About this file
The file is an Evaluation Factors for Award document for a Modular Building Roof Repair project at Peterson Space Force Base in Colorado. The U.S. Air Force Space Command is seeking a small business contractor to perform roof repairs on modular buildings using a Lowest Price Technically Acceptable (LPTA) contract approach. The solicitation (FA251725Q0069) is a 100% small business set-aside with a firm-fixed price purchase order, using NAICS code 236220 with a size standard of $45.0 million.
Evaluation will focus on two primary factors: Total Price and Technical Acceptability, with two technical subfactors requiring acceptable ratings - Project Approach and Project Management. Vendors must demonstrate their ability to complete roof leak repairs within 45 days, provide detailed project management plans, and identify a project manager with relevant experience. Key dates include a mandatory site visit on 18 June 2025, a question submission deadline of 23 June 2025, and a quote submission deadline of 30 June 2025 at 2:00 PM MDT. Contractors must maintain active SAM registration and submit quotes directly to the contract specialist, Lt. Dante Aletto.

Evaluation Factors For Award
(1) Basis for Award: The Government intends to award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the Lowest Price Technically Acceptable (LPTA).
(2) Evaluation Factors: The following factors will be used to evaluate offers:
· Factor 1: Total Price
· Factor 2: Technical Acceptability
· Subfactor 1.1: Project Approach: (Acceptable/Unacceptable)
a. Describe how you will complete the work in the PWS. Describe your plan to address roof leaks, including the materials you'll use and how you'll ensure a watertight seal as required in PWS paragraphs 2.1, 2.1.1, 2.1.2, 2.1.3, 2.1.4, and 2.1.5.
· Subfactor 1.2: Project Management: (Acceptable/Unacceptable)
a. Project Manager: Identify your Project Manager and their contact information. Briefly describe their experience managing similar projects.
b. Schedule: Describe how you will coordinate the work schedule with the government and complete the project within 45 days, as required in PWS paragraphs 2.0.1, 1.1.6, and 2.1.12.
(3) Technical Acceptability: To be eligible for award, an offeror must receive an "Acceptable" rating for both Subfactors 1.1 and 1.2 under the Technical Acceptability Factor. If an offeror receives an "Unacceptable" rating for either subfactor, the entire proposal will be considered Technically Unacceptable and will not be eligible for award.
(4) Evaluation Standards: The Government will evaluate the Offeror's Total Price and Technical Proposal based on the information provided to determine the Offeror's understanding of the requirements and ability to perform the work.
· Acceptable: The proposal clearly meets the minimum requirements of the solicitation and demonstrates a satisfactory understanding of the requirements in the PWS.
· Unacceptable: The proposal does not clearly meet the minimum requirements of the solicitation.
(5) Evaluation Process:
a. The Government will first conduct a review of the overall quoted pricing and place the Offerors in order from lowest to highest price. Prices will be evaluated for reasonableness. Generally, adequate price competition will satisfy the criteria of price reasonableness; other methods include, but are not limited to, historical prices paid and comparison to the Independent Government Estimate.
b. Beginning with the lowest quoted price, Offeror’s technical proposals will be evaluated as “Acceptable” or “Unacceptable” in accordance with the description at “(3) Technical Acceptability” to determine whether it is Technically Acceptable. Only those Offerors whose Technical Proposals are determined to be Technically Acceptable will be considered for award.
c. Award will be made to the Offeror whose offer is determined to be the lowest price and technically acceptable.
d. An offer may be rejected if the offeror takes exception to the solicitation requirements, or if the offeror's proposal indicates that the offeror does not clearly understand the requirements.
