Requirement Information

Description:

New Boston SFS needs a PA system that can receive Common Alert Protocol (CAP) messages from BDOC computer (Windows 10) and our current version of BlackBerry AtHoc emergency notification (v7.2.1) which is a program used to notify personnel in case of emergency. The system must integrate with all current Valcom speakers and amplifiers. The system must be able to support analog and VoIP telephone paging. Must be able to store at a minimum 25 recorded messages and play those messages on demand and on a schedule from BDOC computer.

The current PA system is a Valcom Multipath system powered by a V-C6124P Valcom power supply. Valcom speakers are all self-amplified and they are in each building with PA capabilities and are powered by a VP-6124 in each building. All buildings receive audio from Valcom Multipath in building 100 Rm 140. An analog signal leaves the Valcom Multipath and enters a VIP-802 media converter in the same room which converts the signal to digital. Digital signal travels to distant end and is received by another VIP-802 which converts the signal back to analog and goes to the speaker. Speaker models include V-9022A, V-1030C, V-1920C, and V1038-B.

The system must meet the Space Forces' most current approved product standards to ensure compliance with all relevant regulations and guidelines. In addition, the source code for the system must be retained by the site, and a lifetime license to any commercial off-the-shelf (COTS) products used in the system should be obtained to minimize long-term costs and ensure future flexibility. The site should also receive warranties, support, and training to ensure that the system remains functional and efficient, with minimal downtime or issues.

The PA system must be capable of being activated, monitored, and controlled from the primary control station and should provide real-time monitoring status. Each ICU should have a battery backup system to ensure continued operation during power outages. All communications should use 256-bit AES encryption requirements to ensure the security of the system.

The upgraded PA system should provide pre-recorded voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and active shooter announcement messages to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, exercises, etc. The upgrade should also be capable of adding and/or modifying pre-recorded messages as needed. Operators should be able to activate the ICUs independently, in groups, or as an entire system, and the silent test diagnostic should be equipped to allow testing of all major components without producing an audible signal.

The system should have an Application Programming Interface (API) to remotely activate audible alerts and should conduct all interactions using XML messages conforming to the OASIS Common Alerting Protocols (CAP) Standard. The API should allow an external system to initiate specified pre-recorded audio alerts in the PA System and should have target activation of specific speakers and/or horns. The system should request reports on the status of delivery and activation of an alert already in progress, as well as reports on system health status, and should be able to reply with a detailed response. The PA system should also be able to terminate an alert already in progress and allow the activation of target speakers/horns via dry contacts and audio-in input. These features will ensure that the PA system provides reliable and effective communication in the event of an emergency or other contingency.
