About this file

This addendum document pertains to the City of Sebastian, Florida's Invitation to Bid (ITB 26-9-ITB) for two pre-engineered metal storage buildings at the Public Works Compound located at 505 Airport Drive West. The project requires the design, fabrication, and installation of Building 1, consisting of two adjacent 100' x 40' x 12' structures with a 3/12 pitch vertical roof style, and Building 2, a 100' x 100' x 22' base structure with two 100' x 30' x 16' lean-to structures on each side with a 2/12 pitch roof. Both buildings must utilize at least 14-gauge tubing and 29-gauge panels with PVDF-coated metal panels carrying a 35-year warranty in evergreen roof color and rawhide wall color. A non-mandatory pre-bid meeting and site visit is scheduled for Tuesday, January 27, 2026, at 9:00 AM, available both in-person and virtually via RingCentral. Written questions must be submitted by Monday, February 2, 2026, at 2:00 PM, with sealed bids due Friday, February 13, 2026, at 2:00 PM via VendorLink. The project timeline allows 150 days for fabrication and delivery plus 30 days for installation, with a total completion deadline of 180 days from the Notice to Proceed. Award recommendation is anticipated in March 2026.

Qualified bidders must be registered with the State of Florida Division of Corporations, possess an active Florida General Contractor or Building Contractor license, have three years of documented experience in pre-engineered metal building installation, maintain the same FEIN for the past three years, and provide proof of business tax receipt if located in Sebastian or Indian River County. Bidders must submit bids as lump sums for each building with a bid bond equal to 5 percent of the total bid price. The awarded contractor must provide a performance and payment bond equal to 100 percent of the contract price within 14 calendar days of award notification. Insurance requirements include Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 general aggregate, Business Automobile coverage of $1,000,000 combined single limit, and Workers' Compensation at statutory limits with $1,000,000 employer's liability per accident. The contractor must provide a one-year warranty on all goods, labor, and services with warranty repairs completed within seven working days at no cost to the City. Liquidated damages are assessed at $100 per calendar day for failure to meet the completion date. The City reserves the right to make direct purchases of pre-engineered buildings and doors to achieve sales tax savings, with such costs deducted from the contractor's guaranteed maximum price.
