FA255019RA016 Repair Parking Light Poles RFI 002

1. Is a bid bond required with our proposal?

Government Response: Contracting Response: Bonds are required per the Solicitation under 12a.

2. Representations and Certifications have been provided in Section I of the Solicitation.

Are Offerors required to complete Representations and Certifications and submit in our proposals?

Government Response: Contracting Response: Representations and Certifications will need to be provided with contractor proposals.

3. Section 00100, paragraph 7A.iii. states the management plan shall include a Project

Manager and Superintendent in our personnel structure. Section 013101, paragraphs 1.1.1.1-1.1.1.8 list a Program Manager, Installation Construction Manager, Job Foreman, Lead Craftsmen/ Tradesmen, Environmental Officer, SSHO, Draftsman/CAD Professional. Please confirm the key personnel positions required in our management plan.

Government Response: Contracting Response: Management plan is not required.

However, ensure you comply with Section 00100 7(A)(i).

4. Section 00100, paragraph 7A.iii. states the management plan can be submitted in the contractor’s preferred format; however, Section 013101 states Offerors are to be submitted electronically in a PDF, and in a three-ring binder. Please confirm that Offerors can submit the management plan as part of our emailed proposal submission and separate hard copies are not required.

Government Response: Contracting Response: Section 01 31 01 has not been updated. This section is normally in reference to post-award. Disregard the 01 31 01 concerning the management plan reference.

5. Section 013101, paragraphs 1.3.1.2 and 1.3.1.3 list additional requirements to be included as part of our management plan. These requirements are not listed as part of our management plan in Section 00100, paragraph 7A.iii. Please confirm Offerors are to only provide the requirements listed in Section 00100.

6. Are Offerors required to use AF Form 3064 and AF Form 3065 for our proposed schedule?

Government Response: Contracting Response: 3064 and 3065 are to be used post award.

7. Will new fuses and fuse holder be required for the new pole?

Government Response: Yes.

8. We come up with a count of 178 poles provided from the drawings, should we price 176 as stated in the SOW, or 178?

Government Response: Price based on what is found in the drawings.

9. E-105 shows quantity of 5 for Keynote 8 which would make a total of 13 damaged not 12, how many should we price?

Government Response: Price according to the drawings.

10. Will the new luminaires require photo cells?

11. Would the attached Hapco cut sheets be an approved Alternate Equal for the light poles?

12. In the scope of work does paragraph 3.6.1 As-Built Construction Documents require the projection of the electrical drawings on to both NAD 83 sand WGS 84 coordinate systems? Will *.DWG’s of the project drawings be available that comply with Schriever AFB CAD Standards and paragraph 3.6.1?

13. Can the light pole two-piece bases be made of ABS Plastic? Spec 26 56 00 Paragraph 2.3E states either steel OR ABS plastic, Paragraph 3.2D states Steel.

Government Response: Yes. ABS plastic is acceptable if they meet the performance specifications of the poles being mounted on the base.

14. What is the requirement/specification for the permanent Labels with luminaire on each new pole? Existing labeling varies from black and white paint in ~4”-6” inch lettering.

Government Response: Adhesive laminated mylar. No less than 3-1/2” tall.

15. The site visit map provided at the site visit shows poles at the Irwin Gate Location 13.

Are there poles/lights to be repaired at the Irwin gate, number 13?

Government Response: No.

16. Does the base intend to keep/retain any of the removed light poles?

17. Building 200 Sheet E-101

a. Please confirm the pole type P2S is 30 feet as scheduled on E-106 & E-109.

Government Response: Confirmed.

b. Is the designation (X) for pole (24) at Grid 1, C supposed to be (84) as seen in the field?

Government Response: Yes. It should be (84). This was a design error.

c. Please confirm Pole (52)(50) labeling? Recommend labeling as [51][50] to match existing labeling pattern, grid 3, B.

Government Response: The labeling for all the luminaires on this sheet shall be modified such that each pole has sequential designations [e.g. (2)(1), (51)(50), (76)(75), etc.]. However, labeling protocol shall proceed sequentially from east to west, as already shown in the drawings.

d. Please confirm Pole (53)(51) labeling? Recommend labeling as [55][53] to match existing pattern, grid 3, B.

Government Response: See answer to 17.c.

e. Please confirm Pole (26)(24) labeling? Recommend labeling as [24][22] to match existing pattern, grid 3, D.

Government Response: See answer to 17.c.

f. What circuit is fixture/pole (76) fed from on sheet E-101 grid 2,D?

Government Response: (81), Grid 1D.

g. What circuit is fixture/pole (29) fed from on sheet E-101 grid 2,C?

Government Response: (25)(23) Grid 3C.

h. What circuit is fixture/pole (25)(23) 2F fed from on sheet E-101 grid 3,C?

Government Response: (19)(17) Grid 3C

i. Please confirm number of poles at B200 West and clarify Work Phasing Plan Consideration 14 poles each stating one of the poles does not exist. Drawings show 15 poles each.

Government Response: Price according to drawings. There are actually 17 poles to be installed. Three existing sites are missing the poles, but the foundation remains in place.

18. Building 101 Sheet E-102

a. Will we be allowed to close Hubble Ave. in both directions for the replacement of pole [71]? Coordinate with CM?

Government Response: Yes and yes.

19. Building 210 Sheet E-103

a. Pole [18][19] when replacing poles that are within close proximity to tree branches, who is responsible for trimming the tree branches?

Government Response: The construction agent (i.e. awarded contractor).

b. Will access to building 220 dental need to be maintained when closing Voyager Street? Recommend closing in two phases, Falcon Pkwy side & Hubble Ave side

Government Response: Yes. There is an active project in that lot/area.

20. Building 220 Sheet E-104

a. Please confirm number of poles is 6 each, Work Phasing Plan Consideration states 5 poles.

Government Response: Confirmed. There are 6.

21. Building 120 Sheet E-105

a. Pole [1] – Existing fixture is missing. What new fixture shall be provided on the new pole? Missing light is scheduled as 2E, 128 led , 5700K.

Government Response: 2E

b. Pole [3] – Plans show note 8 to repair pole base, however the pole is missing, and fixtures are missing. Do notes 6 & 7 apply to pole [3]? What new fixture shall be provided on new pole? 2D1?

Government Response: Yes, notes 6 & 7 apply to pole (3). Use fixture 2D1.

c. Pole [10][11] – Fixture [10] is missing, should note 7 apply and what new fixture should be provided on new pole? Should fixture [11] be reused or replaced with [10]?

Government Response: Yes, note 7 applies to fixture (10). Fixture (11) should not be re-used, but replaced.

d. Are we responsible to replace the shrubs at pole [4] and pole [5] if required to be removed to repair concrete bases and replace pole?

22. Building 60 Sheet E-106

a. Pole [4] is missing along with the fixtures. Does note 6 & 7 apply? What fixture should be installed on the new pole?

Government Response: Yes, notes 6 & 7 apply. Use fixture 2D.

23. Building 26 Sheet E-109

a. Please confirm the B 26 parking lot island layout on the plans does not match the existing conditions.

Government Response: Confirmed. The layout in the drawings does not match existing conditions. Of note, the islands both northeast and southwest of luminaires (6)(7) (Grid 2C), are not solitary/independent, but in fact make up one continuous island with the aforementioned luminaries. There are three additional islands to the west of this pole within the parking lot itself.

24. Building 30 West Lot North Section Sheet E-110

a. Please confirm that pole [31][32] has failed and note 6 & 7 apply and the new fixture is to be 2G1?

Government Response: Confirmed. It has failed. Notes 6 & 7 apply to pole (31)(32). Use fixture 2G, not 2G1.

b. Please confirm that pole [35][36] has failed and note 6 & 7 apply and the new fixture is to be 2G1?

Government Response: Confirmed. This pole has failed. Notes 6 & 7 apply to poles (35)(36). Use 2G, not 2G1.

c. What designation (X) should be applied to the pole north (left) of pole (25) (26) on Sheet Grid 4,D.

Government Response: Disregard luminaire labeling identified in both sheets E- 110 and E-111 (i.e B30 West Lot). Number and labeling structure shall begin with (1)(2) on Sheet E-111, at the south-eastern most pole (Grid 4C). Numbering of each luminaire afterwards shall proceed sequentially from east to west. Last pole on Sheet E-111 will be (31)(32). Sheet will begin with (33)(34), and end with (81)(82).

25. Building 30 West Lot South Section Sheet E-111

a. What designation (X) should be applied to the six (6) unlabeled poles? Sheet

Grid 3-4,C-D.

Government Response: See response 24.c.

26. Building 780 Sheet E-112

a. Please confirm pole [3] on the plans is labeled pole [1] in the field?

Government Response: Confirmed. This pole is currently labeled as-described in the field (i.e. existing site condition). However, new pole will need to be labeled in accordance with design drawings.

b. Please confirm pole [4] on the plans should be pole [2] in the field?

Government Response: Confirmed. This pole is currently labeled as-described in the field (i.e. existing site condition). However, new pole will need to be labeled in accordance with design drawings.

c. Please confirm pole [2] on the plans is labeled pole [3] in the field?

Government Response: Confirmed. This pole is currently labeled as-described in the field (i.e. existing site condition). However, new pole will need to be labeled in accordance with design drawings.

d. Please confirm pole [1] on the plans is labeled pole [4] in the field?

Government Response: Confirmed. This pole is currently labeled as-described in the field (i.e. existing site condition). However, new pole will need to be labeled in accordance with design drawings.

27. Will the government be able to provide lay down areas for the new poles in the parking lots where the poles are to be installed?

Government Response: Negative. However, temporary laydown areas can be pre-identified near parking lots. The only circumstance where space within a parking lot will be furnished as a temporary laydown area is when the contractor has received approval from the CO to execute a closure of a specified area (i.e.

work clearance), for a specified time, to accommodate work and maintain the safety of the base populace during construction.

28. Will the government be able to provide a lay down/storage area for a connex box for miscellaneous parts and new led lights.

Government Response: Yes. Coordinate through CO, who will in turn identify space on-base.

28. Will the government be able to provide a storage are for the demoed poles until the contractor can make arrangement for disposal.

Government Response: Yes. However, these demo’d poles must be removed before project close-out.

29. Sheets E ‐101 – E‐112 General Note 5 says: “Designation (X) at poles is for parking lot Luminaire Number. Provide Permanent Labels with Luminaire number(s) on each new pole”. What will the number identification be, what type of material, and how does the government require the tag to be fastened to the pole?

Government Response: Adhesive laminated mylar. No less than 3-1/2” tall.

30. Sheet E – 101 Keynote 12 says: “This pole has two different type luminaire types.

Provide pole type P2S for this configuration”. Parking lot Luminaire and Pole Schedule on sheet E‐101 does not show this type pole. Please clarify.

Government Response: See Sheet E-106, Schedule, P2S.

31. Will the contractor be able to final each parking lot opposed to performing one single final walk through? Due to traffic and things out of the contractor control we would like to perform a final at each parking lot in order to avoid rework if a pole gets damaged.

Government Response: Yes.

32. The RFP calls for specific repair on specific pole bases, however the majority of all the pole bases have some degree of damage and wear. Would the AF like a price for applying a surface topping on all exposed surfaces of all the pole bases?

Government Response: Yes. This would be a separate price like an option.

33. There is a varying degree of difference existing pole installations. Some poles are mounted on "steel shims, and other poles with a grouted barrier. Will there be a requirement for bidding purposes to grout all poles? or use of just steel shims?

Government Response: Grout all poles.

34. Will a FAA crane permit be required for this project?

Government Response: No.

35. Are the parking lots occupied 24/7?

Government Response: No. The majority of lots are nearly empty after-hours and on weekends.

a. If so will a traffic control plan and safety plan be required to ensure that the areas around the poles follow the EM385 and OSHA 1926 for 1.5 times the height be cleared of vehicles and other obstructions?

Government Response: Yes. This will be required, as the majority of work will likely occur during normal duty hours (per contract).

36. Will the concrete on the Pole base repair require to cure for 30days before mounting of new poles? Or will it be acceptable to provide "early break test" for each location?

Government Response: It is acceptable to provide early break testing for each location. The full 30-day curing is not required.

37. How many days should be expected for employees to be approved for the Restricted Area?

Government Response: Plan for 14 calendar days.

38. Will the contractor be provided with a laydown yard for materials, office etc?

Government Response: Yes, to be coordinated with the PM.

39. Will the Yard be secured?

Government Response: No.

a. If the Yard is not to be secured will it be a requirement of the Contractor to provide Temp Fencing?

40. With the Poles that have been "snapped" has the Base Electrical Shop verified that all wiring and circuits are still active and "hot?"

Government Response: No. If the conditions outlined in the drawings or SOW are not consistent with what is in the field, then this will be treated as a “differing site condition” and addressed accordingly.

41. Will each pole be expected to be fully operational the same day as the pole is "swapped out?

Government Response: No. The expectation is that each pole is, upon commencement with the repair work, is fully operational within 72 hours.

42. Can the AF please confirm that the poles that are listed in the SOW and Plans for quantity is all that will be required for bidding purposes?

Government Response: Bid according to the project drawings.

a. All other poles that are damaged or missing from the plans will be billed as a modification to the contract?

Government Response: Correct, if not already identified in the project drawings.

43. On the cover Page for the RFP the box is marked for “no bond required.” Can the AF please confirm that a bid bond and performance / payment bond will be required?

Government Response: See response to RFI 1.

44. Are as-builts available that show the correct layout of Building 200 Parking lot “West”? E-101 West parking lot shows 10 drive aisles, however site visit and satellite images show 11 drive aisles. I found a discrepancy in one of the parking lots “B200 West Lot” The East lot lines up, but the West lot on sheet E-101 is missing a parking aisle and the plans show a divider/planter between the parking rows, but the satellite and site visit indicated they paved and painted end to end parking spots:

Government Response: Confirmed. Project drawings do not match existing conditions.

Of note, if counting from right to left, beginning at #1, the drawing is missing an aisle between 5-7 (i.e. aisle 6). However, the number of poles shown is consistent with the existing conditions and what is required in the contract. Contractor may be required to update DWG (AutoCAD) as-builts to match actual conditions. We will continue to search for accurate as-builts to furnish to the contractor.
