1Is the government requiring the contractor to bear the expense (if any) for alternate freezer/refrigerator storage unit(s) in the event of such an outage?Yes. The historical data shows that the outages have happened 5 times in the past 3 years.
2Will the contractor be required to pay for the cost of repair parts and the labor to perform the repairs, without reimbursement from the government?Yes. This is now considered a firm-fixed price contract, therefore it is the responsibility of the contractor to add this into their labor CLIN.
3Will the government please clarify under what circumstances the contractor is required to provide carryout containers to authorized patrons of the DFAC, other than those menu items that are provided as Grab -n- Go menu items?Carry out is to be made available to the patrons of the DFAC for every meal of every day. The historical data shows that 75% of the patrons that frequent the DFAC will utilize carryouts.
4Would the government consider revising CLINS XX11 structure to allow the contractor to compute an Extended Hour price (which would be for a crew hour) and adding a separate CLIN for Contingency/Emergency service IAW DFARS Clause 252.237-7023 Continuation Of Essential Contractor Services (Oct 2010)paragraph (f), which is incorporated by text in this solicitation.IAW 1.10.4.1 in the PWS, we state that historical data shows an exercise could take place on an average of 10 times per year. However, our historical data shows that we have only increased hours of operation on an average of 2 times per year. Therefore, we don't feel we should separate the extended hours from this CLIN.
5When are the questions due?Any further questions to this solicitation must be in by 10:00 AM MDT on the 16th of June, 2020.
61. Because the Bid Schedule breaks or each meal period as a separately priced CLIN it poses a cost challenge. Please provide the number of days the Satellite DFAC was open in 2019 for: a. Breakfast Monday through Friday b. Lunch Monday through Friday c. Dinner Monday through Friday d. Breakfast Weekends e. Lunch Weekends f. Dinner Weekends g. Midnight Meals Monday through Friday h. Midnight Meals WeekendsThe DFAC was never closed for any meal period in 2019. The DFAC is opened 365 days a year. The hours of service operations can be found in Appendix 1 of the PWS. However, other duties will need to be accomplished outside of meal hours listed in Appendix 1.
7Do you anticipate any changes to the frequency of the number of days Satellite DFAC will be open in 2020 and beyond for: a. Breakfast Monday through Friday b. Lunch Monday through Friday c. Dinner Monday through Friday d. Breakfast Weekends e. Lunch Weekends f. Dinner Weekends g. Midnight Meals Monday through Friday h. Midnight Meals WeekendsAt this time, we do not anticipate any changes.
8Please provide the total number of meals actually fed for the past 12 months or for 2019 if that is more convenient.Number of meals served in 2019: 274,109
9Do you anticipate any changes to the number of meals to be fed in 2020 and beyond? (The estimate in the PWS extrapolates out to 1,001,992 for week days and 112,290 for weekend days or a total of 1,114,282 meals per year)At this time, we do not anticipate any changes.
10CLIN 0011 is requiring us to price contingency services requiring widely varied staffing efforts, the estimated quantity is 2 each. Are we to understand that these occurances are to be extended operational hours?Yes. IAW 1.10.4.1 in the PWS, we state that historical data shows an exercise could take place on an average of 10 times per year. However, our historical data shows that we have only increased hours of operation on an average of 2 times per year.
