About this file
This document is a set of Questions and Answers from a site visit for the New Boston Space Force Station (NBSFS) Public Announcement System contract opportunity.
The key details are:
- A site visit was conducted with several contractors, USAF personnel, and the NBSFS communications subject matter expert. Topics discussed included the current speaker system, issues with compatibility and cabling, and the goal to unify the PA, AtHoc emergency notification, and VOIP systems.
- The ceiling types in buildings B114 and B135 were examined, with B114 having a thin paneled ceiling and B135 having a drywall ceiling with an access panel.
- The 38th test results indicated that the speakers in the Log Cabin (B-161) and Salt Shed (B-155) were not working, and a ceiling speaker in Building 100 was also not functional.
- The related contract opportunity is for a new PA system at NBSFS that must integrate with the existing Valcom speaker and amplifier system, support analog and VOIP paging, and be able to receive and play emergency alert messages.

Combined Synopsis/Solicitation Questions and Answers
1. What occurred during the site visit?
Answer: Six contractors, SSgt Hughes and Ms. Tolva, attended the Installation Notification & Warning System (INWS) site survey at New Boston Space Force Station (NBSFS). The initial discussion on the Scope of Work (SOW) began at 09:15 in the small conference room. It was noted that the SOW did not specify which speakers were faulty. The question arose as to whether all speakers needed replacement. I clarified that they did not require replacement if the speakers were compatible with VOIP and analog, functional, and in good condition. I highlighted that our current speakers lacked CAT5 or higher cabling, and this issue would need to be addressed before VOIP integration compatibility can be achieved when NBSFS is ready. I mentioned that the 38th had tested the speakers during their site assessment. A request was made for these test results, and I assured them I would contact Ms. Green for the results.
Next, Mr. Newhall, NBSFS communication subject matter expert, showed the group the Valcom interface inside the Frame Room (Room 140) and explained the system's operation. The group was then escorted to BDOC (Room 164) to demonstrate the AtHoc system, PA, and tones. We discussed the project's goal to unify these three separate systems into one. We reconvened in the small conference room to plan the next steps. The group noted that the attachment depicted new speakers in blue and existing speakers in red, but it did not indicate which existing speakers were malfunctioning.
We proceeded to tour B157 and B108/109, where I showcased the different ceiling types for installation and the general layout of the radomes. Following the tour, questions arose regarding the ceiling types in B114 and 135. It was also determined that B135 lacked any communication systems, and the speakers are to be installed as plug-and-play connections to a switch for operation.
2. What is the type of ceiling at B114 and B135?
Answer: B114 it appears to have a thin paneling on the ceiling that might just be a plastic/metal face with a foam insulation behind it. It runs snuggly to the roof and there are items mounted to it like electrical junction boxes, and wiring. For B135 there is a drywall ceiling with a metal hatch access panel to a small attic like space.
3. Which speakers, according to the results from the 38th test, were not working?
Answer: From my notes, the only bldgs. that were NOT working for sure, were the Log Cabin (B-161) and Salt Shed (B-155). There was also a ceiling speaker (near room 179) in Bldg 100 that someone pointed out to us as “not working.”
