About this file

This document is a set of Questions and Answers (Q&A) for Request for Proposal (RFP) F41999-25-R-0005 for the Air Force Services Financial Management System (AFSFMS) Oracle Consolidated Project. The Q&A covers technical, implementation, and contractual details for a comprehensive Oracle E-Business Suite (EBS) system upgrade and module implementation. Key focus areas include implementing and integrating modules such as Treasury Management, Cash Management, Project Management, iSupplier, Payables, Contract Lifecycle Management (CLM), and Procurement modules.

The document reveals that the project involves migrating data from legacy systems (IBPS and VF 525), with an expected contract award date of October 1, 2025. The base period is two years with five one-year optional support years. The government seeks an Oracle EBS R12.2.X-certified contractor to replace legacy systems by integrating new Oracle EBS modules with existing systems. The project will support one organization (AFSVC), utilize a multi-org EBS environment, and requires extensive testing, data migration, and implementation of full module functionality. Notably, there is no incumbent contractor, and the contract is for Nonappropriated Funds (NAF) with no small business set-asides.

Page # OPR Question Answer

1 B Section 1 B-1 VP Does AFSFMS require Operations & Maintenance (O&M) support services during the base contract year?

O&M is not required for the existing EBS services. It will be required if the implementation of the new modules impact the current and existing system.

2 B Section 1 B-1 VP If O&M support services are required, how should they be priced from a Contract Line Item Number (CLIN) standpoint?

O&M is not required for the existing EBS services. It will be required if the implementation of the new modules impact the current and existing system.

3 B Section 1 B-1 VT Will the current team be involved in supporting the implementation phase?

Yes

4 B CLIN 4016 B-2 VT

Could you please clarify who will be responsible for network, infrastructure (servers, data center operations) during the support phase (4 optional years)?

Yes. The infrastructure team (VTOI) will support.

5 B CLIN 1016-4016 B-2 VT

Could you please indicate if, during the Support Option years, cyber security and application security (roles, user access provisioning, etc.)

will be in scope for the Systems Integrator?

Please clarify. We are focused on implementation.

6 B SECTION B - SUPPLIES,

SERVICE AND PRICES

RFP Section B, Page 2

VP Will the Government allow the Contractor to propose SLINS that further define and breakdown the CLINS pricing and delivery schedule?

Yes. The section B can be amended as needed.

7 C Section 1 4 VI Is the Oracle Core Human Resources module utilized to support AFSVCS's use of Oracle Payroll and Benefits?

Yes

8 C Section 1 4 VF What time capture system or method is currently being used?

Services' Employee Timekeeping System (SETS)

9 C Section 1.2 4 VT Could you please provide the version of EBS 12.2.13 is currently being used for AFSVC/VF 525: is it federal financials or commercial?

The financials currently residing on the AFSVC/VF 525 are not on the EBS platform.

10 C SOO 1.2. Background 4 VT

Is AFSVC open to bidders suggestions on tools that should be procured to support the effort now and into the future? Besides providing UAT resources and the Agile Product Owner, will AFSVC provide other support or services to support the efforts of the contractor?

Will support as needed.

11 C Section I - Background 5 VT

See also Pg 9, Section III- Deliverables 11, 17 and 18. Clarification Requested: What volume and historical range of data from AFSVC/VF 525 and IBPS is expected to be migrated to AFSFMS versus archived? Will the Government provide data retention policies and criteria for which data must be actively migrated as part of the pricing basis? Rationale:

The RFP mentions 4 billion transactions/year and over 4TB of production data. Without clear parameters for what must be converted vs. archived, Offerors cannot accurately scope or price the effort required for data cleansing, conversion tools, or archival support. Proposals will differ based on unvalidated assumptions unless the migration scope is defined.

The historical data to be converted varies depending on the subject matter. For example, project data may go back to inception of an active project (several years) where financial data may go back 7 years.

12 C Section 2 5 VI Could you provide documentation on your current General Ledger (GL) Line of Accounting (LOA) structure, including the size of each LOA segment?

Documentation will be provided during the discovery process to the awarded vendor.

13 C Section 1.3 5 VT Could you please provide the annual support ticket volume for each Oracle EBS module within AFSVC/VF 525?

Information is not needed for a proposal

15 C Section 1.2 5 VT Could you please clarify the Systems Integrator's responsibilities regarding disaster recovery, including planning, test execution, and frequency?

Contractor will be responsible for their own EBS environment that will be used to implement the new modules. The existing EBS environments will be managed by AFSV.

16 C

SOO 1.3. Scope; 2.0

PROBLEM STATEMENT;

2.1.4; 2.1.5; 3.1.6; 3.1.7;

4.2.1.4; 4.2.1.5

5 VP

Would AFSVC be willing to order or prioritize the implementation of the following modules that are the focus of the RFP: Treasury Management, Cash Management, Project Costing, iSupplier, Payables, Purchasing, CLM?

AFSVC is seeking industry advice on how to prioritize the implementation of the modules.

17 C Section I: Scope 6 VT

Clarification Requested: In order to prepare a firm fixed-price proposal, will the Government provide Offerors—prior to proposal submission—with access to detailed technical documentation, architecture diagrams, data dictionaries, reporting outputs, and knowledgeable SMEs for the legacy AFSVC/VF 525 and Internet Based Purchasing System (IBPS)? Rationale: Deliverables 7, 10, 11, 17, and 18 require full system replacement, migration, and archival of these legacy systems. As there is no publicly available documentation, Offerors are currently unable to assess data volume, complexity, interfaces, or functional gaps. Without this insight during the proposal phase, any pricing will be speculative, increasing the risk of post-award change orders or inconsistent cost realism evaluations.

See section J attachment 6 (RFI Q&A responses). Please review the responses from the RFI. This information is provided and still relevant.

18 C Section 2.1 6 VT

Could you please confirm the following statement means that your expectation is to have this all implemented but not tested in the base year? "2.2.1. At the end of the contract performance, AFSVC AFSFMS environments will have Objectives 2.1.2. thru 2.1.8 fully tested and operational in the Production environment."

Fully tested and operational during each implementation phases. All pre-production environments.

19 C Section 2.1.7 6 VT Could you please provide a list of requirements for the implementation of Contract Lifecycle Management (CLM)?

Need CLM to be fully functional as it is designed to function for any contracting office.

20 C Section 2.1.7 6 VT Could you please provide a list of requirements for the implementation of iSupplier?

1. Analysis of existing interfaces and processes and recommendation on iSupplier implementation

2. Recommendations on how to best utilize and configure iSupplier, Supplier Self-Service Portal, Payables module, and other modules as discovered

3. Review of existing processes and reports in the Payables module to ensure full utilization to include but not limited to invoicing, receiving, and payment processes

4. Implementation and initial sustainment and training

21 C Section 2.1.4 6 VT Could you please provide a list of requirements for the implementation of Treasury Management?

Reference deliverable 6 (Section 3.1.6)

22 C Section 2.1.7 6 VT Does AFSFMS require an interface with FPDS-NG to support contract writing?

No, not the AFSFMS; however, the contracting/procurement modules could be an option to interface with FPDS-NG. We are seeking industry advice on how to implement the modules.

23 C Section 2.1.7 6 VP Does AFSFMS require an interface with SAM.gov?

No, not the AFSFMS; however, the contracting/procurement modules could be an option to interface with SAM.gov. We are seeking industry advice on how to implement the modules.

24 C Section II, 2.1., Objective(s). , 2.1.4

6 VT

Are there specific non-Oracle systems with which the Air Force Services Financial Management System (AFSFMS) must integrate, such as payroll, Human Resources (HR), or other financial systems used across the Department of Defense (DoD)?

There is no direct integrations outside of IBPS via Informatica PowerCenter. All data transfers with external sources are completed via flat files.

25 C Section II, 2.1., Objective(s). , 2.1.5

6 VT

Would the Government confirm whether the Statement of Objectives (SOO) requires full integration of the Air Force Services Center A(FSVC) VF 525 legacy system into the new Oracle E-Business Suite (EBS) platform? If so, would the government identify any legacy components expected to be retained?

AFSVC plans to sunset the VF 525 once the project is complete and the data is fully migrated from the legacy system to the existing EBS platform and the newly implemented modules.

26 C Section II, 2.1., Objective(s). , 2.1.8

6 VT

Should bidders propose an archiving strategy for the VF 525 system as part of Deliverable 18, or will the Government provide specific retention policies for legacy data?

Proposed recommendations will need to follow AFSV retention policies.

27 C Section III – Deliverable 5 7 VI/VF Will there be designated government POCs to review and collectively agree on LOA changes for all those impacted?

Yes, VF and VI will be available for support.

AFSVC is seeking contractor recommendation on an archiving plan.

40 C Section III - Deliverable 16 9 VT

Clarification Requested: Deliverable 16 outlines the requirement for post-implementation support; however, the Statement of Objectives (SOO) does not provide detailed objectives or specific expectations for this support phase. To accurately develop our proposal and pricing, could the Government clarify the intended scope of post-implementation support?

Specifically, we clarification of the SOO to understand which services should be provided; service levels, including response and resolution times; anticipated changes or enhancements during the support period, etc.

Rationale: The absence of detailed objectives for post-implementation support in the SOO presents challenges in accurately scoping and pricing this phase of the project. Clarification on the above points will enable us to develop a comprehensive and competitive proposal that aligns with the Government's expectations.

Support with issues that are a result of the implementation/integration of new modules.

41 C Section III - Deliverable 7 9 VT

Clarification Requested: Can the Government provide a detailed description of the functional requirements for the in-house custodian bank implementation, including accounting logic, reconciliation frequency, and inter-NAFI transaction processing expectations?

Rationale: This feature appears to be a custom configuration that impacts the general ledger and treasury workflows. Without clarity on business rules and compliance thresholds, Offerors cannot evaluate configuration versus development cost, or price related design and testing work.

Information will be proved to the awarded contractor during discovery.

42 C Section III - Deliverable 9 9 VT

Clarification Requested: Can the Government provide an estimate or baseline of the number and type of RICE (Reports, Interfaces, Conversions, Extensions) components to be developed or reconfigured as part of this effort, to support accurate proposal pricing? Rationale:

Deliverable 9 requires development of RICE objects and reporting functionality, but the scope is undefined. These tasks typically represent a significant portion of the technical labor estimate. Without baseline expectations, Offerors cannot responsibly price resources, timelines, or the complexity of required Oracle extensions.

See section J attachment 6 (RFI Q&A responses) Reference question #75, 96, 137

43 C Section III - Deliverables 6, 8, 9

9 VT

Clarification Requested: Will Offerors be granted access to sanitized versions of current Oracle EBS non-production environments (e.g., TEST or GOLD) prior to proposal submission, to inform technical assessments and pricing? Rationale: Several deliverables require evaluation of existing Oracle modules, but without access to configuration data or instance behavior, Offerors cannot assess reuse vs. reimplementation costs. This level of access, even if limited to key screenshots or demo walkthroughs, would enable more realistic pricing and reduce proposal risk.

No access will be granted prior to proposal and award

44 C Section III – Deliverables and Acceptance Criteria

9 VT

The SOO outlines the required deliverables for the AFSFMS Oracle Consolidation Project but does not specify detailed acceptance criteria for each deliverable. Given that payment is contingent upon the Government's acceptance of these deliverables, could the Government provide specific, objective, and measurable acceptance criteria for each deliverable? This information is essential to ensure that our proposal aligns with the Government's expectations and facilitates a clear understanding of the standards for successful completion.

3.2. Acceptance Criteria.

3.2.1. All deliverables, technical services, and products

must be functionally tested to ensure compatibility with the Air Force systems. They must be approved by the Contracting Officer’s Representative (COR) and designated representatives from AFSVC before acceptance and must be capable of obtaining a viable assessment and authorization.

45 C Section III, 3.2.3 9 VT

"Acceptance or rejection of named deliverables will occur within 14 business days after receipt by the COR." In the event that a deliverable is rejected, can the government clarify any policies regarding timeline for re-submission and/or acceptance?

Yes, the prime and subcontractors are required to be members of the Oracle Certified Partner Network.

54 C Section IV - Stakeholders

(Collaborating Offices)

11 VT

Clarification Requested: Will the Government designate a central authority or governance body empowered to resolve configuration disputes and approve deliverables across all participating AFSVC offices, to support accurate proposal assumptions about decision timelines and workflow? Rationale: Proposal schedules and program risk assumptions rely on timely configuration signoff and scope decisions. The large number of stakeholder offices and the Government’s own identification of this as a risk make it necessary to clarify how authority is centralized and exercised.

Yes

55 C Section 5.2 11 VP Could you please specify if our pricing should include Transition-In costs? There is no incumbent; therefore, there is no transition in cost.

56 C

SOO

Pg. 6 of 23 VT/VI/VP

The SOO specifies the offeror will "Develop, configure, integrate and implement Contracting LifeCycle Management (CLM), Procurement and, iSupplier (or other system as recommended by the contractor)." Can the Government confirm that it intends for offerors' solution for procurement functionality to be iSupplier as opposed to an alternative system? The benefit to the Government is improved ability to evaluate offeror's approach for this functionality and reduced cost and delivery risk. If the Government desires a 3rd party tool instead of iSupplier, can the Government confirm that offerors shall also price in license cost as part of their FFP CLIN, which will subsequently be evaluated as part of the total evaluated price?

iSupplier or better solution. iSupplier is a module that was recommended in the past, but we are not certain if it meets our needs today or if there is an alternate solution.

Data

G-1 VP

Is the Government able to provide other forms of payment instead of NAF Purchase Card (VISA)? Based on industry standards - and the ability of many industry partners to accept NAF Purchase Cards, we would recommend that the Government consider updating this section to the following: "Air Force Services Center’s method of payment is via NAF Purchase Card (Visa) or EFT.". This would be in line with other programs supported today by Contractors.

Yes, offeror can propose other method of payment, however if NAF purchase card is not accepted, the NAFI will expect some tpe of payment discount of at least 2%.

115 L Section L - Notice to Offerors

L10 of L17 VP

Section 7.6.1 states that "Each file will contain a list of all tables and figures within that file" on page L4 of L17. However, this does not appear to be a requirement in File Four - Past Performance. For compliance purposes, would the Government add a sub bullet under 11.1 to include "11.1.X. List of Tables and Figures for File IV"?

No, we do not need table of figures for past performance.

Performance Information

(PPI) , 11.3.1.

L11 VP

This section states that bidders are to “refer to Attachment 1 as a guide.”

Would the Government confirm that bidders may modify the font/formatting of Attachment 1 so long as it complies with Request for Proposal (RFP) Section 7.10., Page Format Restrictions and Limitations ?

Yes, offerors may modify the font/formatting of Attachment 1 so long as it complies with Request for Proposal (RFP) Section 7.10., Page Format Restrictions and Limitations.

117 L Section L - Notice to Offerors

L11-L12 of L17

VP/JA

Section 11.3.5 states that "If the contractor submits past performance information for a subcontractor’s effort, three (3) similar requirements will be submitted for the Prime Contractor and three (3) for the subcontractor." Does the Government intend for offerors to submit past performances for any and all subcontractors they are proposing as part of their team (e.g., if a prime partners with 3 subcontractors, they should submit 3 prime references and 9 subcontractor references, for a total of 12 references NTE 72 pages total)? Recognizing there are no subcontracting requirements, we would recommend that submission of subcontractor past performance only be required if a prime is using a major subcontractor (defined as subcontractor supporting more than 10% of the total contract value).

Refer to paragraph 11.3.5. of Section L

11.3.5. If the contractor submits past performance information for a subcontractor’s effort, three (3) similar requirements will be submitted for the Prime Contractor and three (3) for the subcontractor.

118 L Section L, 11.3.6 L12 VP

"The NAFI will send Past Performance Questionnaires to the references identified on the PPI for both the Prime & the subcontractor/teaming partner. Please ensure all information is included in PPI to allow for questionnaires to be sent." Can you provide an estimated timeline for when after submission that PPQs will be sent so that contractors can make their customers aware?

Per section M, no past performance questionnaires will be sent out to any references unles the offerors technical solution is rated acceptable or above.

119 L Section L/ File Four Past

Performance (11.3.5)

L12 VP/JA

Will the government accept 3 past performance references from the Prime Contractor and 3 past performance references combined from our Subcontractor(s)/Teammate(s) who are performing major or critical aspects of the requirement, for a total of six PPIs?

No, reference Section L, 11.3.5. and Table L-2

120 L Section L/ Formatting

(7.5.1)

L4 VP

Will the Government please clarify whether the intent of Table of Contents instruction "to delineate to the paragraph and subparagraphs" requires the offeror to provide numerical headings and subheadings for all paragraphs and subparagraphs or numerical and text headings and subheadings for all paragraphs and subparagraphs?

Either is acceptable

121 L Section L, 7.10., Page

Format Restrictions and Limitations , 7.10.1.1.

L5 VP In addition to charts, tables, and diagrams, would the Government allow offerors to use 10pt font for headers/footers and graphics?

Yes

122 L Section L, 7.10., Page

Format Restrictions and Limitations , 7.10.1.6.

L6 VP

Would the Government confirm that information excluded from the page count (e.g., Table of Contents and List of Exhibits) may be designated by different page numbering (i.e., Roman Numerals) to indicate that they are excluded from page count?

The government has no preference.

123 L Section L, 9., File 2 – Pricing , 9.1.3.1

L9 VT

Would the Government permit the use of Other Direct Costs (ODC) for the acquisition of software licenses, subscriptions, and maintenance agreements required to support the Oracle EBS R12.2.X implementation, including cloud migration and ongoing sustainment costs?

No software licenses, subscriptions, or maintenance agreements will be purchased through this contract.

124 L Section L - Notice to

Offerors L9 of L17 VP

In Section L, Instructions for File Three, instructions state:

10.2.1 - "The Contractor will/must provide a CSOW. The CSOW defines/explains how the contractor will meet the tasks required to fulfill the requirements of the Section C: STATEMENT OF OBJECTIVES (SOO)."

and 10.2.1.1. - "Do not include past performance or pricing information as part of the CSOW.".

However, in Section III of the SOO (pgs 6-23 of the SOO), the Government states that "Contractors must provide the below for each of the deliverables for the bid process: • Experience on implementation of each deliverable with Points of Contact (POC); • Number, type and amount of time for FTE to implement each deliverable; • Labor Rates of each person assigned to each deliverable;• Implementation timeline for each deliverable, if concurrent with another deliverable, please annotate; • Full implementation timeline of all deliverables combined w/ Total cost of project".

Could the Government clarify whether - and where - offerors should address deliverable-specific information as written in Section III of the SOO? As currently written, this conflicts with the guidance in 10.2.1.1.

Amendment A001 - Bullets have been removed. See updated Section C (SOO).
