Addendum No. 2 to Pre-Engineered Metal Storage Buildings ITB

This is Addendum No. 2 to an Invitation to Bid (ITB 26-9-ITB) issued by the City of Sebastian, Florida Procurement Division for the design, fabrication, and installation of two pre-engineered metal storage buildings at the Public Works Compound. The scope includes Building 1 consisting of two adjacent 100' x 40' x 12' structures and Building 2 as a 100' x 100' x 22' base structure with two lean-to structures, both requiring 14-gauge tubing minimum, 29-gauge panels, and PVDF-coated metal panels with a 35-year warranty. The addendum revises the bid due date to Thursday, February 26, 2026, at 2:00 PM Local Time via VendorLink, superseding the previously stated deadline. A non-mandatory pre-bid meeting and site visit was held on Tuesday, January 27, 2026, at 9:00 AM, with the question deadline established as Monday, February 2, 2026, at 2:00 PM. The recommendation of award by City Council is scheduled for Wednesday, March 25, 2026, at 6:00 PM. The awarded contractor must complete all work by October 31, 2026, with fabrication and delivery allowed 150 days from Notice to Proceed plus 30 days for installation, and liquidated damages assessed at $100 per calendar day for delays.

The addendum provides critical clarifications regarding construction requirements, including confirmation that anchor bolts must be drilled and glued by the awarded builder, that Building 1 contains two man doors with solid steel doors and frames while Building 2 has no doors, and that all door hardware must be supplied by the bidder without panic hardware requirements. Bidders must provide shop drawings or diagrams similar to those in Exhibit A including structural design, vent placement, and measurements with the bid; detailed foundation designs are due 30 days from Notice to Proceed. A Subsurface Soil Exploration and Geotechnical Engineering report is available via VendorLink to support foundation design. Roof and wall panels shall be galvanized steel rather than aluminum, with the manufacturer determining material specifications (such as Galvalume) in accordance with Addendum 1 requirements. The bidder must submit a revised contact information sheet certified by an authorized representative, with bids remaining valid for 90 days.

What hardware is required? Panic hardware with closers?

Answer: All door installation and mounting hardware must be supplied by the awarded bidder. Panic hardware is not required.

• Question 16: You state there will be no Geo Tech/Boring information available.

How do we engineer and design a foundation with no bearing capacity information?

Answer: The Subsurface Soil Exploration and Geotechnical Engineering report for the Public Works Compound is attached to this addendum.

• Question 24: You want the bidders, ALL the bidders to pay out of pocket for signed sealed drawings to be submitted with the proposal?

Answer: No. All submitting bidders must provide shop drawings or diagrams similar to those in Exhibit A, including, but not limited to, structural design, vent placement, and measurements.

Back on Question 16 you state Shop Drawings, including foundation details are due 30 days from NTP.

Answer: Correct.

Also, at this time there is no soil bearing information on which to base our design.

Answer: Please refer to Question 16.

Please reconsider the requirement of having to submit a foundation design with an engineer seal/signature with the bids.

Answer: All submitting bidders must provide shop drawings or diagrams similar to those in Exhibit A, including, but not limited to, structural design, vent placement, and measurements.

• Question 28: Please confirm the total number of 4'x4' fixed aluminum vents is four(4).

Answer: Four (4).

• Question 36: You state collateral loads are included in engineering plans....please advise what "engineering plans" you are referring to? Is the city planning on hanging any storage systems or other loads on the building structure that we need to be aware of?

Answer: The intended collateral load for each build should be listed in the engineered plans. The City will not install/use any hanging storage systems that will increase the collateral load.

• Question 33: Please confirm roof and wall panel material to be Galvalume.

Answer: That is up to the building manufacturer. Refer to Addendum 1 and the Section 2 - Scope of Work - Addendum 1 Revision for the minimum requirements.

How are the Wall Panels to be anchored at ground level? Perimeter Beam?

Answer: That is up to the building manufacturer. Refer to Addendum 1 and the Section 2 - Scope of Work - Addendum 1 Revision for the minimum requirements.

SECTION II: QUESTIONS

• Question 1: The roof and side sheeting would not normally be aluminum, but galvanized 26 GA or 24 GA sheet steel with an acrylic or Kynar coating.

Answer: Correct. The roof and sheeting are galvanized steel.

• Question 2: Same with the man door. I do not believe you really want an aluminum door; coated steel is normal.

Answer: Correct. The doors shall be coated steel.

• Question 3: You are requesting a standing seam roof. The material and installation cost for a standing seam roof is higher than for a traditional roof system, and does not seem warranted for storage facilities.

Answer: Correct. Follow the bid specifications in Section 2 - Scope of Work - Addendum 1 Revision

2.6.1 The awarded Bidder shall complete the work by October 31, 2026.
