Cape Canaveral AFS, FL Pre-bid Site Visit Minutes & Questions

A pre-bid site visit for the 4 demolition projects on Cape Canaveral AFS, FL was conducted on 25 Aug 09 at 1400L. The contractors were escorted from the main gate to Bldg 1704 on CCAFS, and assembled in the 45 CONS conference room. At 1400L, the Contracting Officer (Andy Warner) gave an overview of the solicitation/award, and requested anyone having questions e-mail the contract administrator (Carl Davison) and the answers would be posted on FedBizOps. About 1415L, the engineer (Jonathan Vanho) lead the convoy of vehicles to the Skid Strip (CCAFS Airfield) and showed the contractors the warm up pad requiring removal. Next we went to tower 39766, and along the way we stopped to see two fire hydrants (out of the 26 requiring removal) at the Getaway Special Area (see fire hydrant locations). The engineer specified the fire hydrants would be removed and the pipe would be capped at both ends. Finally we went to structure 90300. About 1530L the site visit concluded, and all departed.

Submitted Questions:

Single Structure: Is there an asbestos survey report? What is the quantity of asbestos and its location? Does the structure have Lead-Based Paint to be removed and/or will the government allow the collection of a TCLP sample for lead waste characterization? If LBP is present what is the location and quantity?

The government does have a report but the contractor is required to take their own samples for accuracy. Below (I attached a list) is a set of instructions for waste management process that will answer the rest of the questions.

The Proper Steps for Waste Accumulation and Disposal

1) Determine whether you will be generating ANY Hazardous Waste on this project.

2) If Hazardous Waste will be generated either a Satellite Accumulation Site or 90-Day Accumulation Site will need to be established using ESC Site Establishment Form (attached). The Environmental Support Contract Hazardous Waste coordinator will determine which type of site will be appropriate. Documentation of training, job descriptions, O-Plan 19-14 and FSTR 10-2 will be required on site at time of establishment. While the site is open ESC will conduct quarterly inspections of the site (copies of the Satellite Accumulation and 90-Day site checklists are attached). All personnel who handle hazardous waste must complete the Air Force Hazardous waste training module. The training can be found at http://afspc.ecatts.com/ password: afspc. The password is only required to create an account.

3) Contractors are responsible for providing the appropriate DOT containers for waste generated. PPE is to be collected and handled as hazardous waste until a sample can prove otherwise. The waste must be sampled as soon as the container becomes full. If the job is a non reoccurring project then the responsibility for drawing the sample is to be coordinated by the contractor.

4) Once waste is generated a characterization must be made using the Process Waste Questionnaire. This must then be faxed to Waste Management at 867-9390 along with Analytical or a Material Safety Data Sheet for the waste.

5) A Process Waste Questionnaire will be processed and a Technical Response Package will be issued for the waste. The waste container will then be labeled accordingly.

6) Once the waste has been characterized and labeled properly, a Waste Support Request will be faxed to Waste Management at 867-9466.

7) The waste handlers will then schedule a time for a waste pickup.

8) Once waste has been removed and no further waste will be generated, the Environmental Support Contract Hazardous Waste Coordinator must be contacted to close the site. (As long as the site remains open, requirements must be met even if there is NO waste on site.)
