Purpose The purpose of this pre-solicitation conference is to provide prospective EWOCS offerors with an overview of the scope of responsibility for communications systems and services and discuss specific aspect of the Draft RFP

COMMUNICATION MATRIX

Purpose: The “Comm Matrix” is a depiction of the systems with locations and services expected to be handled by the EWOCS contractor beginning Day One (1 Oct 20) of the contract

Details: The Comm Matrix spreadsheet has Tabs respective of the installation where systems are located and where services are to be performed. The Performance Work Statement (PWS) contains the scope of all the possible services that Task Orders could be written to be performed

TASK ORDER PROCEDURES

The task orders for Fiscal Year 2020 will follow the below general timeline.

15 Jul: Task Order Packages submitted to Contractor for proposal 15 Aug: Task Order estimates submitted from Contractor to Government 15 Aug - 15 Sep: Negotiations, Finalize Task Orders

Task Order Request for Proposal (TORP) from Contracting Officer to the Contractor:

Contracting Officer's Cover Letter (including applicable deadlines) Contract number and Order number Requirement Statement (Range, SOO, POP, CLIN #'s, Appendices, etc.)

Proposal due date Any other pertinent supporting documentation Points of Contact (including COR) Accounting, Appropriations, and WAWF data

TASK ORDER PROCEDURES

After receipt of a formal task order request from the contracting officer, the contractor may request a task order preproposal meeting. The contractor must submit the task order proposal within the timeframes listed in the PWS.

Each customer will receive its own Task Order with work on the CLINs specified in the TORP. Task Orders will be issued by sales code; so a customer may have more than (1) one task order. Any Task Order utilizing a Cost Type CLIN or a separately negotiated FFP CLIN will be a negotiated bilateral agreement.

For negotiation purposes, the contractor's estimate (line items and quantities), are the items to be negotiated. Negotiations shall be conducted to discuss and reconcile line items with significant quantity/cost differences between the Contractor's and Government's final estimates.

There are approximately 11 customers on the Eastern Range +/- 2. There are approximately 5 customers on the Western Range +/- 2. These estimates do not include Projects issued from the Communications Project Support CLINs.

Government Property

Government property (GP) means all property owned or leased by the Government. GP includes:

Government Furnished Property (GFP) Contractor Acquired Property (CAP) purchased through the Materials CLINs (XX03) Property obtained through the Standard Base Supply System Government Furnished Property Property in the possession of, or directly acquired by the Gov’t and subsequently furnished to the Contractor for performance of a contract

Contractor Acquired Property Property procured, acquired, fabricated, or otherwise provided by the Contractor for performing the contract, and to which the Gov’t has title Government Property Clauses in Contract FAR 52.245-1, Government Property FAR 52.245-9, Use and Charges Contractor shall utilize, consume, move and store GP only as authorized under this contract and its applicable FAR Clause(s)

Contractor is responsible and accountable for ALL GP provided or acquired under the contract, including property in the hands of their subcontractor Contractor shall have a system to manage, control, use, preserve, protect, repair and maintain GP in its possession Contractor shall establish and maintain a Property Management System Effectively controls all GP from acquisition through disposition Adequately satisfies requirements of FAR 52.245-1

EWOCS will be a hybrid contract, meaning there will be fixed price line items as well as cost reimbursable items. This is a Single Award Indefinite Delivery Indefinite Quantity contract. Single award means all CLINs will be awarded to one offeror only. This is not an IDIQ contract where offerors have an opportunity to bid on each task order over the period of the contract. Once award is made, all task orders are issued to the single awardee.

The single total award made as a result of this acquisition will be made to a small business firm.

Draft PWS documents are on FBO now. We plan to use a 30 day proposal time once the final RFP is issued. You’ll see later when we get to the schedule that we’re on a tight timeline so any questions which you can ask now, that we can resolve before the final versions are issued will help us out greatly. We’d like to move from final RFP to receipt of proposal without the need for amendments.

This is a 100% Small Business Set Aside. The single total award made as a result of this acquisition will be made to a small business firm.

The NAICS code is 517311 which corresponds with a 1,500 employees size standard under the most recently released SBA size standard changes. This is the NAICS code which will determine if you are a small business for the purposes of proposing on this acquisition. Even if you are small under another code, you must meet the 1,500 employees standard established by 517311 to be considered a small business for EWOCS.

Source Selection Methodology Tradeoff The relative importance of each factor and subfactor is as follows:

Technical, Past Performance, and Cost/Price are listed in descending order of importance with Factor 1 (Technical) being most important, Factor 2 (Past Performance) next in importance and Factor 3 (Cost/Price) is last in importance. In accordance with FAR 15.304(e), all evaluation factors other than Cost/Price, when combined, are significantly more important than cost or price.

Within Factor 1, subfactor 1 is acceptable/unacceptable, and subfactors 2, 3, and 4 are equal in importance.

Evaluation criteria includes a combined technical capability/risk assessment, past performance, and cost/price.

Technical Capability/Risk: A risk assessment will be accomplished in conjunction with the technical evaluation of the following type of subfactors. Subfactor 1 is Acceptable/Unacceptable. Subfactors 2, 3, and 4 are equal in importance.
