Aerospace Materials Processing, Performance and Characterization (AMPPAC)

7. Question: The TO-B SOO lists the work being performed as UNCLASSIFIED as per Section 6.1.1 in Attachment 3. If an applicant were to bid specifically for TO-B, does the applicant need to have personnel capable of meeting the TS/SCI and SAP requirements listed in the IDIQ SOO in section

6.1.1 of Attachment 1 for the AMPPAC proposal to meet the security requirements and qualify for technical review?

Answer: If a potential proposer does not have personnel with TOP SECRET or SECRET clearances, you will not be qualified to propose for any TO above the Unclassified level. The clearance level required for each TO is specified in the respective TO SOOs.

8. Question: Is there a pause on the RXN Open BAA for White Papers during this Call for Proposal?

Answer: No. White Papers can still be submitted under the RXN Open BAA, FA8650-18-S-5010.

However, if a White Paper is submitted for the same scope of work or requirement as this Call For Proposal, it shall not be selected.

9. Question: When are proposals due?

Answer: Proposal(s) are due no later than 10 June 2024, 4:00 p.m., Wright-Patterson AFB, OH, local time.

10. Question: Is this a full-time on-site requirement?

Answer: Yes, all the Task Orders (TO-A, TO-B, TO-C, TO-D) are all on site contracts.

As these are on site contracts, we expect the support contractors to work at WPAFB and utilize the labs maintained by the government. It is possible that some work may be done offsite and/or remotely as necessitated by the research and available facilities at WPAFB as long as the objectives of the contract are met. There is no set requirement as to the amount of work that must be done on site or off site.

11. Question: Does the offeror need more than one subcontracting plan: one for the Basic IDIQ proposal and then one each for each task order being proposed?

Answer: Subcontracting Plans shall be submitted in the cost/business proposal. Reference FAR

19.704 and DFARS 219.704 for subcontracting plan requirements. Small business concerns are exempt from this requirement.

Since this is anticipated to be an IDIQ, the basis for the subcontracting plan should reflect the entire shared IDIQ ceiling amount of $97M. Individual Task Order Subcontracting Plans are not required.

12. Question: How does the offeror address the entire IDIQ ceiling amount if they are proposing on one or more task orders but not all task orders?

Answer: The Basic IDIQ Proposal shall contain the following:

1) Basic IDIQ: Technical and Management Proposal

2) Basic IDIQ: Business Proposal (including Subcontracting Plan, if applicable, in accordance with

FAR 19.7)

3) Basic IDIQ: Statement of Work (SOW) in response to applicable SOO

The Business Proposal shall contain the contents listed at Call For Proposal section IV.2.v.e (pgs. 14- 15). The IDIQ Business Proposal does not include a Cost Section/Cost Element Breakdown.

13. Question: Will a list of attendees be provided?

Answer: No, a list of attendees will not be posted.
