RFI Questions and Responses
1. The new boiler requires stainless steel venting or PVC. The flue gas is highly corrosive and will eat away at galvanized venting material. What is the existing 22" vent pipe material made of and who is the manufacturer?"
Government Response: Van-packer type DW
2. Would you want to leave the temporary boiler in place until the new boiler is operational?
Government Response: Yes, however the temporary boiler is being replace also
3. A neutralizing kit will have to be installed for each boiler to ensure the highly corrosive condensation from the flue gas is neutralized before being drained. Is there a particular brand you want or do you just require that it be it sized properly?
Government Response: No, just sized properly
4. The units will need to be de-rated for elevations higher than 2000 feet above sea level. Do you prefer that the factory do this?
Government Response: The factory is ok, as long as it is sized properly
5. What water treatment is being used other than glycol?
Government Response: 30% glycol with an inhibitor. No other treatment is being used.
6. The factory requires a hydro-static testing of the unit for 24 hours. Will an on-site inspector be there to make note of pressures at beginning of test and at the end of testing?
Government Response: Yes, there will be an inspector
7. What is the gas pressure at the boilers?
Government Response: ½ psi
8. Do we need security clearance if we know the project will take less than 90 days?
Government Response: No security clearance is needed
9. Could we get the brand name of panel HM1A and also could we get the model number and serial numbers of existing breaker?
Government Response: Manufacturer: GE, bolt-on type. No model number is available.
Recommend the contractor to verify the model number.
10. Shall the contractor assume that the existing boilers contain asbestos?
Government Response: Yes, you can assume that the existing boilers contain asbestos.
11. Several items that show up in the Specifications are not listed in the Submittal Register.
According to 01 35 29 paragraph 1.2.1 these items are not required for this project. Can you please clarify if the Management Plan and all Key Personnel (including all qualifications) listed in the Specifications will be required?
Government Response: All submittals listed in the specifications 01 35 29 are required to be submitted and government approvals required even though they are not listed in the submittal register.
12. Are boiler EPOs required at all exits and if so is there an existing EPO system for the boilers in place?
Government Response: Yes they are Required, No they are not in place
13. Can we use the power for the existing boiler for the new boiler? If not what type of panel is existing?
Government Response: Yes, the contractor can use the existing power unless the new proposed boiler requires different power rating. If the new boiler has higher power rating, then the new power circuit shall be provided for the new boiler.
14. Will any electrical systems need to be relocated for the boiler removal or the new install? If so please describe the extent of this effort.
Government Response: There is no electrical system need to be relocated.
15. How far away back from the boiler units are we required to demo the existing pipe?
Government Response: To the isolation valve (Supply and Return) nearest the tees off the main loop.
16. What is the size/dimension of the existing pipe?
Government Response: 4”, but the contractor needs to verify the exact size
17. What is the glycol mixture on the current system?
Government Response: 30% glycol with an inhibitor
18. Is the contractor required to recharge the entire glycol system or just the new section of pipe?
Government Response: Contractor is required to capture any glycol removed from system and recharge system as needed. Any remaining glycol will be removed from base at contractor expenses.
19. Drawing M101 indicates a louver that is to be relocated. Can you identify the new location of the louver?
Government Response: It depends on what type of boilers installed, if a boiler that does not require louver, then patch up the louver, but if louver is required, than relocate the louver 3 above from the water line. The exact location of louver shall be coordinated with 50 CES/CEO during construction.
20. Is the contractor required to “patch” the existing opening or will the existing louver be abandoned in place?
Government Response: Remove and Patch
21. Is there a bid schedule?
Government Response: We don’t have a bid schedule, but the proposal needs to be IAW the solicitation (Section 00100).
22. Will any additional points be needed to control or monitor the boilers or pumps that do not currently exist?
Government Response: It depends on what type of new equipment installed. If new equipment require additional control and monitoring points, then they are needed.
23. Who is the current water treatment vendor for the base?
Government Response: HVAC/R uses CD Jones brand of propylene glycol at a 30% solution in the loop.
24. Is current water treatment vendor to be used specifically for any hydronic system on base or can alternate vendor be used?
Government Response: No, only AS-PDG glycol from CD Jones. This is the type the shop is authorized.
25. Who is the current controls contractor for the base?
Government Response HSQ Controls.
26. Is the current controls contractor to be used specifically for all controls on base or can an alternate controls vendor be used?
Government Response No, only HSQ
27. Sheet M-101 and M-102, key note 4 states that a new glycol tank, feeder pump and control panel are to be installed but no information is given regarding these items in the plans or on the mechanical schedule. Is contractor to provide pricing on what they see fit or will the government provide make, model, etc. for these items based on the desired product?
Government Response Contractor provides pricing on what they see fit.
28. Will temporary utilities such as heat be required to be furnished by contractor for this project?
Government Response: Yes, unless the contractor phases the project to keep at least one boiler on-line at a time.
29. Will this project require phasing so that at least one or more boiler is operational at all times or will an entire system shutdown be allowed?
Government Response: Yes
30. Sheet M-101, key note 6 says to relocate existing combustion air damper. Can damper and duct size be provided for pricing purposes?
Government Response: It depends on what type of boilers installed, if a boiler that does not require damper, then patch up the damper, but if damper is required, than relocate the damper 3 away above the water line. The exact location of damper shall be coordinated with 50 CES/CEO during construction.
31. Sheet E-101, general note 5 references painting of conduits either inside or on the exterior of the building. The specs do not provide a section for painting.
Please clarify whether or not painting will be a requirement for this project and include any necessary specs or other information required.
Government Response: Painting of conduit is not required by NEC or the UFC.
32. Which of the contractor's key personnel as listed in section 01 31 01 are required to be on site fulltime?
Government Response: Job Foreman, Site Safety and Health Officer (SSHO), and Quality Control Officer are required to be on-site full time.
33. Can the project superintendent fulfill the roles of: Installation Construction Manager, Job Foreman, Environmental Officer, Site Safety and Health
Officer(SSHO), and Quality Control Officer if they meet the requirements of each?
Government Response: If the project superintendent can meet the required qualifications for Installation Construction Manager, Job Foreman, Environmental Officer, Site Safety and Health Officer(SSHO), and Quality Control Officer as specified in Section 01 31 10, para 1.1.1.2, 1.1.1.3, 1.1.1.5, 1.1.1.6, and 1.1.1.7, he or she can fulfill the roles.
34. Who is responsible for the cost of setting up and maintaining Fire Hydrant connections for water use during construction?
Government Response: The contractor
35. Please confirm that SWPPP is NOT required for work at Schriever AFB.
Government Response: SWPPP is not required at SAFB. BMP’s are required and should be checked frequently.
36. Is the current EMS system BacNet, Lon or Modbus?
Government Response: HSQ is hardwired.
37. Does the government prefer or require BacNet, Lon or Modbus integration for the new boilers?
Government Response: At this time we are not using BacNet, Lon or Modbus at B-210 (DeKok), we are hard wired to points.
38. Please confirm the building height from the floor to the top of roof at each mechanical room.
Government Response: See attached drawings.
39. It appears that due to the different combustion types of the proposed boilers and existing water heaters, the existing vertical flue cannot be used without significant modification.
Does the government have a specific solution they want integrated or it is the contractors responsibility to determine a solution that meets the manufacturer's specifications as well as all applicable codes?
Government Response: it is the contractor responsibility to determine a solution that meets the manufacturer's specifications as well as all applicable codes
40. The scope of work asks for relocation of the combustion air dampers in the mechanical rooms, does the government have a specific location they want them relocated to or is it the contractors responsibility to meet the manufacturer's recommendations as well as all applicable codes?
Government Response: It depends on what type of boilers installed, if a boiler that does not require damper, then patch up the damper, but if damper is required, than relocate the damper 3 away above the water line. The exact location of damper shall be coordinated with 50 CES/CEO during construction. It is the contractor’s responsibility to meet the manufacturer's recommendations as well as all applicable codes
41. Please confirm HSQ is the manufacturer/model of the existing controls.
Government Response: HSQ is the present control system.
42. We understand the new boiler controls need to be tied into existing building controls, please confirm.
Government Response: Yes, the new boiler controls need to be tied into existing building controls
43. The installation manual for the specified boilers requires independent venting rather than common venting as shown on the drawings.
Additionally, code does not allow the atmospheric water heater to be vented in the same flue as the condensing boilers. We believe the boilers and the water heater will all have to be vented separately. Please confirm.
Government Response: The boilers and the water heater shall all have to be vented separately.
44. Dampers: Drwg M-101 (south mechanical room) note 6 indicates “Relocate the existing combustion air dampers from above the water lines so that water lines do not freeze during winter.”
• Drwg M-102 does not have the same note but, from the site visit we understand the government also wants the dampers relocated in the north mechanical room. Please confirm.
Government Response: Yes
• There is not sufficient room in either mechanical room to relocate the existing dampers. The new boilers, however, don’t need as much combustion air. So, we think we can demo the existing dampers and install new smaller dampers away from the waterlines to provide combustion for the water heaters, and direct pipe combustion air to the boilers. The remaining opening in the wall can be sealed with heavy-gauge sheet metal. Please confirm this solution.
