Aerospace Materials Processing, Performance and Characterization (AMPPAC) is an on-site IDIQ contract. Technical work and objectives that include, but is not limited to: On-site basic, applied, and advanced engineering/scientific research and technical interchange/collaboration

Tasks include Program Management; Multiscale physics-based thermo-mechanical response and process modeling; Enviro-thermo-mechanical and processing structure-property characterization in relevant environments; Artificial intelligence and machine learning assisted performance/processing prognosis, and materials discovery; High-performance scientific computing methods and software development; Coupled mechanical and processing behavior dependent on functional performance of multifunctional and resilient materials; Data analytics; Research community leverage and interaction; and Acquisition of Special Test Equipment / Contractor Acquired Property.

13. SECURITY GUIDANCE
The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract;

CONTINUATION - BLOCKS 10 & 11:
B. Ref Blocks 10.a and 11.h: Access to Communications Security (COMSEC) may be required. Further release requires prior approval from the owner of the COMSEC information. COMSEC/Cryptographic safeguarding requirements apply. See NSA/CSS Policy Manual 3-16, Control of COMSEC Material for guidance.
C. Ref Block 10.b: Access to RESTRICTED DATA may be required and requires a final U.S. Government security clearance at the appropriate level.
D. Ref Block 10.c: Critical Nuclear Weapons Design Information (CNWDI) access may be required. Special briefings and procedures are also required. Access to CNWDI requires a final U.S. Government security clearance at the appropriate level.
E. Ref Block 10.d: The Contractor may be required to access Formerly Restricted Data (FRD) in the performance of this contract. Access to FRD requires a final U.S. Government security clearance at the appropriate level. Written concurrence of the PCO or PE is required prior to subcontracting.
F. Ref Blocks 10.e.(1) and 10.g: Contractor may require access to Sensitive Compartmented Information (SCI) materials. SCI security requirements apply; see 21 IS/INS, SSO WPAFB, SCI Addendum for details. Access to the Joint Worldwide Intelligence Communications System (JWICS) is authorized. Users shall be briefed to North Atlantic Treaty Organization (NATO) SECRET IAW the NISPOM, Para 10-706, prior to access.
G. Ref Block 10.e.(2):
1. Contractor may require access to intelligence information and must comply with directions provided by the SCI Contract Monitor (CM) and Program Manager (PM). The PM has determined that disclosure does not create an unfair competitive advantage for the Contractor or a conflict of interest with the Contractor's obligation to protect the information. The CM will identify what intelligence information is required for the Contractor to satisfy the contract and will submit that information to the AFRL servicing Senior Intelligence Officer (SIO) at AFRL/XP2 for approval prior to granting access. Access to the SECRET Internet Protocol Router Network (SIPRNet) is authorized. SIPRNet users shall receive the Air Force NATO Security Awareness Briefing and sign an acknowledgment prior to SIPRNet access. A formal NATO briefing is required when 1) the SIPRNet enclave, or other classified networks, is approved for NATO and no additional security measures are in place to preclude access, or 2) Access to NATO information is authorized. Formal NATO briefings shall be accomplished IAW the NISPOM, para 10-706.
2. The GCA must provide prior approval before a subcontract involving access to intelligence information (be it SCI or non-SCI) can be issued.
H. Ref Block 10.f: SAP access may be required in support of this contract. At the time of contract award, a SAP Addendum will be provided to further outline the security requirements that must be met by the Contractor.
I. Ref Block 10.h: The Contractor may be required to access Foreign Government Information (FGI).
J. Ref Blocks 10.j and 11.l: The Contractor shall comply with DoDI 5200.48, Controlled Unclassified Information; AFMAN 16-1404, Volume I, Operations Support, Information Security Program: Overview, Classification, and Declassification; and DoDM 5400.7 Air Force Manual 33-302, DoD Freedom of Information Act (FOIA) Program. The Contractor shall monitor CUI aggregation and compilation based on the potential to generate classified information pursuant to security classification guidance addressing the accumulation of unclassified data or information.

K. Ref Block 10.k:
1. Access to the SECRET Internet Protocol Router Network (SIPRNet) is authorized. SIPRNET users shall receive the Air Force NATO Security Awareness Briefing and sign an acknowledgment prior to SIPRNET access. A formal NATO briefing is required when 1) the SIPRNET enclave, or other classified networks, is approved for NATO and no additional security measures are in place to preclude access, or 2) Access to NATO information is authorized. A formal NATO briefing shall be accomplished IAW the NISPOM, Para 10-706.
2. Access to JWICS is authorized. Users shall be briefed to NATO SECRET IAW 32 CFR, Part 117, §117. 19(g) prior to access.
3. A Program Protection Plan (PPP) will be provided by the Government activity, if required.
L. Ref Block 11.c:
1. Upon award, the Contractor will be authorized to receive, store, and generate classified information or material.
2. The Contractor will reference the appropriate security classification guidance when generating or deriving classified material or hardware. All classified information received or generated will be properly stored and handled according to the markings on the material. All classified information received or generated is the property of the U.S. Government. At the termination or expiration of the contract, the U.S. Government will be contacted to proper disposition instructions.
M. Ref Block 11.d: The Contractor may be required to provide adequate and approved storage for classified hardware or material which, because of size or quantity, cannot be safeguarded in an approved storage container.
N. Ref Block 11.g: The Contractor is authorized the use of the Defense Technical Information Center (DTIC); however, classified information and intelligence data are NOT releasable to DTIC. No contract information is releasable to DTIC and/or any other organization/program/project. The Government Program Office (GPO) has sole distribution authority.
O. Ref Block 11.j: Operations Security (OPSEC) requirements apply; see Statement of Work (SOW) for requirements.
P. Ref Block 11.k: Go to https://www.ustranscom.mil/cmd/associated/dcd/ for Defense Courier points of contact and guidance.
Q. Ref Block 11.m: Due to on-base performance, the Contractor shall abide by the provisions of the Notification of Government Security Activities clause, Air Force Federal Acquisition Regulation Supplement (AFFARS) 5352.204-9000. The Contractor shall comply with Air Force Instruction 16-1406, Air Force Industrial Security Program, 25 August 2015, Change l, 30 January 2017 and supplemental guidance.
R. Ref Block 12:
1. Public Release of classified information, to include SAP and SCI, and CUI is NOT authorized. The Contractor is to submit requests through the Contracting Officer for OPSEC Program Manager review and public release authorization. The Contracting Officer will provide the Contractor with written approval/disapproval. Information requiring AF- or DoD-level review will be reviewed by the unit's OPSEC Program Manager or Coordinator who will in-turn forward to the entry-level public affairs office through the AFIMSC Public Affairs Office to the Secretary of the Air Force, Office of Public Affairs, Security and Review Division (SAF/PAX), 1690 Air Force Pentagon, Washington, D.C, 20330-1690. MAJCOM/ORUs will send information requiring AF- or DoD-level review directly to SAF/PAX. Transmission of public release requests via e-mail is not authorized.
2. Public release of Special Access Program (SAP)-related data is NOT authorized without prior coordination through the OSI/PJ Security Director and subsequent approval of the Original Classification Authority (OCA) and the Air Force Special Access Program Central Office (AF SAPCO). Submit all proposed public disclosures related to SAP data to the Government Program Manager (GPM) and the OSI/PJ Program Security Officer (PSO).

A. Ref Blocks 10.a and 11.h: COMSEC/Cryptographic Safeguarding requirements apply; see AFMAN 17-1302. Communications Security (COMSEC) Operations for guidance.
B. Ref Block 10.e(1): 21 IS/INS, SSO WPAFB, has exclusive security responsibility for SCI classified material released or developed under this contract. SCI security requirements apply; an SCI addendum with details will be provided upon contract award.
C. The Defense Counterintelligence and Security Agency (DCSA) is carved out of security oversight for SAP performance. OSI/PJ executes security cognizance for all SAP performance and all Collateral information executed under this contract within the SAP Facility(ies). The cognizant Government SAP oversight office has inspection responsibility for Government SAP performance locations.
D. Ref Block 11.m: Partial Contractor performance will occur at AFRL/RX on Wright-Patterson AFB, OH. DCSA is relieved of all inspection responsibilities for Contractor performance on the installation. AFRL/RXOS, Wright-Patterson AFB, OH 45433-7629, will maintain security and inspection oversight for collaterally classified information on the installation.

SCI will not be released to contractor employees without the specific release approval by the originator or designated authority of the material as outlined in the governing directives and based on prior approval and certification of “need-to-know” by the SCI Contracting Officer’s Representative (COR) or Contract Monitor (CM), identified above.
Names of contractor personnel requiring access to SCI and justification for SCI positions will be submitted for and action to the supporting SSO the C . Upon receipt of written approval from the SCI CM, the Facility Security Officer and/or Contractor Special Security Officer (CSSO) may submit the necessary forms to Defense Counterintelligence and Security Agency (DCSA) for a Tier 5 investigation for those personnel nominated for SCI access The FSO/CSSO will monitor the approved system of record for status changes affecting adjudication and eligibility for personnel under their cognizance and notify the SSO when changes are noted.
This contract will require SCI positions in order to fulfill contractual obligations incurred. SCI access is subject to U.S. Government review and approval as outlined in the aforementioned SCI security guidance. Upon or cancellation of the contract, the SSO/CSSO will debrief all personnel not required for contract closeout and positions will be removed.
The SSO/CSSO must restrict access to only those individuals who possess the necessary access and who are actually providing services under the contract. Further dissemination to other contractors, sub-contractors, other government agencies, private individuals or organizations is prohibited unless authorized in writing by the releasing

SCI materials furnished in support of this contract remain the property of the DoD department or command that released it. Upon completion or cancellation of the contract, all SCI materials furnished will be returned to the direct custody of the originator of the materials or the CM.
For contract work within an approved contractor facility, all SCI information systems will be accredited and authorized through the Designated Authorizing Official using the XACTA system. These are processed through the Command CISO at HQ AFMC/A2S to the AF IC AO (AF Intelligence Community Authorizing Official).
Other applicable policy as directed by DIA, ODNI, or HQ AFMC shall apply. This includes all electronic connectivity and electronic methods for storing and communicating within and outside the SCIF.

ADDENDUM TO DD FORM 254 (Block 10e (2)) RELEASE OF NON-SENSITIVE COMPARTMENT INFORMATION (NON-SCI) INTELLIGENCE INFORMATION TO

1. Requirements for access to non-SCI intelligence information:
a. Contractor will require access to Non-SCI intelligence information and must comply with directions provided by the COR/Program Manager. The COR/Program Manager has determined that disclosure does not create an unfair competitive advantage for the contractor or a conflict of interest with the contractor’s obligation to protect the information. The COR/Program Manager will identify what Non-SCI intelligence information is required to satisfy contract requirement.
b. All intelligence material released to the contractor remains the property of the U.S. Government and may be withdrawn at any time. Contractors must maintain accountability for all classified intelligence released into their custody.
c. The contractor must not reproduce intelligence material without the written permission of the originating agency through the Intelligence Support Office. If permission is granted, each copy shall be controlled in the same manner as the original.
d. The contractor must not destroy any intelligence material without advance approval or as specified by the COR/Program Manager identified under Item 13 of the DD Form 254. EXCEPTION: Classified waste shall be destroyed as soon as practical in accordance with the provision of the Industrial Security Program.
e. The contractor must restrict access to only those individuals who possess the necessary security clearance and who are actually providing services under the contract with a valid need-to-know. Further dissemination to other contractors, subcontractors, other government agencies, private individuals or organizations is prohibited unless authorized in writing by the originating agency through the COR/Program Manager identified under Item 13 of the DD form 254.
f. The contractor must ensure each employee having access to intelligence material is fully aware of the special security requirements for this material and shall maintain records in a manner that will permit the contractor to furnish, on demand, the names of individuals who have had access to this material in their custody.
g. Intelligence material must not be released to foreign nationals or immigrant aliens whether they are consultants, U.S.
contractors, or employees of the contractor and regardless of the level of their security clearance, except with advance written permission from the originator. Requests for release to foreign nationals shall be initially forwarded to the contract monitor and shall include:
(1) A copy of the proposed disclosure.
(2) Full justification reflecting the benefits to U.S. interests.
(3) Name, nationality, particulars of clearance, and current access authorization of each proposed foreign national recipient.
h. Upon completion or termination of the classified contract, or sooner when the purpose of the release has been served, the contractor will return all classified intelligence (furnished or generated) to the source from which received unless retention or other disposition instructions are authorized in writing by the COR/Program Manager identified under Item 13 of the DD Form 254.
i. The contractor must designate an individual who is working on the contract as custodian. The designated custodian shall be responsible for receipting and accounting for all classified material. The inner wrapper of all classified material dispatched should be marked for the attention of a designated custodian and must not be opened by anyone not working directly on the contract.
j. Within 30 days after the final product is received and accepted by the procuring agency, classified intelligence materials released to or generated by the contractor, must be returned to the originating agency, through the COR/Program Manager identified under Item 13 of the DD Form 254, unless written instructions authorizing destruction or retention are issued. Requests to retain material shall be directed to the COR/Program Manager identified under Item 13 of the DD Form 254 for this contract in writing and clearly indicate the justification for retention and identity of the specific document to be retained.
k. Classification, regrading, or declassification markings of documentation produced by the contractor shall be consistent with
24 February 2021 that applied to the information or documentation from which the new document was prepared. If a compilation of information or a complete analysis of subject appears to require a security classification other than that of the source documentation, the contractor shall assign the tentative security classification and request instructions from the contract monitor. Pending final determination, the material shall be safeguarded as required for its assigned or proposed classification, whichever is higher, until the classification is changed or otherwise verified.
2. Intelligence material carries special markings. The following is a list of the authorized control markings of intelligence material:
a. “Dissemination and Extraction of Information Controlled by Originator (ORCON).” This marking is used, with a security classification, to enable a continuing knowledge and supervision by the originator of the use made of the information involved. This marking may be used on intelligence which clearly identifies, or would reasonably permit ready identification of an intelligence source or method which is particularly susceptible to countermeasures that would nullify or measurably reduce its effectiveness.
This marking may not be used when an item or information will reasonably be protected by the use of other markings specified herein, or by the application of the “need-to-know” principle and the safeguarding procedures of the security classification system.
b. Authorized for Release to (Name of the Country(ies)/International Organization).” The above is abbreviated “REL .”
This marking must be used when it is necessary to identify classified intelligence material the U.S. Government originator has predetermined to be releasable or has been released through established foreign disclosure channels to the indicated country(ies) or organization.
3. The following procedures govern the use of control markings:
a. Any recipient desiring to use intelligence in a manner contrary to restrictions established by the control markings set forth above shall obtain the advance permission of the originating agency through the COR/Program Manager identified under Item 13 of the DD Form 254. Such permission applies only to the specific purposes agreed to by the originator and does not automatically apply to all recipients. Originators shall ensure that prompt consideration is given to recipients’ requests in these regards, with particular attention to reviewing and editing, if necessary, sanitized or paraphrased versions to derive a text suitable for release subject to lesser or no control markings.
b. The control marking authorized above shall be shown on the title page, front cover, and other applicable pages of documents, incorporated in the text of electrical communications, shown on graphics, and associated (in full or abbreviated form)‚ with data stored or processed in automatic data processing systems. The control marking also shall be indicated by parenthetical use of the marking abbreviations at the beginning or end of the appropriate portions. If the control marking applies to several or all portions, the document must be marked with a statement to this effect rather than marking each portion individually.
c. The control markings shall be individually assigned at the time of preparation of intelligence products and used in conjunction with security classifications and other marking specified by E.O. 13526 and its implementing security directives, in addition to previous Executive Orders. The marking shall be carried forward to any new format in which the same information is incorporated including oral and visual presentations.
4. Request for release of intelligence material to a contractor must be prepared by the COR/Program Manager and submitted through the SSO to the Senior Intelligence Officer (SIO). This should be accomplished as soon as possible after the contract has been awarded. The request will be prepared and submitted with a copy of the DD 254 and the Statement of Work (SOW)/Performance Work Statement (PWS).
