About this file

This document contains recommendations for upgrading existing 21-bedroom Fisher Houses to improve life safety. The recommendations propose modifying the houses to incorporate concepts from a proposed 20-bedroom Fisher House prototype design, including eliminating one bedroom on the second floor, reducing the living room size, and adding a second fire-rated stair enclosure discharging directly to the exterior to meet egress requirements. Fire doors and roll-down curtains would be installed on the first floor to separate it from the second floor. The recommendations also note the modifications would not significantly impact the interior open stair design or exterior appearance. The related federal contract opportunity is solicitation number 36C26122R0051 for life safety corrections to Fisher House 1 through the Department of Veterans Affairs Veterans Health Administration VISN 21.

Recommended Design Option for Upgrading Existing 21-BR Fisher Houses (10-12-2011).doc

Recommended Design Option for Upgrading Existing 21-Bedroom Fisher Houses

Concept Modify existing 21-Bedroom Fisher Houses to incorporate the concepts illustrated on Page 4 of 10 in the “Proposed Fisher House Prototype 20 Bedroom House Basis of Design, October 2011” proposed by Designtech Associates for future 20-Bedroom Fisher Houses (see Notes 1 and 2 below).

Description of Major Modifications

Eliminate one bedroom on second floor and reduce size of living room. Construct a second fire-rated stair enclosure within the home. Stair will discharge directly to the exterior. Install fire doors and roll-down fire curtains on first floor.

Egress Requirement: Two separate and remote means of egress are accessible from each floor. At least 50% of egress discharges directly to the exterior of building.

Requirement is Met. Two enclosed fire stairs are provided. One of the two stairs discharges directly to the exterior. The center stair remains but is not a required means of egress. Remoteness criteria are met.

Floor Separation Requirement:

Second floor is physically separated from first floor.

Requirement is Met. Separation is provided through use of fire doors and roll-down fire curtains on first floor.

Impact on open center stair design.

Does not impair interior open stair design.

Impact on exterior appearance of building.

No significant impact on exterior appearance of building.

Note 1: Designtech Associates is the architectural firm that has provided the Basis of Design for recent Fisher House designs.

Note 2: The Office of Safety, Health, and Environmental Compliance (10NA8) has reviewed the design (floor plan, legend, and notes) on Page 4 of 10 in the “Proposed Fisher House Prototype 20 Bedroom House Basis of Design, October 2011” (copy attached to email), we believe it to be in compliance with Chapter 28 (New Hotels and Dormitories) of NFPA 101 Life Safety Code (LSC) 2009 Edition, and we recommend approval. This recommendation for approval is based only on Page 4 of 10. While the Basis of Design includes several design features that exceed the minimum levels of protection required by the LSC, our recommendation for approval requires only the levels of protection required by the LSC.
