About this file
This document is a Request for Information (RFI) containing detailed questions and answers about a modular roof repair project at Peterson Space Force Base (SFB) in Colorado. The RFI covers critical technical aspects of the roof repair, including drainage requirements, preferred construction materials (metal frame preferred), welding permissions, warranty specifications (12-month period), and specific coating details. Key technical considerations include diverting water away from modular units, confirming that the units will not be relocated, allowing mechanical attachments without penetrating the modulars, and ensuring personnel protection during the repair process.
The associated federal contract opportunity is a 100% small business set-aside solicitation (FA251725Q0069) for modular building roof repair, classified under NAICS code 236220 with a $45 million small business size standard. The Department of the Air Force Space Command will award a firm-fixed price purchase order. Critical dates include a site visit on 18 June 2025, question submission deadline of 23 June 2025, and quote submission deadline of 30 June 2025. Vendors must maintain active SAM registration and comply with all solicitation instructions. Contract points of contact are Lt Dante Aletto and TSgt Patrick Berger from the 21st Contracting Squadron.

RFI Questions – BLDG 1 Modular Roof Repair
1. Is there a possibility of the pods being moved in the future or are they going to stay positioned where they currently are at Peterson SFB?
No, Modulars units will not be moved in the foreseeable future.
1. Where do you want water to drain once a roofing solution is decided?
Water must be diverted away from Modulars as well as any other structures within the area. (would not recommend water drainage on Bldg 1 side of Modulars) No stipulation as to exactly what direction and the distance as long as drained water does not impact any egress or usable area.
1. The best solution seems to be some form of roof canopy over the pods, is a metal or wood frame preferred?
A metal frame would be preferred
1. Is there a possibility of removing the small metal canopy over the stairs/door in order to accommodate a new roof cover?
Yes, as long as personnel are protected from the elements with the finished solution.
1. Where would the preferred area where water drains be? Is the opposite of the existing awning be?
The preferred area would be towards Peterson Blvd and or Vandenburg Street. This is the South and West sides of the Modulars.
1. Is there any plan to move the modular buildings?
No, Modulars units will not be moved in the foreseeable future.
1. Is direct welding to the existing building structure permitted?
Yes, wielding is permitted. A “Hot Work” Permit will be required.
1. What are the warranty requirements for the proposed roofing or waterproofing solutions?
Warranty will be for a 12 month period form date of completion.
1. Is mechanical attachment to the structural beams allowed under the project scope?
Yes as long as attachments do not require making any penetrations into the modulars
1. Can you confirm the type of coating material currently applied to the exterior surfaces of the buildings? Manufacturer/Brand (silicone, elastomeric, acrylic, etc.) Is it acceptable to grind off existing coatings if necessary?
Paint used on Modulars is, Super Therm Primer and Super Therm Top Coat. Technical data sheet for this paint coating will be provided along with RFI answers.
1. Is interior work still required if roof top solution is provided?
Yes, additional sealant and work will need to be applied to the interior as well.
1. Would it be possible to schedule an additional site visit to conduct pull tests of low-rise foam adhesive to the existing coating system?
Additional site visits may be coordinated prior to NTP after project award.
1. Will the project allow the cross-support beams to be removed?
The support beams on top of the modulars may be modified as needed as long as no interference or penetration is made with any portion of the roof outside of the attached beam.
1. When will photos be provided?
Photos are currently being taken and will be given to contracting which they will then provide.
1. You have called out the area between the E-W oriented connex and the other connex's. Are they concerned about water intrusion between the N-S oriented connex's?
No, Water intrusion has not been an issue within those areas.

No, Water intrusion has not been an issue within those areas.
1. Can you provide engineering design details (load carrying capabilities) of the existing structures. (Likely required for the engineers if we go down the path of a full deck on top?
