LPF-QAR-003: LPFR Quality Assurance Requirements for First Article Test Plans & Reports

This document establishes quality assurance requirements and guidelines for preparing first article test plans and reports for F100 engine parts under U.S. Air Force contracts. The document specifies that first articles must be serialized and undergo 100% dimensional inspection with all dimensions from assembly and detail drawings measured where possible. Dimensional inspection results must be presented in tabular format showing feature measured, dimension, tolerance, actual reading, and instrument/gage/tooling/serial number used. All tooling and gaging used for inspection and acceptance must have calibrations traceable to NIST per ISO 10012-1.

Testing requirements encompass dimensional conformance including finish requirements, non-destructive inspections (FPI, ultrasonic, eddy current, x-ray, visual), material property conformance (mechanical, metallurgical, chemical), and conformance to processes, specifications, and standards. Non-destructive inspections must comply with LPR-QPR-018, with all first articles receiving 100% inspection and no sampling allowed. Inspection sources must be Pratt & Whitney approved per OC-ALC/LPFR letter. Material properties testing includes composition, heat treat condition, metallurgical microanalysis, and mechanical testing per manufacturing specifications. The First Article Test Plan (FATP) must provide detailed descriptions of specific testing to be used, and the First Article Test Report (FATR) must include complete laboratory test results with supporting documentation. When required by contract, destructive testing remnants and one non-destructively tested article must be delivered to the Contracting Officer. All first articles and production articles must be newly manufactured under the current contract using material with compliant metallurgical state, and any subcontractor changes require OC-ALC/LPFR authorization.
