Question # Vendor Question Government's Response Ref Attachment 1. Statement of Work 29 March 23

2.12 ‐ There is no specific information for the PVA system as required here. Please provide additional information to best calculate the power demand and accurately calculate the best option for this power demand. Will the Government award this contract without a bid price for the PVA system or the bid pricing is obligatory for the award of this contract?

Power was run to Sunshade Rows 23 and 24 in a previous project, and so there is no need for PVAs as part of this requirement. Obstruction lights shall be included on Sunshade Rows 23 and 24, to match the existing shade structures. A solar battery powered obstruction light will be added to Sunshade Row 39.

3.9 “The Contractor’s surveyor shall field verify that each column’s proposed anchor bolt location maintains a minimum separation edge distance of 16 inches from existing concrete apron construction joints or expansion joints.” Please describe what the Contractor is required to do if the proposed anchor bolt location to concrete joint is less than 16 inches.

The Contractor shall slightly adjust the sunshade column locations to achieve the required 16 inch concrete joint offset. The columns shall not be designed with less than 16 inches between the anchor bolt location and concrete joints.

3.11 “The Contractor shall field core the existing concrete apron slab at each shade structure’s proposed location to determine if the existing slab has adequate thickness to support the columns or if new concrete footing(s) shall be required.” Please clarify if this requires one concrete coring per flight line row. What is the minimum diameter concrete core the government will accept?

Per the latest Airfield Pavement Evaulation report, the thickness of the concrete ranges from 9.5 inches to

10.5 inches. The Contractor shall verify with a concrete core below each column. For each shade structure, provide one (1) concrete core at each proposed column location; this is to ensure that adequate concrete thickness exists for the column base plate anchor bolts, and will provide adequate anchor bolt pullout strength resistance. Four (4) inch diameter or larger cores shall suffice. Label the individual cores with column number & location where taken, and submit to both the Contractor's Designer of Record and Contracting Officer for review and approval purposes. The Designer of Record shall provide a brief letter addressed to the Contracting Officer indicating the cores have been reviewed and analyzed.

3.15.5 Rustoleum and Marine Paint. McElroy has provided their standard Kynar 500 finish in the specified color on other shades at Nellis. Is this acceptable? Will be much more expensive for the specified products and we won’t be able to get a price in time for the bid.

The Contractor may submit alternative materials that will be subject to Government review for approval/disapproval purposes.

3.15.9 Are we correct in assuming that “double‐bolting” means that no structural connection shall use less than two bolts? (And NOT to use twice as many bolts as normally required.) Please clarify.

Correct. Double bolted means that the Designer of Record shall use a minimum of two bolts at each end of a framing member for connection and structural safety redundancy purposes.

6 4.3 Driver briefing and training from Base Operations. How long is the driver training?

Training should not take more than an hour. Contact Airfield Management (Base Ops) Ph: (720) 652‐4482 for this information.

4.6 “The Contractor shall provide for and install low profile water filled bright orange colored construction barriers at each shade structure to cordon off and delineate the construction site.” .” Are the barricades to be locked together or can we space them out? If spacing is an option, how many feet between each barrier? What is the maximum allowable spacing between the low‐profile water‐ filled barricades?

They can be spaced no more than 6 feet apart, but they must be weighted; sand bags are recommended. If water is used, the Contractor must check the level of water daily. Contact Airfield Management (Base Ops) Ph: (720) 652‐4482 for more information.

4.8 “Self‐Locking” Nuts. Is this for some specific nuts or all nuts? It says “all nuts” but I don’t remember running into this before. If self locking nuts are utilized do we still need to install two nuts per connection?

This applies to all nuts. Self locking nuts include a teflon liner that molds to the bolt's threads and cannot back off without assistance of a wrench.

6.0 Warranties. 40‐year material, 25‐year appearance. Please define the 40 year material warranty……is it on the physical properties and not the exterior finish?

The 25 year appearance warranty shall cover damage or wear (due to weathering or sun damage issues) to the exterior finish of a component, such as the paint. The 40 year manufacturer material warranty applies to physical components and shall provide for new matching component(s) at no additional cost to the Government; these are for components that fail due to wind, seismic, or corrosion damage from exposure to the elements.

7.3 Construction Phases. Can we set the low profile barricades around both Row 23 and Row 24 to establish a larger Free Zone to construct the two rows more efficiently? We will still focus on completing Row 23 and turning it over to the Government ahead of Row 24.

Both rows may be barricaded for more efficiency.

F‐35 SUNSHADE STRUCTURES ON ROWS 23 AND 24

Solicitation #: F3G3AA3111AW01 Date: 8 June 2023

8.6 Painting of structural steel. "One prime coat of zinc chromate and two coats of Frazee Paint #213 Travatan" 11a. What type of paint is this? Frazee appears to be a defunct company.

11b. What are the surface preparation requirements before applying primer?

11c. Will an alternative to zinc chromate be accepted as a primer?

11d. What is the desired dry mils of paint required?

Zinc chromate is used as the prime coat paint to help prevent or reduce metal corrosion. Frazee Paint #213 Travatan is a specific tan color the company offered before going out of business. Submit a paint manufacturer's tan color swatch and catalog cut sheet that matches the Frazee travatan paint found on the existing flight line sunshades fo government review and approval purposes.

15.1 Access to Facilities. Will the Government allow the Contractor to use the existing restrooms or do you want the Contractor to provide temporary toilets?

The Contractor shall provide temporary portable potties for employees.

Ref Attachment 4. UFC 3.575.01 July 1 2012

2‐3.2 Aircraft Parking Aprons and Hangar Floors. Is the Contractor responsible for installing static grounding points for the aircraft? If so yes, how many?

The Contractor is not responsible for installing aircraft static grounding points.

14 3‐2.1 Air Terminals. Have the air terminals been eliminated since the Government has required 12ga. roof purlins?

The Government has determined a metal shade structure can safely serve as the lightning rod/air terminal, provided the structure's columns are properly grounded using exothermically welded grounding cables and grounding rods as stated in SOW 3.15.14 and shown on earlier Government as‐built details. The Contractor shall ensure his sunshade structure design includes this grounding requirement. No air terminals are required.

Ref Attachment 5. Sunshade Rows Map Location

The Government‐furnished aerial map reflects airfield pavement markings exist. Please confirm Contractor’s scope of work does not require any airfield pavement marking obliteration or installation of new markings.

The Contractor is not responsible for any airfield pavement markings.

16 Please confirm that aircraft tie‐downs, (removal or installation of new) are not required within the Contractor's scope of work. The Contractor is not responsbible for the removal or installation of aircraft tie‐downs.

Ref Attachment 6. Q&As 2 Sep 22

Question 23 and Government response. “Wire is already pulled on a previous contract and will be coiled up in a vault directly across from the sunshade.” Since a site visit was denied after the installation of the electrical power to the sunshade, can the Contractor rely on the Government’s response that a new electrical vault is directly across from the sunshade and no additional trenching or wire extension is required to run power to the electrical panel? If the vault is not directly in line with the location of the new electrical panel, please provide a dimension so we can include a sawcut, demo, and concrete pour back.

Electrical vaults with coiled wire (30ft) are provided at the location of the new sunshades. Trenching (no more than 30ft required) to run the wire from the existing vaults to the location of the transformers, electrical panel, and disconnect for Sunshades 23 and 24 will be required. Electrical as‐builts will be provided.

Ref Combined Synopsis/Solicitation

Will the Government be issuing a new bid form reflecting a CLIN line item for the two sunshades, a CLIN line item for the Column concrete footings, and a CLIN line item for PVA (Photovoltaic Array) or Solar Paneling with a 12‐hour battery pack for the LED Lighting (pending user requirements). In addition, will the new bid form reflect 120 days for design and two 120‐day durations for each sunshade?

Power will be run to the sunshades via existing electrical vaults on site, and so the CLIN for the PVA system may be removed from the contract. The total design period will be 120 days, but each sunshade will have their own 120‐day construction performance period.

Ref Attachment 3a. Drawings for Reference

19 Sheet 100 Detail – lighting support. Please clarify how many lighting supports are required per sunshade row.

The current drawings show one lighting support (obstruction light) per sunshade, as also stated in the SOW.

The new shade structures shall match the existing drawings.

Sheet 100 Note #7 “Lightning protection system air terminal (54 locations) by Hangar Lighting and grounding occurs at 25 equally spaced locations on Grids 1 and 4 and A/2, A/3, G/2, and G/3.” Please confirm that the existing sunshades have air terminals.

Newer shade structures do not have air terminals, nor are they required for the sunshades in this contract.

Exothermically welded grounding rods are required on the perimeter columns instead. Refer to Government reply for RFI Question #14 above.

21 Can the Government provide the As‐Built drawings for the electrical lighting and power?

As‐builts will be provided. The electrical lighting (flood lights) and power for Sunshades 23 and 24 shall match the other shade structures.

General Questions

Obstruction lights – it is noted that we are to match the existing obstruction lights. Please provide the manufacturer and model light fixture we are to match.

At this time we are unable to provide the manufacturer and model for the obstruction lights. The Contractor may submit equipment that will be subject to Government approval.

Lightning protection. The drawings are very clear on the required grounding system. Concerning lightning protection, it refers to matching existing. Based on last year’s site there were no air terminals present. Please clarify if we are to install Harger air terminals on Row 23 & Row 24 flight line canopies.

The new sunshades shall not have air terminals. Refer to Government replies to previous RFIs.

25 Can you provide a set of electrical as‐built drawings reflecting the power, lighting, and lightning protection? As‐builts will be provided.

26 What is the distance from the existing electrical vault to the transformer?

The Contractor is to provide a transformer, electrical panel, and disconnect switch at Sunshades 23 and 24, as was done to power the lights on the existing sunshades. See answer to question #17 above.

Were accommodations made when installing the electrical vault to extend the power to the transformer via an empty conduit? If not how much sawcut, demo, and new electrical trench must we include?

The Contractor will need to sawcut, demo, and trench to provide the necessary power to Sunshades 23 and

24. No more than 30 ft of trenching will be required on either sunshade.

Many components required in the SOW have very long lead times that may impact the total length of the construction phase. Will the Government accept alternatives to these components?

The contractor is encouraged to submit an offer that contains the required items in the SOW but may also include the proposed alternatives. The government will assess and determine whether the alternative is the best value.
