5Are offerors, prime and subcontractor, to populate with all labor categories, or only the labor categories used on a cost type CLIN?
If the prime is to submit all labor rates, prime or subcontract, the subcontractor will be required to share proprietary data. Is that the Government's intent, or should each offeror submit only their rates? All labor rates used in the contract must be included on the labor rates listing. The labor rates listing will be incorporated in the contract and used for future negotiations. Prime should submit a single labor rate listing for the proposal. As this becomes a contract document, the prime will be privy to the info as a part of the contract. The listing includes a rolled up burden rate rather than individual indirect amounts. The subcontractor may provide the supporting documentation for rates and the cost workbook detail to the Government only but the prime must submit the Labor rates listing reflecting rates for both prime and subcontractors.Attachment L-03 AIMS Cost Price WorkbookLabor Rates Listing

93For the Non-Mission Communications and Network requirement as part of Subfactor 2 – Non-Mission Services, Section L and M require offerors to provide their detailed and knowledgeable approach providing communications and network services in accordance with PWS paragraph 5 as well as any other subparagraphs that reference communication.

PWS 5 includes approximately 20 pages of highly detailed requirements, given the 80 page RFP limitation for Volume 1, it may be difficult for offerors to address in detail all areas and subparagraphs covered in PWS 5. As a result, offerors likely will have to either discuss at a high level various PWS requirements or determine which ones to focus on in their response. Will the Government please provide additional detail identifying the specific areas of PWS 5, beyond those that “reference communication” that should be addressed?

Will change element under subfactor II to reflect PWS 5.2, 5.3, & 5.4 Section L 2.1.3.4, Section M 2.2.3.4, PWS Area 5 10/Section L 2.1.3.

4/Section M 2.2.3.4 111/PWS Area 5

94Will the Government confirm that the required resumes can be provided in an Appendix and outside the allotted page count?Resumes will not be counted against the allotted page count and Section L will be updated accordingly.Section L8/L.2.1.2.1
95Is it the Government's intent that 6 items listed under Volume Contents be fulfilled by the provided Attachment L-03 Excel as the workbook addresses those items, or is the intent that Offerors submit a separate Volume (ex. MS Word) that addresses those items if repetitive to the Excel? There will have to be a submission from the subcontractor for items 4 & 5 in paragraph 4.2.1. Any item not in the workbook, but required by paragraph 4.2.1. should be in the narrative volume.Att. L-02 Section LL.4.2.1 Page 13
96Is it acceptable for Offerors to add a worksheet to the L-03 Excel to show backup data and calculations if the Contractors Fiscal Year does not line up with the Government Fiscal Year, or should Offerors add column to show conversion computations with the provided tabs?Yes, the offerors would just have to highlight changes in purple IAW paragraph 4.2.1.Att. L-02 Section LL.4.2.1 (6) Page 13
97Are Offerors allowed to add tabs to the L-03 (highlighted in Purple) that would show computations of rates or costs not otherwise provided in the Workbook? Example: Conversions/Composite Rate calculations.Yes, the offerors would just have to highlight changes in purple IAW paragraph 4.2.1.Att. L-02 Section LL.4.2.1 Page 14
98If Offerors have a known FPRA or FPRR, should they fill in the DCAA rate information?Yes, if offerors have a known FPRA or FPRR they should fill in the DCAA rate information.Att. L-03 Tab 'DCAA and Accounting System'
99If Prime Offerors have a Major Subcontractor over 15% of costs and want to submit proprietary data directly to the Government, is it appropriate for the subcontractor to fully respond to the tabs labelled "SUB XXX" and only enter total costs data into the normal tabs under subcontractor costs (EX CLIN X003)?Yes.Att. L-03
100Instructions for the cost proposal indicate that the indirect rate table(s) have to be supplied for subcontractors. Since such information may be sensitive, please confirm that the requirement can be satisfied through subcontractor provided such information as a sealed packages submitted by the prime at the time of proposal submission.Yes.Attachment L4.2.2.1.5, Page 16NA
101Instructions for the cost proposal require that bidders show both the regular and overtime hours being proposed for fixed-price CLINS. However, the Government has provided a plug number for the overtime support as part of CLIN X006. How are the anticipated overtime hours to be indicated such that there are no costs applied to these, especially since the workload data does not provide an indication of potential overtime and associated labor mix?Section L has been updated for paragraph 4.2.2.1.7(e).Attachment L& Attachment L-03 (Cost Price Model)Section 4.2.2.1.7 (e) page 18 & Attachment l 03 General Info & Instructions TabNA
102Bidders are required to bid phase in and phase out costs with a minimum of $5,000 for the former. Since the incumbent is already mobilized, they will have an unfair advantage in having a substantially lower cost basis than other bidders. These costs should be removed from the evaluation so as not to unfairly bias the selection toward the incumbent. If the Government does not remove this element from the evaluation, how does it anticipate providing a level basis upon which to evaluate all bidders? The Government has determined that having the phase-in and phase-out cost is not an unfair advantage to other offerors.Attachment L & Attachment L03 (Cost Price Model)Section 4.2.2.1.7 (e) page 19 along with Tab 0700 of Attachment L-03NA
103In paragraph h on page 19, the Government indicates that indirect rates should be applied in specific tabs against a provided plug number. How, if at all, are the bidders to apply different fringe and other indirect rates that may accrue to different labor categories when it is not clear what the distribution of costs is between the applicable labor base? For example, in CLIN X006, there is a plug number of $71,516 against which a rate is applied and another row with the same plug value. If there are multiple fringe rates for different types of labor such as CBA, SCA, or Exempt, this approach would effectively increase the fringe costs since the allocation is not adjusted to reflect the applicable cost basis for each labor type. With this approach, how will bidders with multiple rates not be disadvantaged against those bidders with fewer fringe rates? (The same issue would apply in such cases as there are multiple overhead rates.) Please revise the form or provide additional guidance.Apply fringe and other indirect rates at the same proportions as the workforce which would be utilized to perform the overtime described in the PWS para for this CLIN. If you are splitting the OT plug number among different indirect pools, provide a narrative to explain the basis of your split.Attachment L-02 & Attachment L-03 (Cost Price Model)Section 4.2.2.1.7 (h) page 19 along with Tab X006 of Attachment L-03NA
104In Section 1.1.3.2 the government states that "Offerors are encouraged to submit all questions and requests for clarifications no less than ten days prior to the RFP closing date. The decision to respond to questions and requests for clarifications made less than ten days prior to the RFP closing shall be at the sole discretion of the PCO." Since final questions will not be submitted until 10 days prior to the RFP closing date, there appears to be a strong possibility that the government may not be able to address all questions prior to the submission date of the final proposal which could impact the Technical and Price Volume's accuracy. Should that be the case, will the government consider an extension that will allow all bidders the opportunity to revise their submissions to account for any changes that may come through answers provided to the and/or potential follow on Amendments?Yes, an extension will be posted.Attachment L-02Section 1.1.3.2NA
105Is Defense Base Act insurance required for staff assigned to Ascension Island? If so, where should these costs be captured? It is up to the offeror to determine who is a covered employee under the DBA. Cost and how to account for the cost of the associated insuranceVariousVariousNA
106Please clarify the instructions for the DCAA and Accounting tab. Specifically, is the total Dollar amount in rows 11 and 12 the total bid price as indicated in the TEP worksheet?

Are the direct labor rates required in item 14 A rows 55 and below the same base rates as indicated in the Labor Rates Listing tab for the prime contractor in the base year? If not, are these DCAA pre-agreed base rates?

The requirements to complete these inputs are not clear. For the prime it would the total contract price and for the subcontractors it would be subcontractor price. Same as the labor rate listing.Attachment L-03DCAA and Accounting System tabNA
107The RFP contains a CBA and SCA labor categories with specific benefits accrued to employees based on the level of seniority (years of work experience). These impact estimates of indirect costs such as fringe. Please provide demographics (i.e. percent of the workforce in different experience bands) of the applicable workforce so that bidders base their cost estimates on a common basis that the Government can fairly assess. In accordance With FAR 52.222-41(n),…The Contracting Officer shall turn over such a list to the successor Contractor at the commencement of the succeeding contract.VariousVariousNA
108Attachment 4 of the RFP indicates the number of buildings; however, there are no indications of the area in each building to be cleaned or bathrooms that must be serviced. This type of data is typically be found in the workload factors. Please provide areas that must be cleaned so that janitorial and other service requirements can be properly estimated. An additional facility listing with square footage titles "AAAF Facilities w/ sq. footage" will be posted to the bidders library for informational purposes. All other requested data is unavailable.Attachment 11VariousNA
109The workload factor tables indicate that there are 3-5 construction contracts procured each year. What is the approximate size and typical nature of these contracts, if the costs for these must be estimated? Are these contained within the CAS (CLIN X008) pricing? If not, are these to be estimated within the BOS Services, Logistics, Civil Engineering (CLIN X002) Tab?These efforts are large projects and will not be part of the contract. This estimate is for the construction support and construction inspection requirements found within this PWS. This labor shall be part of CLIN X002.Attachment 11NANA
110The bidders are to provide costs for trash collection and maintain/operate station landfills. However, data required to estimate the level of effort to perform these services are not provided in the RFP. Please indicate the number of dumpsters to be serviced, size of the dumpsters, volume of trash to be collected, volume of recyclables to be collected, and number of trash trucks to be operated. Also indicate the size of the 3 landfills that must be maintained. The workload data contained in Attachment 11 and equipment list in Attachment 3 are silent on these items. This data is necessary to accurately determine the required staffing, otherwise bidders will make assumptions that may not be comparable. Also, please provide the operating hours of the landfills.Currently there are two landfills in service, one is for construction and demolition and the other is municipal. The municipal landfill is approximately 13 acres. Currently all municipal waste is burned at the landfill and the ashes are buried at the landfill. There are 34 dumpster in use. Generally 250 -275 cubic yards are generated weekly.Attachment 1 & Attachment 3PWS 4.4.19.2 & 4.4.20NA
111The GFP list indicates that there are approximately 83 generators along with 6 wind power generation units. No utilization factor (number of hours units are operated) or equipment condition was supplied with this data. These factors are typically used to estimate maintenance and operation level of effort. Please provide such data so that bidders can reasonably estimate the required level of effort. The powerhouse generators are usually run in pairs 24/7. Those generators are cycled between units to attmempt to evenly distribute run hours. The wind power generators are currently not operational. The remaining generators are used during powerhouse scheduled maintinance as needed or during power outages. All data availible has been provided.Attachment 3 and Attachment 1 (PWS)PWS 4.4.17NA
