performance Confidence rating.

Question 14:

1) During the site visit, the Gov’t mentioned there may be some design changes (e.g. structural supports at ceilings). Are these design changes still expected? If so, will the bid date be extended?

2) Will the Contracting Officer release the site visit attendees list?

Answer 14:

1) The Government was not describing the need for design changes per se; merely referring to the need to specify a structurally stronger ceiling grid system product overall. This has been clarified in the General Notes on Sheets A211 & A212. Please see updated sheets in Amendment #6.

2) “Site Visit Sign-in Sheet” has been posted to FBO.

Question 15:

15-1) Section 28 10 05, 24, 2.5 Closed-Circuit Television (CCTV) System Clarify if a CCTV system is a required. The drawings do not indicate any CCTV devices, but the submittal package requires Government approval for CCTV system and devices.

15-2) Section 28 10 05, 32, 2.6.6 Enrollment Center Equipment

2.6.6.1 Enrollment Center Accessories

Is the desk necessary? The Security drawings do not indicate a location for the desk.

If the desk is necessary please provide the location and color(s) requirements and measurement requirements to ensure the desk will fit in the desired location.

Provide the location for the locking cabinet which will store the CDs, DVDs, printouts, printer paper, ink/toner, manuals, and other documentation.

15-3) Section 28 10 05, 42, 3.6.1 ESS Training Outline Is there an expectation or requirement for length of training for each type?

Answer 15:

15-1) A CCTV system is not required, therefore a submittal and subsequent Governmental review (approval) of the same is not required.

15-2) A separate, stand-alone desk is not required; Specified equipment should fit in one equipment rack cabinet.

N/A Place the locking cabinet in Storage Room 109P.

15-3) There is no expectation for a minimum length of training for each type, and Government anticipates that all training will be able to be accomplished in one continuous session (i.e. less than one, eight-hour business day).

Question 16:

16-1) Demo drawing A101, demolition keynote 5, shows a portion of the cmu wall to be cutout in order to make a space for a new door. There will be a space of time between the cutout and the arrival and installation of the new permanent door. Can the Government provide a specification or the criteria for a temporary door or enclosure?

16-2) Demo drawing A101 shows the removal of the several doors and a window between room 109A and the corridor. Does the contractor need to provide temporary enclosures to maintain a secure area or is this not a concern since the room is empty?

16-3) Question and Answer 6.2 says that separate Superintendents and Safety/QC managers are preferred but not required. Most GC’s would prefer two separate persons as well, however, in order to remain competitive, a GC cannot include an non-required salary. Without a requirement, or presenting it as an option, almost guaranties that one person will end up wearing all the hats. Can the Gov revise this response to require one person as Superintendent and another person as the safety/QC manager?

16-4) Q&A 12 speaks about the required $2,000,000 property liability coverage. Is the “electronic equipment or furnishings” they are referring to existing property (covered by GSI’s GL) or part of the new work and renovations to be performed (covered by a BR/IF), or both?

Answer 16:

16-1) The temporary door shall be a commercial-grade, hollow-metal door (or pair of doors), that allows for the facility to secure the door(s) when construction is not taking place (e.g. after work hours, overnight, over weekends & holidays, etc.). Door hardware shall be provided by the contractor, with a lock cylinder capable of accepting Government’s standard Best lock core.

Hardware shall include a deadbolt that accepts the Government’s Best core, along with a separate commercial-grade lever or knob, or integral pull for access purposes. Temporary door need not be restricted to the 3’-4” wide opening shown on Sheet A101. It may benefit the contractor to have a wider opening during construction, and shall be at contractor’s discretion (e.g. additional door opening width for ease of construction access offset by additional wall repair). Provide a submittal for Government review and approval prior to installing a temporary door; refer to Specification Sections 08 11 13 & 08 71 00 for submittal requirements (SD-03 Product Data is all that’s necessary for door/hardware).

16-2) The Contractor does not need to maintain a secure area, though it would be beneficial to have a defined separation between the construction areas and the active facility wherever and whenever possible. Refer to revised Sheet A101 for the 109 Suite area in Amendment # 6. The path from Corridor C162 to the Women’s Restroom 163 need not be constructed to “secure” standards, as defined in various Governmental publications, but must be constructed of non-combustible materials (e.g. metal studs with 5/8” thick drywall on the side the public travels on to the Restroom). Once the door to existing electrical room 131, & the doors in corridor C168A are removed, Government will require that a temporary wall be constructed to separate corridor C168 from the construction zone. Similarly, once the doors in corridor C162 are removed and the path to the women’s restroom is ready to go, a temporary wall is to be constructed to cordon off the women’s restroom path from the construction zone near existing office 117. This will effectively separate the Room 109 Suite remodel area from the rest of the facility.

Question 17:

17-1) (RFP page 41, top of page) Please clarify if there is a specific place in the proposal where the electronic copy of the bid guarantee should be placed. Should it be submitted as part of the Volume III file, or as a separate file? We understand that a paper copy is also required via mail.

17-2) (RFP Page 41, paragraph 2.1.4.2.1). This paragraph states that Page limits for Volume I are located in paragraphs 2.2.3 and 2.2.4. These paragraphs are not included in the RFP;

however paragraph 2.2 has information. Please clarify page limits for Volume I. Should Volume I contain a schedule (no page limit), plus up to five pages of additional information? If this is correct, what additional information would be helpful during the evaluation process – further discussion/detail about the schedule, information regarding our technical approach, and/or the offeror’s overall technical experience?

17-3) Question 3: (RFP page 42, paragraph 2.2). This paragraph states that a hard copy of the schedule should be provided. Does the government want a paper copy in addition to the electronic copy submitted in the Volume I file?

Answer 17:

17-1) Submit an electronic copy of the bid guarantee with the Volume III file; it need not be a separate electronic file.

17-2) Volume I should contain a schedule of bidder-defined length (i.e. no page limit), plus up to five (5) pages of supporting information (e.g. explanations for certain schedule items;

assumptions for certain schedule items; dependency description(s) for certain schedule items).

The goal of this effort is for the bidder to clearly show how bidder intends to perform the work of this project in the period of performance allotted. In particular, the Rooms 280/290 work, which are a priority of the Government’s, should be identified as milestones along the critical path. Supporting information describing how bidder provided similarly scoped projects, on time and on budget, is also valuable information. Especially if the same bidder employees are planned to be used on the execution of this project. Background & experience of the scheduler is also good information.

17-3) A hard copy of the schedule is not required, please see Amendment #6 update to sections L and M.

Question 18:

18-1) What is the Protection (PL) IAW AFI 31-101 for the areas to be secured? Has the 96th Security Forces Squadron identified this yet?

18-2) Are any of the areas requiring IDS categorized as a SCIF? If so, please annotate the SCIF boundary(s).

18-3) Is there a false ceiling in any room and if so, is motion detection required above the false ceiling?

18-4) Is there a raised floor in any room, and if so, is motion detection required for below the raised floor?

18-5) Are there any windows in the rooms to be secured and if so, are glass break detectors required?

18-6) What is the communications medium from the IDS panels to the Security Forces Squadron’s Base Defense Operations Center (BDOC)? Is it dedicated copper or fiber?

Answer 18:

18-1) The protection level for the areas of this project are PL3.

18-2) The SCIF boundaries are depicted on Sheet TY-110 as “secure boundary”. The entire Room 109 Suite is one overall secure area, and the majority of the individual rooms inside that overall area are separate and unique secure areas (e.g. the Silo’s, the Mission Rooms, Corridor C109B, and Hall 109K). Note that Wall Section Type “B” shown on Sheet A201 depicts a “secure” side and an “unsecure side”. There are numerous instances where each side of a wall could be technically considered the “secure” side. The expanded metal mesh can be installed on either side of the wall in locations where this occurs.

18-3) There is a false ceiling in the project. Motion detection above the ceiling is not required.

18-4) There is raised flooring in much of the project. Motion detection beneath the floor will be required in Rooms 109C, 109H, 109I, 109J, 109L, 109M, 109N, 109O, 280 & 290. Refer to revised Drawings TY-001, TY-110, TY-111, and TY-201 for proposed locations/details in Amendment # 6.

18-5) There are no windows in the rooms.

18-6) The actual communications medium to the FSS BDOC from the facility is already in place, and will not require modification in the work of this project. The communications medium between the various IDS panels and the nearest Premise Control Unit, located in the Security Command Center (Room 109P) in the case of the Room 109 Suite, and Room 290 in the case of Rooms 280/290, will be per Specification Section 28 10 05. Integration of the PCU(s) with existing Government equipment will be performed in conjunction with the Government’s security provider, Advantor, at or near the end of construction.

Question 19:

19-1A) On sheet E-001, note 10 D) states that any conduit larger than 2” will be Rigid Steel unless otherwise noted. Will this requirement be enforced on this project? The current electrical systems has a mix of both (EMT) Electrical Metallic Tubing and Rigid Steel Conduit (RSC). Just want to clarify if this requirement will be enforced for all new work.

19-1B) Also the TY drawing shows details with EMT conduit. (See sheet TY-201 detail 5) Can EMT be used for the 4” conduits shown on TY-110 and TY-111?

19-2) Section 26 20 00 par. 2.2.7.2 calls for EMT fittings to be compression steel. Can set screw steel fittings be allowed?

19-3) On sheet E-106 panel MBG is called out to be replaced however on sheet E-600 this panel is shown as an existing panel to be reused. Please clarify are we to replace this panel or just pull a new feeder as shown.

19-4) Several panels are shown as being removed on sheet E-107 however on sheet E-103 note 3 they are called out as panels to remain. These include panels LN,LG,LD and LB. Please clarify are these panels to be reused as shown on E-103 or be removed per E107? If they are remaining we should be leaving the feeder as is or replacing the wiring and reusing the conduit. These are currently fed from panel PA which is remaining and being fed with a new feeder.

19-5) On sheet E-201 there are many outlets surface mounted, is there a preferred surface mounted raceway for theses outlets? Is exposed conduit OK or will these raceways need to be something like a Wiremold product?

Answer 19:

19-1A) This requirement will be enforced.

19-1B) EMT can be used for telecomm/security system(s).

19-2) No.

19-3) Just pull a new feeder to Panel MBG; ignore the “existing Panelboard to be removed” depiction for this panel on Sheet E-106.

19-4) Sheet E-103 shall take precedence (panels to remain); Replace the feeder wiring in the existing conduit(s) to the panels to remain.

19-5) Exposed conduit is okay (painted to match adjacent wall).

Question 20:

20-1) Please indicate acceptable locations for the contractor’s staging and storage area?

20-2) Will restrooms inside B380 be available for use by the contractor?

20-3) Will Door No. 15 (new exterior door) require any ATFP/blast considerations? If so, please provide the required criteria.

20-4) Please clarify extent of handrails work. For instance, will metal railings be required on both sides of the new sidewalk leading from Door. No. 15, or is this work limited to modifying the existing handrails to accommodate the new sidewalk tie-in (i.e. KN #12/A201)?

20-5) Please provide the required quantity and size(s) for the cable cutouts in the access flooring system to ensure this is accounted for in our bid estimate.

20-6) Referencing KN #14 on A221, please provide a top-of-wall detail for new CMU walls to ensure the new construction meets required security standards.

20-7) Sheet E-200 indicates, “Chelco to perform all transformer and primary work. The contractor is responsible for hiring Chelco to perform this work.” Please provide Chelco’s contact information to ensure the contractor is able to obtain Chelco’s proposal.

20-8) KN #3 on Sheet E-604 indicates the sub base fuel tank is to be “sized for 24 hour at full load; minimum 3,500 Gallons”. Section 26 32 15.00 10, paragraph 2.6.4.1-Capacity indicates the “tank shall have capacity to supply fuel to the engine for an uninterrupted 48-hour period at 100 percent rated load without being refilled.” Please clarify which run period is correct.

20-9) With regards to the diesel generator, will the contractor be required to fill the fuel tank after successful testing and startup of the generator?

20-10A) General Note 13 on G001 states, “Contractor shall provide third party acoustic testing of STC rated assemblies to confirm they achieve STC rating identified.” Please confirm the extent of STC assemblies requiring testing by this third party is limited to the STC rated doors and the Skyfold retracting wall.

20-10B) Does Eglin AFB have a list of certified acoustic testing agencies?

20-11) In Section 2.3.4.2, In lieu of Past/Present Performance Questionnaires if a project is currently available in the PPIRS, the contractor shall attach the evaluation to the questionnaire with the relevant solicitation number and submit hardcopy, along with the rest of proposal package to the CO no later than the official closing date and time of solicitation. Please confirm if we are to submit CPARS in hard copy to the CO no later than the official closing date?

20-12) 2.3.4 Past/Present Performance Questionnaires or- If a project is completed and has a completed PPQ by the project owner or their authorized rep can we include a previously completed PPQ in the submittal?

Answer 20:

20-1) Refer to the 171050 Site Access Plan for contractor’s staging and storage area. Temporary use of portions of the existing parking & loading areas around Bldg 380 will be allowed on a case-by-case basis.

20-2) Yes … though keep in mind that the limited number of available security escorts may dictate some of the times of availability. Contractor is to have a portable facility available to workers that is located outside the facility in addition to whatever’s available inside the facility.

20-3) Door No. 15 need not meet ATFP/blast criteria.

20-4) The work is limited to modifying the existing handrail to accommodate the new sidewalk tie-in.

20-5) Government suggest bidder look at the various sheets in the bid set and identify the various pieces of equipment that require penetrations through the raised flooring (e.g. Sheets M-201, M- 202, Electrical sheets). A CRACU might need two, 2” diameter holes drilled per unit for the refrigerant lines (N/I insulation), one hole drilled for a condensate line, and potentially a small hole for domestic water for humidification for example. Similarly, the PDU’s shown on various sheets might need a 2” diameter hole drilled for the electrical feeder conduit, and another small one for the ground wire. The examples provided are not all-inclusive, and are merely provided as examples of what to look for.

20-10A) The ICD-705 states; “Audio tests shall be conducted to verify standards are met. Tests may be instrumental or non-instrumental as approved by the AO. Test method used shall be detailed in the CSP. Only those with training on audio testing techniques shall conduct instrumental acoustic testing. All non-instrumental tests shall be approved by the AO.” The AO for Building 380 has stated that he will waive this requirement if the Doors, Walls, Floors, and Ceilings are constructed/installed in accordance with the ICD-705 requirements. He will conclude that properly constructed/installed materials will meet the proper sound grouping, and independent 3rd party testing will not be required.

20-10B) The Government does not provide recommendations for specific testing vendor/contractors.

Will this location be altered based upon the approved and accepted bid items?

21-3) 28 10 05 32, 2.6.6 Enrollment Center Equipment, “Provide credential cards for all personnel to be enrolled at the site plus an extra 25 percent for future use”. Section 2.4 Access control system (ACS) a. states the “…credentials are required to be Common Access Cards (CAC), and CAC cards are being provided by the Government”. Clarify if cards are required, if so, how many personnel are to be enrolled on the site? If cards are not necessary, is badging equipment and software necessary?

21-4) Drawing M-501, Drawing M-501 indicates white noise sound masking on duct working penetrating between secure/unsecure and secure/secure spaces. No specifications or requirements are in the project documents. Is sound masking necessary for this project? Is there a basis of design to bid against? Is sound masking necessary for any of the secured areas aside from the duct work?

21-5) Access Control, Are each of the secured areas intended to each have their own standalone access control system? Is the intent to have any one secured area have control over the other areas? As an example, the ACS in Storage Room 102 controls Rooms 101, 103, 105, 165, 107, 109, 110, 111, 112, 113 but no control over 280, 288A, 288B.

21-6) Drawing M-201, On drawing M-201, Item 5 what is the location and or distances from new CRACUs to existing floor drain where condensate lines will empty in to?

21-7) Where is the location of the existing isolation valve for the existing 1 “domestic water pipe being used for the humidification for the CRACUs as specified on drawing M-202 ?

21-8) What pipe size is the existing chilled water piping to be demoed for room 109 drawing M- 101?

Answer 21:

21-1) One workstation (the primary one) will be required in Storage Room 109P; A second workstation will be required in Room 290. They will need to be networked together.

21-2) The SCC will be located in Storage Room 109P.

21-3) Contractor will not be required to provide any credential cards. Badging equipment and software are necessary.

21-4) It is necessary. A concept white noise product is the DynasoundPro Sound Masking Solutions System, as supplied by Cambridge Sound Management, 404 Wyman St, Waltham, MA, 02451, (617) 349-3779, https://cambridgesound.com/dynasound/. Sound masking aside from the ductwork is not required unless specifically noted otherwise in the Bid Set.

21-5) No. The pathways shown on Sheets TY-110 & TY-111 provide for control over Rooms 280 & 290 if need be, in addition to the others listed (albeit incorrect room numbers), from the Security Command Center in Storage Room 109P (Room 102 in the question). The intent is to have Room 109P primarily control the 109 Suite, and Room 290 control the 2nd floor rooms in the project.

21-6) There may not be existing floor drains in the Room 109 area, therefore plan accordingly – a condensate pump may need to be utilized in the work of this Sheet. Drain point (or points) to exterior of building are at Contractor’s discretion as approved by Government; daylighting towards Sixth St or towards the parking area SE of Bldg 380 will be allowed as long as splash blocking is employed to reduce erosion of lawn located in those areas. Drawing M-201 has been revised to reflect this situation. Please see revised sheets attached to Amendment # 6.

21-7) The 1” dia. domestic water line shown on Sheet M-202 is a new water line to be installed for humidification use; The location of the isolation valve that shuts off water supply to the existing restroom is believed to be located in the ceiling of said restroom, though it could be located in the room beneath.

21-8) Existing chiller piping in Room 109 is believed to be 2” diameter pipe, though that was not visually confirmed.

Question 22:

22-1) The vendor of the Skyfold retracting wall in Area C would like to point out a couple of issues with the plans and specifications:

The drawings show the Skyfold sealing to a 4’ bump out wall. This is not a problem, but we need a 14” wide flat bearing surface to seal to. I scaled Detail 3 on Sheet A201, and it is showing the bump out wall at 8” wide. Please look at the “Skyfold End Seal Detail” attachment above. In the down position, the Skyfold wall is 11 ¾” thick and a minimum of a 14” flat surface is required for us to seal to.

22-2) In the Section 10 22 39 Specifications, Section 2.2 Accessories has sub section 2.2.1 Doors calling out a manually operated door. Skyfold does not provide egress doors through their walls. If an egress door is required, it would have to but put off to the side, perhaps through the 4’ bump out wall that we are sealing to.

Answer 22:

22-1) Architectural Drawings have been revised in Amendment # 6 to correct this condition.

22-2) That section of the Specification appears to be referring to the various Skyfold “manually-operated” access door accessories (access panels in reality) that provide access to the motor(s) and other Skyfold components; Egress doors through the Skyfold are not required.

Question 23:

23-1) Section 2.3, Volume II (a) – Past Performance Information states the Offeror shall submit a maximum of five (5) total projects. It is unclear if there is a minimum number of projects required in order to be determined acceptable. Please advise.

23-2) Section 3.2.A.(2)a states that projects will be evaluated for relevancy, which includes “costs within or exceeding project magnitude”. The evaluation criteria currently states Very Relevant to be same scope and magnitude and Relevant states similar scope and magnitude.

Do all projects need to be over $5M?

23-3) Will offerors who submit projects under $5M with relevant scope be considered unacceptable, or will projects over $5M be considered more relevant?

23-4) The evaluation criteria is somewhat unclear. Please advise. Section M, 1.1.1 states this will be a Best Value Subjective Tradeoff. Section 1.1.1.1 states that the Government seeks to award to the offeror who gives the Air Force the greatest confidence that it will best meet, or exceed, the requirements (and goes on to say it may result in a higher priced offeror), yet Section 2.1 states that the offers will be ranked by price from lowest to highest with the lowest priced, technically acceptable, substantial confidence, and responsible offeror being selected. How will the Government determine acceptability (i.e., projects must be very relevant or relevant?) and if an offeror is responsible?

23-4) There is no contradiction between the two paragraphs. From the population of evaluated offerors, the best value trade-off will be conducted between the lowest-priced technically-acceptable offeror within each adjectival rating in order to determine the best value offeror. 25-3) Sheet A201 – Room 109 has a plaster finish on CMU. The plaster finish is not indicated on the drawings. Will a plaster finish be required on the new CMU repairs and infills?

25-4) Sheet A101 – Room A109C east wall Keynote 5. Please provide the makeup of the exterior wall where the new door is being cut in at.

25-5) Sheet A202 – Key note 2 Dumb Waiter wall infill – Wall Type B require gypsum board on both sides on the wall. Do to the Dumb waiters small space it is impossible to install the gypsum board on the inside face of the infill and apply all the required acoustical sealants. Is there another wall assembly similar to a shaft wall that could be used at this location.

27-3) Please provide overall floor plan of the entire building so we can figure conduits lengths.

27-4) E104 shows electrical rooms on the 1st floor. Sheet E203 shows the same electrical rooms but says they are in the basement. Please provide drawing showing which floor these rooms are on and where they are in relation to the rest of the project.

27-5) Please confirm Switchboard DP-UPS is replaced with new switchboard. Sheet E602 says its existing.

27-6) Please provide contact info for point of contact at CHELCO so we can request pricing for primary work.

27-7) Sheet E203, note 4 calls for new 160 KVA UPS to integrate with existing UPS bank. The manufacturer has requested the serial number of the existing UPS in order to quote a compatible UPS. Is this something you can provide?

27-2) That transition occurs naturally, as the corridor running “between” the two sheets is actually partially stairs & ramps between the floors, but is one continuous path.

27-3) Refer to 171050 Existing Plans.

27-4) These rooms are the lowest-level rooms of that particular portion of the facility, aka 1st Floor South Wing; they’re technically half a level below Room 109 (1st Floor Northeast Wing), which is technically half a level below the “2nd floor” South Wing that contains Rooms 280/290.

There is no clean explanation for the change in nomenclature other than to point out that the facility is akin to a split-level house, and that 1st floor (or basement) nomenclature depends on the particular Addition referenced. The 1st floor instance on Sheet E104 is correct; the Basement instance on Sheet E203 is incorrect due to the fact that it’s technically the 1st floor of that addition to the original building. The rooms of E104 and E203 shown on the two sheets referenced are the same rooms … and on the same level. Consider the “Basement” reference to be incorrect on Sheet E203, and the 1st Floor reference on Sheet E104 to be correct. Refer to 171050 Existing Plans for more explanation.

27-5) The existing Switchboard DP-UPS is meant to remain per Keynote 1 on Sheet E-104.

31-2) What is the ATC rating of the Wall Assembles shown on Sheet A201 detail 3/A201,A201?

32-3) Sheet A202 new walls between corridor 291 and Rooms 290 & 280 is shown as a wall type A (see Keynote 8). Is wall Type A compatible with the STC 55 rating of the doors?

32-4) Hollow Metal Doors & Frames are that are noted as STC 55. Is that a Laboratory test rating or a field test rating? The field test ratings are normally 4 to 5 points lower than the laboratory test ratings. Please verify the Field test STC required for this project.

Answer 32:

32-1) The STC rating of Wall Type “A” is a minimum of 45 if installed/constructed correctly.

32-2) Refer to response to Question 20-10A).

32-3) Assume so, since the Wall Type “A” equivalent, as described in Keynote 8, is being installed/constructed in addition to the existing corridor wall (i.e. adding to the corridor wall thickness on the interior side of Rooms 280 or 290). One presumes that there’s an inherent STC rating of the existing corridor wall that will be enhanced by the addition of the Wall Type “A” equivalent materials.

32-4) Field testing should not be required – products/materials installed in accordance with manufacturer’s recommendations will not require independent 3rd party testing. Refer to response to Question 20-10A).

Question 33:

33-1) Full Architectural Plan of B380, Question: The drawings provided do not provide a plan view of the entire facility. Given the work spread out in different locations across the facility it would be very helpful to have a more complete view. Can architectural plan view drawings be provided for each floor of the facility?

33-2) Existing Tree Location, Document Reference: Drawings, A101, Question: The existing tree marked to remain is shown in a different location than what was observed on site and it will likely be difficult to prevent damage/removal given the proximity to the new sidewalk. Will removal be approved if there is a conflict? Who would be responsible for removal in that case?

33-3) Underground Utilities and Irrigation, Question: An irrigation line runs along the base of the building and an exterior light is located near the planned sidewalk. At what depth are the lines buried? Should any conflict with the sidewalk excavation be expected?

33-4) Contractor Parking, Field Office, Laydown Area, Question: The designated contractor parking, field office, and laydown area are not shown in the solicitation documents. Can an overview of laydown areas be provided for contractor expectations?

33-5) Raised Access Flooring, Document Reference: A101, A102, A201, A202, A701, Spec 09 69 13, Question: The drawings do not depict the demolition or the installation of the Raised Access Floor (RAF), however in the finish schedule RAF is shown, and a specification exists for the RAF. Please confirm that the RAF removal and replacement is part of the contract.

33-6) Escort Requirements, Question: During the site walk there was discussion of escort requirements for the work on Item A. It was stated that the availability of Escorts will not limit the ability of the contractor to perform work. It was also stated escorts would be available for after hours or weekend work given advanced notification. Please confirm.

33-7) Secure Work Area, Document Reference: A102, Question: The boundary shown in the project drawings show the limit of the secure area as just rooms 280 and 290. Are these the only areas in the building that require escort?
