Paragraph 3.13.4, page 44 and Appendix 3, paragraph 1.6, Government will furnish depot level maintenace.
Despite the responses to previous questions on 11 Feb 2014 and 1 April 2014 we find the BMC resposibilities for M-Plant generators and related equipment ambiguous. The Government's response on 11 Feb 2014 indicated that CEMIRT would conduct 20,000 and 40,000 hour "inspections" yet the PWS states that the Government will furnish "depot level maintenance". Please clarify what exactly it is that the Government will provide. If CEMIRT will in fact be providing 20,000 and 40,000 hour depot level maintenace will they be providing all parts and repairs necessary to return the generators and related equipment to manufacturer's specification? If CEMIRT is providing a 20,000 and 40,000 hour "inspection" please clarify what that entails, neither the manufacturer's manuals nor the PWS provide detail for such inspections, nor how the BMC would interface with an inspection. For example, at 20,000 hours the manufacturer's manual requires among other things, that the govenor to be removed and replaced with a new or rebuilt govenor. Will CEMIRT remove and replace the govenor and who will provide the new or rebuilt govenor? At 40,000 hours the manufacturer's manual states the engine may require a major overhaul, if the engine does require a major overhaul, who conducts the overhaul and who provides the parts to do so?

The US Government will furnish "Depot Level Maintenance" of the electrical generation equipment in M- Plant. Depot Level Maintenance for M-Plant encompasses 20,000 and 40,0000 hour maintenance. 20,000 and 40,000 hour maintenance includes both "inspections," "checks," and "maintenance" activities as described in document 03.7 M-Plant Generator Maintenance Manual posted in TBL Change 003 on FBO.
The US Government intends to use CEMIRT, or another sub-contractor if CEMIRT is unavailable, for 20,000 and 40,000 hour maintenance. All parts and labor for 20,000 and 40,000 hour maintenance will be provided at US Government cost, and includes the 20,000 hour new/rebuilt governor (labor and parts) and the 40,000 major overhaul (labor and parts) if required.

At RFP H-3 A. 1. General Liability Insurance (Bodily Injury) H-4 (Government Furnished Property) we do not find a BMC liability limitation for a fuel spill in North Star Bay. Please confirm that a spill in the bay is subject to the limitations of the RFP H-3 and H-4 and as thus the bay is considered "Government Property" in this rspect.

The proposal instructions do not include where Section K, Reprsentions, Certificiations and Other Statements of Offerors, should be located in the proposal. Should the contractors include section K in The Price/Contract Documents volume?
10-Apr-14 Offerors are to submit the entire RFP to include a completed section K. As per A-1(c), sections K,L and M will be physically removed from any resultant award but will be deemed incorporated by reference in that award.

It is our understanding that the Collective Bargaining Agreements have recently been renegotiated. Will the Government provide copies of the most recent collective bargaining agreements applicable to the employees working at Thule Air Base as it is critical in developing accurate pricing?
