This document is a set of Questions and Answers related to a federal contract opportunity for a Public Announcement (PA) system at the New Boston Space Force Station.
The key details are:
- The current PA system is a Valcom Multipath system that needs to be replaced and integrated with the existing Valcom speakers and amplifiers as well as the BDOC computer and BlackBerry AtHoc emergency notification system.
- The new PA system must be able to receive Common Alert Protocol (CAP) messages, support analog and VoIP telephone paging, and store a minimum of 25 recorded messages that can be played on demand or on a schedule.
- The solicitation indicates the government will not be keeping any existing Valcom equipment and requires all new equipment to be provided.
- Contractors raised questions about ceiling types, existing wiring, security clearance requirements, and vehicle marking, which the government indicated would need to be discussed further after award.

Combined Synopsis/Solicitation Questions and Answers
1. What occurred during the site visit?
Answer: Six contractors, SSgt Hughes and Ms. Tolva, attended the Installation Notification & Warning System (INWS) site survey at New Boston Space Force Station (NBSFS). The initial discussion on the Scope of Work (SOW) began at 09:15 in the small conference room. It was noted that the SOW did not specify which speakers were faulty. The question arose as to whether all speakers needed replacement. I clarified that they did not require replacement if the speakers were compatible with VOIP and analog, functional, and in good condition. I highlighted that our current speakers lacked CAT5 or higher cabling, and this issue would need to be addressed before VOIP integration compatibility can be achieved when NBSFS is ready. I mentioned that the 38th had tested the speakers during their site assessment. A request was made for these test results, and I assured them I would contact Ms. Green for the results.
Next, Mr. Newhall, NBSFS communication subject matter expert, showed the group the Valcom interface inside the Frame Room (Room 140) and explained the system's operation. The group was then escorted to BDOC (Room 164) to demonstrate the AtHoc system, PA, and tones. We discussed the project's goal to unify these three separate systems into one. We reconvened in the small conference room to plan the next steps. The group noted that the attachment depicted new speakers in blue and existing speakers in red, but it did not indicate which existing speakers were malfunctioning.
We proceeded to tour B157 and B108/109, where I showcased the different ceiling types for installation and the general layout of the radomes. Following the tour, questions arose regarding the ceiling types in B114 and 135. It was also determined that B135 lacked any communication systems, and the speakers are to be installed as plug-and-play connections to a switch for operation.
2. What is the type of ceiling at B114 and B135?
Answer: B114 it appears to have a thin paneling on the ceiling that might just be a plastic/metal face with a foam insulation behind it. It runs snuggly to the roof and there are items mounted to it like electrical junction boxes, and wiring. For B135 there is a drywall ceiling with a metal hatch access panel to a small attic like space.
3. What, if any, existing Valcom equipment currently in-service at NBSFS will be retained and needs to be tied into the new head-in?
Answer: 23 SOPS is not planning on keeping any Valcom speakers. Please provide all new.
4. Can a head-in brand other than Valcom be used?
Answer: It is not a brand-name requirement to use Valcom.
5. Are there any Valcom speakers that the base is planning on keeping? Reading the PWS, we are planning on a full PA replacement.
Answer: 23 SOPS is not planning on keeping any Valcom speakers. Please provide all new.
6. In the scope of work, it states that we are able to re-use existing wire, but then it also states that all new cabling is required. Will new cabling only be required for certain items? Is it to be assumed that if the existing wire is in a justifiable condition, it can be re-used?
Answer: Existing wire can be used if it is in justifiable condition. Any new wiring that needs to be done shall be done with new cabling (not to use used wiring).
7. In reference to the power supply is there a rack that we will need to mount, or is there an existing rack that can be used?
Answer: There is a rack that can be utilized
8. Discusses the appointment of a security manager in writing for approval. Can the security manager also be the site superintendent / SSHO?
Answer: This would have to be discussed with our site security after award.
9. Discusses suitability investigations. Notes- Not to Exceed 3 personnel shall be submitted by the prime contractor, 1 will be the security manager / site superintendent, 2 would be primarily escorts. No subcontractors are being vetted. Will the prime contractor’s facility receive vetting in order to gain access to JPAS as required in section 1.11? I was under the impression JPAS had sunset more than a year ago and all files and records were migrated to DISS. Please confirm the system and requirements for companies to access. I.E. JPAS or DISS? PSSAR needed only for security manager? Token key needed. What is the duration of time for the security manager to gain access?
Answer: This would have to be discussed with our site security after award. Current belief is we are using DISS.
10. Visitor Access Request(s) Can a lockable Job box be left on site once all tools and equipment have been screened to expedite the screening process each day? A key could be left with the NBAFS Security Manager for access at any point in time at their discretion.
Answer: I would have to get approval for this. It is feasible it just might take some time to get approved.
11. General Note to consider: All vehicles shall have external markings clearly identifying company ownership.
Answer: This is for any vehicle that is going into the restricted area. All vehicles in the restricted area have to be identified.
12. Contractor SM shall submit proof via JPAS (see question under 1.4)of the NACI clearance to the NBAFS security manager 30 days prior.
Answer: This would have to be discussed with our site security after award.
