Addendum No. 1 to ITB 26-9-ITB for Pre-Engineered Metal Storage Buildings

This addendum modifies the Invitation to Bid (ITB 26-9-ITB) issued by the City of Sebastian, Florida Procurement Division for the design, fabrication, and installation of pre-engineered metal storage buildings at the Public Works Compound (505 Airport Drive West, Sebastian, FL 32958). The project requires two structures: Building 1 comprises two adjacent 100' x 40' x 12' structures with three closed sides and one open end, featuring aluminum standing seam roofing, aluminum ribbed wall panels, two 8' x 36" solid aluminum access doors, and four 4x4 fixed aluminum vents; Building 2 is a 100' x 100' x 22' base structure with two 30' lean-to extensions featuring a 2/12 pitch roof, three closed sides, one open end, two access doors, and four 4x4 vents. All buildings must utilize at least 14-gauge framing with 26-gauge aluminum panels in evergreen roof and rawhide wall colors, standing seam roofing, and a 35-year warranty. The revised proposal due date is Tuesday, February 17, 2026, at 2:00 PM Local Time via VendorLink, with questions due by Thursday, January 22, 2026, at 2:00 PM. A non-mandatory pre-bid meeting occurred on January 27, 2026. The awarded contractor must complete the work by September 1, 2026, with 150 days allocated for fabrication and 30 days for installation, and liquidated damages assessed at $100 per calendar day for delays.

The City has established a total project budget of $450,000, which includes the City's portion of the scope of work; the contractor's bid price shall include all costs, including the cost of pre-engineered buildings, taxes, labor, materials, and supervision. The City will perform and pay for grading, concrete foundations, and footings, with the contractor responsible for supplying and installing anchor bolts and providing complete shop drawings with footing details within 30 days of the Notice to Proceed. The City will utilize Owner Direct Purchase for the PEMB buildings, doors, and vents to achieve sales tax savings, with these costs deducted from the contractor's final price; however, the contractor remains responsible for coordination, delivery, installation, and warranty management. Bidders must submit a 5 percent bid bond and a performance and payment bond equal to 100 percent of the contract price, maintain Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Business Automobile coverage of $1,000,000, and Workers' Compensation at statutory limits. The contractor must provide a one-year warranty on all goods and labor, with warranty repairs completed within seven working days at no cost to the City. No Davis-Bacon wage requirements apply, no fire sprinkler systems are required, and the City will install electrical conduit and underground rain leaders. Final payment is contingent upon submission of Record Drawings signed and sealed by a Florida Registered Professional Surveyor.

Answer: Yes. The contractor’s bid price SHALL include all costs (including the cost of the pre-engineered buildings and taxes) to complete the project.

• Question 22: As you know, there were several comments and concerns at the pre-bid meeting regarding the 14 ga. tubing spanning 100’ wide. We’ve also ran into a spec issue for the size gauge at 29ga for the panels. We found that 29ga does not meet FL PEMB code and our engineer will not stamp the 14ga tubular structure for the 100’ wide span.

We can fabricate the building with steel beams and 26 ga panels, which will be stronger than the spec listed in the ITB.
