About this file
This Performance Work Statement (PWS) details a roof leak repair project for modular units located outside Building 1 at United States Space Command in Colorado Springs, Colorado. The project requires comprehensive water mitigation solutions, including sealing roof leaks, constructing drainage systems to divert water away from modular units and walkways, preventing water intrusion through gaps between modular units, and addressing potential slipping hazards created by water runoff. The contractor must complete on-site work within 45 days, provide shop drawings and product data, coordinate closely with government personnel, and adhere to strict security protocols.
Key requirements include installing weather diversion solutions such as metal plates, cross-roof gutters, and drainage pipes without creating new penetrations in the modular units, ensuring water is properly diverted away from critical areas. The contractor must maintain a single Project Manager, limit personnel electronic devices near the site, coordinate work schedules at least 3 weeks in advance, and follow green procurement mandates. All contractors and subcontractors will be vetted through e-verify and require government approval for site access, with specific citizenship requirements for work involving Sensitive Compartmented Information Facilities (SCIF) construction.

1.0 DESCRIPTION OF REQUIREMENT:
United States Space Command (USSPACECOM) requires the modular units outside of Bldg. 1 to receive roof water mitigation repairs. Due to the flat roofs of the modulars, snow and water are coalescing and seeping through gaps and reaching inside. This occurs where the main modular unit connects to the other modular units. Water is also running down the north wall of main modular and across sidewalk, then freezing creating a slipping hazard.
1.1 OVERVIEW OF REQUIREMENT: This project is to construct mitigating water attenuation solutions along the roofs of all modular units outside of Bldg 1. Additionally, project consists of mitigating solutions for water reaching and crossing walkway in order to limit or prevent slipping hazards.
1.1.1 Contractor is responsible for verifying site conditions and field measurements prior to ordering or installing any materials for work.
1.1.2 Contractor shall use the Bldg 1 service gate located on the south side of the building for access to modular site. Contractor may not stage vehicles in empty lot on south side of modulars. Contractors access to work site with vehicles for loading and unloading is authorized. Contractor may stage vehicles on site if vehicles contains specialty tools and equipment required for work. Vehicles may only be staged during active use of specialty equipment.
1.1.3 Contractor shall provide a single Project Manager who shall be available through the entire project to facilitate communication, speed of delivery and decision making, and continuity. Project Manager shall be available to coordinate schedules and issues as needed.

This solution may include additional roofing segments, (Metal Plates) cross roof gutters, drainage pipes, etc, as long as water is properly diverted away from areas of coalescence. Solution shall not create new penetrations in the modular units. Diverted water must flow in a planned direction away from the vestibules and adjoining gaps to avoid water intrusion.
2.1.2 Contractor shall install drainage solution for diverting water from roof to ground away from modulars. If solution consists of rain gutters, then contractor must include gutters and down spouts along top edge of modulars. Gutters need only be installed where water has been diverted to. In other words, solution may only require gutters on select sides as opposed to the total circumference of the modulars.
2.1.3 Contractor shall provide drainage system that prevents water accumulation along surface of walkway located on north side of modulars that mitigates runoff which create slipping hazards. Contractor shall construct remaining draining solution for water accumulation to be diverted along or away from walkway so as long as water continuously flows away from modulars or any other exterior equipment.
2.1.4 Contractor shall install water leak solution over main entry door on west side of modulars in order to prevent water from intruding into space.
2.1.5 Contractor shall seal and repair gaps from inside space where main modular and others adjoin. Gaps are located within doorways from main modular and must be sealed from the inside. Coordination for access inside the modulars must be planned at least 48hrs in advance.
