Question # Vendor Question Government's Response

Air Force Instruction 21‐101 specifies in section 15.7.11.2, “Ensure Sunshades are designed in accordance with UFC 3‐301‐01, Structural Engineering, and UFC 3‐310‐04, Seismic Design.” Are we correct that it is the requirement to engineer to this standard?

UFC 3‐310‐04 has been superceded entirely by UFC 3‐301‐01 most recent dated 02/04/2022. Utilize UFC 3‐301‐

01. AFI21‐101 has not been updated to reflect this information.

Are we correct that it is a requirement to submit stamped, professional engineer drawings with a calculation package to hold the vendor liable?

100% stamped design package is required per SOW. There are multiple reasons for this.

ASTM A123 specifies post‐fabrication hot dipped galvanization to prevent corrosion and the burn‐off of galvanization during fabrication is best practice. Is ASTM A123 a specification for this requirement?

Solication documents do not specifically call out this ASTM as a requirement. Contractor/Designer may still propose this as part of their design submittals to be reviewed/approved by the Government during design phase. If any proposed design/materials comply with all UFCs and solicationation requirements then Government cannot disapprove based on technical deficiency.

Air Force Instruction 21‐101 specifies in section 15.8.1. “Type of material used. Select materials as appropriate for location, type of aircraft sunshade, and the mission being served. The aircraft sunshade and side material shall be fabric, reinforced aramid fiber, carbon fiber, galvanized steel or shop/factory painted steel.” Are we correct that this specification applies to this project?

No. SOW 3.15.2 calls for SSMR system and side panels. SOW shall supercede AFI21‐101 on this matter. No fabric has been called out in this solicitation.

Section 3.1 of the Statement of Work says, “The Government will provide the Contractor electronic or hard copies of its F‐35 Shade Structure as‐built drawings for reference purposes only.” Can you provide this document?

As‐builts have been provided

Page 5, paragraph 3.10 states “The Contractor shall provide field surveying services to ensure each shade structure’s columns are installed in the correction locations and the distance between the shade structures complies with aircraft taxi and clearance requirements. The Contractor’s surveyor shall field verify that each column’s proposed anchor bolt location maintains a minimum separation edge distance of 16 inches from existing concrete apron construction joints or expansion joints. Please provide an as‐built reflecting the current pavement markings and concrete joints. Based on the site visit there is very little room to move the shade structures and still utilize the current airfield pavement markings.

Refer to the aerial photo attachments with the survey monument & datum information and aircraft parking stripe plan for the proposed shade structure sites. Contractor shall comply with solicitation requirements, attachments provided need to be verified by Contractor.

CLIN 0002 – 1 Lot, Column Foundation/Footings – (See Attachment 1‐ Statement of Work). Page 5, paragraph 3.11 directs the Contractor to field core the existing concrete apron slab at each shade structure’s proposed location to determine if the existing concrete slab has the adequate thickness to support the columns or if new concrete footings shall be required. We assume the task of coring the existing concrete would happen after bid award, thus the Contractor must rely on current information the Government can provide before bid submission. Based on past construction structures on the flight line, what was the thickness of the concrete? Is there any steel reinforcement in the flight line concrete?

The aircraft parking apron concrete thickness is unknown at the shade structure column sites chosen for Rows 23 and 24. Concrete boring shall be required after contract award. The reason for this requirement is to determine the thickness, Government cannot provide for bid purposes. There has not been steel reinforcement found in concrete, however dowels have been found near joints in slab.

Since the number of new footings that may be required are unknown, that is why a separate CLIN to bid a new column footing in the event it is required. Use the column footing detail shown on the As‐built drawings to estimate Contractor cost / bid proposal.

Page 5, paragraph 3.12 describes the requirements for the Contractor to develop and submit a set of construction drawings at 35%, 65%, 95%, and 100% for Government review and approval. At each stage of the drawing development, the Government review will take 14 business days. The Scope of work allows the Contract 120 Calendar days for the design phase. This does not leave the Contractor adequate time to design, engineer, and meet the four designated drawings development stages. Would the Government be open to reducing the four drawing development stages down to one?

The Government provided shade structure drawings represent approximately 50% of the Contractor's work. In the Government's opinion, Contractors that bid this project have adequate time to execute the work. The Contractor is responsible for the 100% design and shall submit all required drawings, materials and structural calculations as called for in the Government SOW to achieve that goal.

Page 7, paragraph 3.15.10 The sunshade gutters located between each bay shall be lined with a 40 mil thick EPDM rubber membrane, fully adhered to the gutter’s surface. After reviewing the specification and the as‐built drawings that reflect McElroy Metals building components that don’t reflect the 40 mils thick EPDM rubber membrane. Can you please verify this is a requirement for metal building components?

The sunshade gutters shall be lined with fully adhered 40 mil thick fiber reinforced EPDM rubber membrane according to SOW.

F‐35 SUNSHADE STRUCTURES ON ROWS 23 AND 24

Solicitation #: FA486122R0121 Date: 2 Sept 22

Page 9, paragraph 4.8 all bolts and their self‐locking nuts installed at the member connections and torqued to specifications, shall be painted with a bright red or bright yellow slippage mark for future inspection purposes. Can you please confirm this is a requirement as the current sunshades do not have the bolts painted/ Upon review of the specifications, we did not come across a prevailing scale for this project. Will this project be subject to prevailing wages?

Yes this is still required per SOW. This project will NOT be subject to prevailing wages.

2.1.2 PVA (Photovoltaic Array) or Solar Paneling with 12‐hour battery pack for the LED Lighting (pending user requirement) CLIN 0003 is Lumps Sum for Solar back‐up power for lighting only, correct?

Please provide a specification for the PVA or Solar option?

Contractor assumption for a lump sum bid for Solar back‐up for lighting only is correct. The Government does not have a PVA specification to share with bidding Contractors. The successful contractor to win the bid shall submit a proposed manufacturer PVA system cutsheet & specs for Government consideration & approval.

Government approval is not assured.

1507132150A Highlight

Please confirm, main electrical feeders, transformer, disconnect and concrete equipment pad will be completed prior to this project starting.

Technical Acceptable/Unacceptable Ratings‐‐‐ Acceptable: Offeror has provided all items listed in 52.212‐1. Offeror’s quote clearly meets the requirement as stated in the solicitation, Statement of Work, and all attachments. Drawings are provided as reference.

Please provide a list of items needed in our technical proposal to be deemed technically acceptable.

There is not a "list" to provide. Acceptability means that the offeror’s quote clearly meets the requirement as stated in the solicitation, Statement of Work, and all attachments. Gvt's requirement is clearly stated.

99 CES Response: There will be no transformer provided in previous contract. The present installation of cable and conduit was based upon the principle there could be nothing above ground on the apron. We were uncertain as to when the new sunshades would be built on rows 23‐24. Answer conflicts partially with RFI #24

18 Is CLIN 0001 a Lump Sum amount?

Yes; CLIN0001 is a lump sum to be calculated in the total evaluated price (tep). Competitive prices are expected.

19 We would like additional information for the existing light fixtures and plugs. Will you provide the electrical as‐built drawings?

Will be provided. 99 CES did not make above statement, however we have provided additional info attached. However if required by contract, Contractor needs to provide this info to us for review/approval based on contract requirements.

Attachments are examples of what has been approved/installed on previous contracts for example.

Main electrical distribution panel, light fixtures, receptacles and grounding of the outer columns are included in the cost for the base bid, correct?

Yes

21 CLIN 0003 is Lump Sum for Solar back‐up lighting only, correct? Yes 22 CLIN 0004 is Lump Sum for Lightning protection which includes Master C UL inspection by 3rd party, correct? Correct. Provide Master C UL inspection by 3rd party.

23 Where will the contractor connect and pull electrical wire from? Drawing from building/electrical panel with distance would be helpful.

Wire is already pulled on a previous contract and will be coiled up in a vault directly across from the sunshades.

Will the contractor provide the transformer and electrical panels, etc., for each sunshade?

A 208 KVA transformer, a disconnect and a panel shall be needed. Contractor's bid shall include these items. Refer to the SABER contractor's SOW proposal for the power to the sunshade project and electrical drawing attachments.

25 Do I need to know required clearances or should I just use dimensions from the as‐builts The Shade Structures and their dimensions are for a specific type of aircraft. In this case, an F‐35. Use the shade structure dimensions as shown on the As‐built drawings provided earlier.

Have we determined what collateral load should be used since none is given? RFP does mention future solar panel loads among other things. The specifications provide some building codes. We need the Government to clearly defines requirements for Live Load, Wind Load, Seismic, and most importantly the collateral if 4.5lbs of future solar panels will be added later.

Government will not be providing this information. Refer to the UFC and IBC for these design load requirements. The shade structure design shall comply with the latest version of the UFC/IBC wind load, seismic and snow loads requirements for the Las Vegas Valley area.

Painting of structural members is discussed with primer and two coats. Will the government consider the attached PPG M4160 paint specification as an approved equal.

The Contractor shall bid and follow the Government SOW as written. The successful contractor to win the bid can submit a PPG M4160 proposal for Government consideration but approval is not assured.

The photos show what appear to be galvanized purlins. Is this the preferred steel coating? The galvanized purlins look great and have the potential to be cheaper than MBCI.

Provide corrosion resistant purlins compatible with the McElroy manufacturer SSMR panels. Successful Contractor shall submit proposed purlin corrosion resistant coating for Government review & approval similar to all material submittals.

SOW 3.15.9 Says connections shall be “double‐bolted” for redundancy and safety. Does this mean double the required number of bolts or something else?

"Double bolted" refers to the number of bolts required at the ends of a structural member at its connection points. The Contractor shall use not less than 2 bolts at a member's connection point to insure redundancy and safety. Follow the As‐built drawings for structural member connection details.

SOW 3.15.10 specified 40‐mil EPDM liner for valley gutter. What gauge is the valley gutter to be? This line also says that gutter at end not required but the as‐builts do show eave gutter. Please provide more information on the gauge of metal for the rain gutter and additional information on the required EPDM liner

Use 22 guage or stronger for the sheetmetal. Use 40 mil thick, fiber reinforced EPDM rubber membrane to line the gutter. The EPDM membrane shall be fully adhered to the gutter from end to end.

30 SOW 8.4 specifies that fasteners are to be “corrosion resistant.” Does this mean standard zinc‐plated or stainless steel?

Contractor & A‐E to determine this and provide material to Government for review/approval. Government prefers use of standard zinc‐plated fasteners.

SOW 8.8 specifies that roof loads shall not be less than 20 PSF. Does this preclude live load reduction? The As‐Builts include live load reduction.

Contractor to provide the design for structural per SOW. If UFC/IBC allows then Government cannot disapprove based on technical acceptability. For previous design, Roof Live Load: 20 PSF reduction was allowed per ASCE 7‐10 equation 4.8‐1.

SOW 8.9 refers to jet blast. Have we or do we need to take any precautions for this? Please provide clarification and the UBC specification to address this issue.

57 Wing to provide

The As‐Builts utilize 12‐gauge purlins and girts throughout. MBS is coming up with 14 and 16‐gauge members. Is there any requirement for 12‐gauge or are there deflection requirements that would require them

Per SOW, Contractor/Design team to design system and will be reviewed by Government. Previous contract utilized 12‐guage and that was accepted by Government.

Are we to included air terminal based on the UFC 3‐575‐01 Figure 3‐1 July 2012 specification or are we to consider the steel I‐beams or rounded steel beams as structural elements with sufficient cross‐sectional area, so placement of air terminals on roofs is not needed.

As‐built drawings do not show any air terminal. Please clarify air terminal requirements.

The Shade Structures act as an air terminal. Provided the Shade Structures are properly grounded (see As‐built drawing details for grounding rod and connection requirements), the new Shade Structures shall not require air terminals on their roofs.

File details come from the government source that posted it. Updated .
