About this file
This document is a Questions and Answers (Q&A) file for the SXHT 23-1030 Repair HVAC B535 project at Patrick Space Force Base. The Q&A addresses key technical and operational details, including staffing requirements (two individuals must perform superintendent, quality control, and safety roles), work hours (7:30 AM to 4:00 PM, with advance approval needed for off-hours work), and project logistics such as lay down area availability and temporary power. Additional technical clarifications cover mechanical room door specifications, air handling unit design parameters (chilled water temperatures, static pressure), damper installation requirements, and confirmation of acceptable motor types.
The document provides specific technical guidance for potential contractors, including confirmation that no furniture removal is required, work will be phased by floor, sales tax is not exempt, and temporary air is not needed during construction. Contractors are instructed to protect existing furniture and determine optimal damper locations based on project drawings. The Q&A serves to provide detailed supplemental information that would help contractors prepare a precise and compliant bid for the HVAC repair project.

Project: SXHT 23-1030 Repair HVAC B535
Questions and Answers
1. (IFB Section 01 35 26, Paragraph 1.6.2.1): Specification Section 01 35 26, 1.6.2.1 references requirements of maintaining a Superintendent, QC Manager, and SSHO on site at all times. Can the Contractor provide either:
a. One individual to “triple hat” and perform the duties of all three roles, so long as they are qualified for each position and able to adequately perform responsibilities of all such roles; OR
b. Two individuals, with one of those “dual-hatting”, who combined would perform the duties of all three roles; again, so long as they are qualified for each position and able to adequately perform responsibilities of all such roles?
Two individuals are required to perform the duties of a Superintendent, QC Manager, and
SSHO on site at all times.
2. Will the facility require any work to be completed off hours? If so, can these tasks/scopes of work be completed in evenings and/or weekends?
Working hours will normally range between the hours of 7:30 AM and 4:00 PM (0730-
1600), excluding Saturdays, Sundays and Federal Holidays. If work must be done during periods other than above, notification must be given to the Contracting Officer five working days in advance of intention to work during other periods and may only be done so upon approval of the Contracting Officer.
3. How much space will be permitted for the Contractor’s lay down area?
There will be adequate space for a lay down area which will be approved upon submission of AF 3000.
4. Is temporary power available for a Construction Trailer at the laydown/storage area?
Yes
5. Will this project be Sales Tax Exempt?
No.
6. Will there be any limitations to how much area the contractor can work on at any given time?
The expectation is the work will be phased with one floor access and once completed the next floor will be available.
7. (IFB Section 01 11 00, Paragraph 1.7.1.1): Will the Government remove furniture prior to work starting? If not, is the Contractor to remove existing furniture or protect?
No furniture will be removed and contractor is not required to move the furniture.
Contractor will be responsible for covering work areas so furniture is not damaged.
8. (SOW/Tech Specs/Drawings/page M-104): Floor Plan M-104 shows a single door for access into Mechanical Room 2MECH1, while M-103 shows a double door as access to Mechanical Room 100. Please confirm if the second-floor mechanical room has a single door and the clear opening dimensions of opening.
1st floor mechanical room has doubler doors that are 72” wide and 74” tall
2nd floor mechanical room has a single door that is 36” wide and 74” tall
9. (SOW/Tech Specs/Drawings/Page M-701): Air Handling Unit Schedule on Sheet M-
701, is missing critical data for unit design. Please provide the following information for each unit:
a. Chilled entering and leaving water temperatures for chilled water coil design
Chilled Water Entering: 45 deg F
Chilled Water Leaving: 57 deg F
b. External static pressure for fan selection
Max total static pressure at 10V is 4.348 in water
10. (SOW/Tech Specs/Drawings/Page M-701): Per note 8 on Air Handling Unit Schedule on sheet M-701, the air handling units are to have factory mounted RA and OA dampers, however, dampers are not shown on the control schematic, and an OA damper is shown in the OA ductwork. Please confirm the location of the dampers.
a. If dampers are all to be duct mounted, will RA dampers be required prior to OA duct connection for proper control?
Yes. Install RA dampers prior to OA duct connection and, at TAB, ensure OA and
RA dampers are functional. As for location, Contractor shall determine, based on drawings and diagrams, the best location per Drawing M-001, Mechanical
General Note 23. Location should be selected to minimize duct runs. If need be, please request a site visit through the Contracting Officer if still unsure of OA and
RA damper locations.
11. Are fans with electronically commutated motors (ECM) acceptable?
Yes.
12. Will temporary air be required during construction?
No
