About this file

This document is a Request for Information (RFI) for a Steam Trap Maintenance contract at Hanscom Air Force Base (HAFB). The solicitation (F2B3AQ5093AW01) seeks a contractor to perform annual testing and maintenance of steam traps across the base, including inspecting and repairing/replacing malfunctioning traps, examining steam distribution system pumps, and documenting piping leaks. Key details include that the contractor must conduct their own trap survey, as no pre-existing list of traps will be provided, and a base map showing equipment locations will only be furnished upon contract award. The RFI clarifies that there will be no site visit before bid submission, and a combined synopsis/solicitation from the 2020 bid will be attached to the posting. The contract requires comprehensive documentation, including photo evidence of all equipment in each space, with the contractor responsible for investigating and determining which traps need repair or replacement.

Q: Are the quantities in the bid schedule the total number of traps or the number of traps that are anticipated to be faulty and require replacement or repair?

A: Yes, the quantities are in the bid schedule.

Q: If the quantities are the total number of traps, can you provide a percentage that we can assume will require replacement or repair for budgeting purposes?

A: No. Contractor to investigate which traps need repair/replacement and which do not.

2. Is there a list of traps, or past trap survey, that can be provided for additional detail on the steam trap types, sizes, applications, elevations, etc.?

A: No. Contractor to do due diligence and conduct a trap survey.

3. Section 1.2.4 of the PWS states “A Hanscom base map showing the locations of the manholes, junction boxes, mechanical rooms and other buildings will be provided at award.”

Q: This would be very helpful to have for bidding purposes. Can this be provided?

A: Provided at award

4. Junction boxes with concrete covers require additional time and equipment to access.

Q: Can you provide an estimated number of these covers that will need to be removed to facilitate steam trap inspection/maintenance and exercising/greasing of valves required by the PWS?

A: No. There is a separate contractor who removes the cement covers to the vaults. Steam trap contractor is not removing them.

The contractor shall inspect the runs of piping approaching the steam traps for steam or condensate leaks and document findings.
