RE: Asbestos containing material (ACM) and lead-based paint (LBP) inspection of the
National Zoological Park (NZP) Police Station located at 3001 Connecticut Avenue, NW, Washington, D.C.
AMA Job#: 16333 SI Contract #: F11CC10170/F15CW10396
Dear Mr. Muller:
Per your request, Aerosol Monitoring & Analysis, Inc. (AMA), representatives Mr. Gary Urban and Mr. Jorge Lopez were on-site on June 8-9, 2016, to conduct an asbestos containing material (ACM) and lead-based paint (LBP) inspection of the National Zoological Park, Police Station addressed as 3001 Connecticut Avenue, NW in Washington, D.C. The purpose of the inspection was to determine the presence quantity and location of asbestos materials that are to be impacted during upcoming renovations as well as determine the presence of LBP throughout the building. Mr.
Urban and Mr. Lopez are EPA Accredited Asbestos Inspectors and Licensed Lead Inspector/Risk Assessor in the District of Columbia.
Asbestos Containing Materials
While on-site Mr. Urban and Mr. Lopez collected forty-three (43) samples of the accessible suspect materials including: white pipe seam sealant, black duct gasket mastic, floor tile (various types) and associated mastics, white sink undercoating, terrazzo flooring, air cell pipe insulation, black floor mastic barrier, blown-in insulation, beam over spray, black metal duct mastic, gypsum roof panels, attic perimeter felt paper, and window caulk and glazing. Bulk sampling was limited to those accessible materials not identified in previous documentation.
Bulk-samples were collected with a utility knife, which was driven through the suspect material to the substrate so as to obtain a sample containing all discrete layers. The samples were then placed in "whirl-pak" bags and assigned unique identifiers that were recorded on the bag and the bulk survey sampling sheets.
Samples were submitted to AMA Analytical Services, Inc. in Lanham, Maryland. Samples of bulk material were analyzed using PLM following the EPA Method 600/R-93/116. PLM is an optical microscopic technique used to distinguish the different types of asbestos fibers by their shape and unique optical properties. The technique is based on observing the refraction of light from the various crystalline asbestos structures and identifying the
F16SOL10044 6 of 40 corresponding color changes through the microscope. Analytical results of greater than 1% asbestos classify a material as asbestos containing according to the EPA and the State of Virginia.
AMA Analytical Services, Inc. is a participant in the U.S. Department of Commerce, National Institute of Standards and Technology through the National Voluntary Laboratory Accreditation Program (NVLAP) for Bulk Asbestos Analysis, NVLAP No.
1143 and accreditation by the American Industrial Hygiene Association (#8863).
Based on the laboratory results, 5 of the forty-three (43) samples collected contained >1% asbestos.

Lead Based Paint
The inspection for lead based paint at the property was performed with a Niton XLp 300A X-Ray Fluorescence (XRF) lead-based paint analyzer, Serial #93050. This XRF contains a small Cadmium 109 radioactive source that releases radiation when the instrument is pressed flatly against a surface and the operator engages the trigger. If the paint contains lead, the radiation will stimulate the lead atoms to re-emit x-rays that are sensed by a detector in the unit. The XRF then converts these signals to a final reading in milligrams of lead per square centimeter of surface area (mg/cm2). The Niton XRF is capable of achieving a ninety-five percent (95%) confidence level in the readings.
Calibration of the Niton XLp was conducted in accordance with the manufacturer’s instructions. Prior to obtaining readings from suspect surfaces, three (3) calibration readings taken in K+ L Mode were performed on a calibration sheet and recorded. The calibration film used contains approximately 1.0 mg/cm2. Calibration checks were performed prior to and at the end of the inspection.
The XLp features two modes of operation when in use: K+L Mode and Standard Mode.
K+L Mode is a quantitative analysis, which allows you to determine the statistical confidence of the reading to a 95% confidence level while allowing you to test longer. As stated in the XRF Performance Characteristics Sheet (PCS), Edition No. 1, developed under a contract with the U.S. Department of Housing and Urban Development (HUD), no substrate correction is needed when the XRF is in the K+L Mode. The K+L Mode was used during the course of the inspection.
F16SOL10044 7 of 40
Seventy-eight (78) XRF readings, not including calibrations, were collected from suspect lead containing paints or surface coatings throughout the property. Of the 78 XRF readings, 12 readings were found to be >1.0 mg/cm2, which is the amount identified as lead containing according to the District of Columbia Regulation of Lead-Based Paint Activities, DCMR Title 20, Chapter 33. Please refer to the attached Table II for specific LBP testing results.
In general, LBP was identified on the following building components:
• White wood window frames (interior of old windows)
• White porcelain urinal (public restrooms)
• White porcelain toilet (public restrooms)
• Tan wood window frames (exterior of old windows)
• Tan metal windows (exterior of old windows)
• Gray metal Lintel (exterior windows/doors)
• White metal electrical panel (holding cell)
• White metal conduit (holding cell)
Polychlorinated Biphenyl’s
Small capacitors and fluorescent light ballasts manufactured after 1978 have been labeled "NO PCB's" by the manufacturers. Prior to 1978, small capacitors and fluorescent light ballasts were not labeled as to whether they contained PCBs; therefore, all unlabeled capacitors and ballasts were assumed to contain PCBs.
AMA performed a visual evaluation of representative light fixture ballasts utilizing a random selection method. Any ballast absent of the “No PCB’s” label is assumed to contain PCBs.
The ballasts observed by AMA at the time of the inspection contained the “NO PCB” label.
However, as some of the ballasts were inaccessible at the time of the inspection, each light fixture should be inspected and appropriately disposed of during renovation/ demolition activities. AMA identified approximately 118 light ballasts throughout the NZP Police Station space.
Mercury Vapor Lamps
Reportable quantities of mercury are often found in fluorescent lamps/ bulbs and thermostats. Because of this, the fluorescent lamps/bulbs found in the NZP Police Station, should be considered a hazardous waste for mercury under the Resource Conservation and Recovery Act (RCRA); 40 CFR 261. Based on the observations at the site, it was determined that there are approximately 332 fluorescent lamps located throughout the NZP Police Station. Unless Toxic Characteristic Leachate Procedure (TCLP) testing for mercury is performed, the light tubes located within the NZP Police Station should be assumed to exceed the regulatory limit of 0.2 milligrams per liter for mercury. These tubes/bulbs must be disposed of as mercury containing waste unless testing proves otherwise.
Conclusions
Asbestos and lead were identified throughout the police station building, and trained and licensed asbestos/lead abatement personnel must be utilized for the disturbance of those materials identified as a result of renovation or demolition.
F16SOL10044 8 of 40
Under EPA/District of Columbia/ OSHA Asbestos regulations (EPA NESHAP 40 CFR Part 61, District of Columbia Title 20 DCMR, OSHA Asbestos in Construction 29 CFR 1926.1101), asbestos materials must be removed, if disturbance by renovation or demolition is required. If the materials are not disturbed, removal is not required.
The lead based paint identified throughout the building in the form of wood and metal window systems (older windows), metal window and door lentils, (original) metal electrical panels and associated metal conduits, and porcelain urinals and toilets throughout the building will likely be disturbed by renovation. Lead trained personnel utilizing appropriate work practices, engineering controls, PPE and disposal would be required in accordance with OSHA Lead in Construction 29 CFR 1926.62, EPA 40 CFR 745 and 40 CFR 260-279.
Lastly, all work must be conducted in accordance with the standards established under the Smithsonian Institution guidelines and project specifications. When a regulation or specification overlaps, the more stringent will apply.
The attached Table III contains a room-by-room ACM and LBP inventory. Also attached are copies of the field data sheets/chain of custody and laboratory analysis certificate.
If you have any additional questions please contact our office.
Sincerely, Gary L. Urban, CHMM Vice President, Consulting Services
