Record of Technical Guidance

The Drug Enforcement Administration’s (DEA’s) Aviation Division must issue Technical Guidance when a policy or procedure change is made. Technical Guidance is distributed electronically via email and/or by printed copy.

All personnel have the responsibility to review Technical Guidance and follow any associated Read & Initial procedures.

The person inserting the Aviation Division Directive into a hard copy of the Aviation Maintenance Manual must add the directive number, issue date, and their initials in the table below. The new Aviation Division Directive must be inserted after all preceding Technical Guidance.

Personnel with electronic copies of the manual must be responsible for maintaining access to issued Technical Guidance. Access to these directives must be made available to all personnel at all times.

The next Reissue of the Aviation Maintenance Manual must incorporate the information from all preceding Technical Guidance into the appropriate section(s) of the manual. Accordingly, this section must not have any Technical Guidance immediately upon Reissue.

Safety Policy

This Aviation Maintenance Manual has been compiled for the use and guidance of DEA Aviation Division maintenance personnel. It contains information and instructions on the manner in which operations must be conducted and clearly defines the accountabilities and responsibilities for all maintenance personnel with regards to safety and service.

DEA’s Aviation Division is dedicated to highly professional maintenance operations. Safety must always be our first priority, and we must be persistent in continuously demonstrating high safety consciousness in our daily work. Appropriate resources must be provided so that we can continue to provide a safe environment. We must use these resources to eliminate or mitigate the safety risks/hazards and their consequences resulting from our operations or activities to a point which is as low as reasonably practicable.

You will always have my full support as long as you operate professionally and in accordance with this Aviation Maintenance Manual.

I also wish to make it understood that all staff have a duty to openly and honestly report events and hazards through the Aviation Division Safety Management System (SMS). As long as you are acting in good faith and according to current Aviation Division policies, regulations, and industry standards, you can be assured that such reports must be thoroughly investigated in a non-punitive manner. However, willful or negligent disregard to Aviation Division policies, regulations, manufacturer requirements, etc. must not be tolerated and could result in disciplinary action, up to and including termination.

All reported hazardous events must be investigated to determine the underlying circumstances, and efforts must be made to resolve the issue or mitigate the risk. Management must actively seek recommendations from employees on improving safety activities, and timely feedback must be provided to employees on submitted reports.

DEA’s Aviation Division recognizes the value of operating to a well-recognized international standard. This Aviation Maintenance Manual has been developed to satisfy the International Standard for Business Aircraft Operations (IS-BAO). It also incorporates certain specific requirements of Federal Aviation Administration (FAA) regulations and International Civil Aviation Organization (ICAO) requirements for international operations.

These standards were developed using best practices that are used widely in the business aviation community and, as such, reflect the highest standards of safety that we wish to achieve in this Aviation Division. It is my goal to achieve these high standards and to continuously strive to exceed them.

All maintenance personnel must read and comply with the policy and procedures of this manual. Changes to the manual must be promptly issued to all maintenance and other applicable personnel.

I am appointing the Maintenance Supervisor with the authority and responsibility for the safe and efficient conduct of maintenance operations and for keeping this manual current. This Safety Policy must also be periodically reviewed to ensure it remains relevant and appropriate to the organization.

C. Must any conflict arise between procedures contained in this manual and those specified by the manufacturer(s) or Title 14 of the CFRs, the most restrictive procedure, in compliance with the CFRs, must be used.

D. This manual is made available to all maintenance personnel and other applicable operations personnel for study and reference while performing assigned duties. Maintenance personnel must have a manual readily accessible when performing assigned duties.

E. Any material in this manual that is found to be in error, in conflict with other publications, or unclear must be brought to the attention of the Maintenance Supervisor for clarification or revision, as appropriate.

Key Words Explained The following definitions must be used throughout this manual:

• “Must” and “Shall” indicate mandatory requirements.

• “NOTE” indicates operating procedures, techniques, etc. that are considered essential to emphasize.

Manual Organization A. This manual has a Table of Contents for easy reference.

B. Each page is numbered and has a date of Original Issue or Reissue to ensure validity of the contents.

C. This manual has a Record of Reissue/Revision identifying dates of entry. Upon receipt, the Reissue/Revision

Number, Date, and any Comments must be entered, as necessary. Additionally, the Reissue/Revision status is displayed in the List of Effective Sections.

Manual Updates A. The Maintenance Supervisor must ultimately be responsible for the control of the contents of this manual and must delegate responsibility for ensuring that appropriate revisions are properly distributed.

B. The Aviation Maintenance Manual must be updated using the following methods, as appropriate.

1. Reissues: Periodically, the entire manual must be updated. All pages must be notated as a “Reissue” with a progressive numbering scheme (e.g., “Reissue 1”). Older versions of the manual must be archived or destroyed.

2. Revisions: Intermittent updates between Reissues that affect only a few pages must be notated as a “Revision,” along with the corresponding Reissue number (e.g., “Reissue 1, Rev 3”). After the entire manual is reissued, the Revision numbering must start over (e.g., “Reissue 2, Rev 1”).

3. Technical Guidance: A Technical Guidance is an internal notice, which contains information about updates to policies and procedures. Technical Guidance must be distributed using the Read & Initial procedures.

NOTE: Personnel with electronic copies of the manual must be responsible for maintaining access to issued Technical Guidance. Once incorporated into the manual, the associated Technical Guidance must be archived.

Distribution Procedures and Manual Holders The Aviation Maintenance Manual must be issued to each manual holder, in either paper or electronic form, as required by the Maintenance Supervisor. The Maintenance Supervisor, or designee, must ensure that the latest version of this manual is available to all personnel, as well as kept onboard the aircraft or electronically. Obsolete manuals must be archived or disposed of, as required by the DEA Records Information System (DEARIS) Handbook.

1.1.0 Responsibilities, Duties, and Qualifications

IS-BAO 15.1.2.2, 15.1.2.3, 15.1.5.2, 15.1.6.2, 15.1.12.1, 15.2.1.1, 15.2.3.1

The SAC of the Aviation Division has ultimate responsibility and control of all Aviation Division assets. The SAC delegates administration, training, and maintenance to the Assistant Special Agent in Charge (ASAC) for Operational Support. The ASAC for Operational Support delegates maintenance responsibilities to the Maintenance Supervisor.

1.1.1 Responsibilities of the Maintenance Supervisor

A. The Maintenance Supervisor plans and controls all maintenance, provides liaison with the FAA on maintenance topics, and coordinates with the Contract Maintenance Provider (CMP) and all persons or Approved Maintenance Organizations (AMOs) performing maintenance on the aircraft.

NOTE 1: A Service Difficulty Report (SDR) must be submitted to the FAA, as necessary.

NOTE 2: As part of the Compliance Monitoring Process described in the Safety Management System (SMS), the Maintenance Supervisor and other key personnel monitor various manufacturer, industry, and regulatory sources in order to identify aircraft equipment requirements, revisions to the Instructions for Continued Airworthiness(ICA), Airworthiness Directives (AD), Service Bulletins (SB), updates to the Type Certificate Holder’s or Approved Inspection Program (AIP) scheduled inspection requirements, personnel training requirements, etc. If necessary, the Technical Guidance Process must be initiated when urgent changes or clarifications are required.

B. The Maintenance Supervisor is authorized to remove from service any unsafe aircraft or aircraft that do not comply with FAA regulatory requirements or this manual.

C. The Maintenance Supervisor must ensure that maintenance personnel:

• Have appropriate qualifications and training on their assigned aircraft and tasks; and

• Have access to this manual and all applicable technical and regulatory publications necessary to perform maintenance duties.

NOTE: The Maintenance Supervisor, or designee, must also ensure that these publications are kept up to date.

D. In cases of absence, the duties of the Maintenance Supervisor must be assigned to another qualified person.

E. The Aviation Division must ensure that the Maintenance Supervisor is provided with the staff, facilities and other resources necessary to ensure that the maintenance is conducted in accordance with the civil aviation authority requirements and to meet safety management goals.

1.1.2 Aircraft Maintenance Responsibility

A. No Aircraft Commander (AC) or Pilot in Command (PIC) may fly a DEA aircraft unless it is in an airworthy condition. Each PIC must enter all discrepancies noted during preflight, flight, and postflight in the Aircraft Discrepancy Logbook. The pilot to whom an aircraft is assigned must be responsible for ensuring that the aircraft is maintained in accordance with this and applicable sections of Title 14 CFR. The pilot must also closely monitor and review the maintenance of DEA aircraft under their care that is performed by Fixed Base Operators (FBOs) and other Contract Maintenance Providers (CMP). In the case where several aircraft and several pilots are assigned to a single location, the supervisor must clearly designate specific responsibilities for that area.

B. It is the responsibility of the PIC to ensure that the Certificate of Airworthiness is in force before commencing a flight. The Certificate of Airworthiness is not in force unless the equipment, systems, and instruments prescribed in the applicable airworthiness standard and all required equipment are functioning properly.

1-2 Original 22-Feb-2021

1.2.0 Contract Maintenance Provider

A. Aviation Division aircraft maintenance, inspection, repair and modification is provided by a CMP.

B. The CMP, in accordance with the Contract Technical Proposal, Performance Work Statement, and

Repair Station Quality Manual (RSQM), must provide the following maintenance, repair, overhaul and administrative services:

• A maintenance control system that documents and identifies specific responsibilities of each participant in the overall process. The system must be digitally based and readily available to the Maintenance Supervisor and designated DEA personnel.

• Acknowledge and accept direct oversight of this maintenance control system from the Maintenance Supervisor or designated DEA personnel through its compliance monitoring system.

• Acknowledge and accept lack of conformity to gaps identified in the maintenance control system by the Maintenance Supervisor and or designated DEA personnel and manage associated risks in the SMS.

• A maintenance inspection program for each assigned aircraft based upon the Type Certificate Holders inspection requirements, as well as meeting FAA regulatory requirements in CFR Parts 43, 65 and 91. The system must identify specific responsibilities of each participant in the inspection process. It must be digitally based and readily available to the Maintenance Supervisor and designated DEA personnel.

• A documented process to assess the performance of the maintenance control system utilizing an industry-based reliability program, such as a continuing analysis and surveillance system.

The system must be digitally based and readily available to the Maintenance Supervisor and designated DEA personnel.

• A documented process to monitor, review and assess revisions to the Type Certificate Holders instructions for continued airworthiness utilizing valid and current aircraft maintenance manuals, illustrated parts manuals, fault isolation manuals, wiring diagrams, etc.

• A documented process to identify, assess and determine requirements to implement newly issued aircraft service information from the Type Certificate Holder or the FAA, such as Service Bulletins and Airworthiness Directives, to include a process for scheduling for incorporation and compliance.

• A documented procedure for ensuring the Basic Empty Weight (BEW) of assigned aircraft is maintained, current and properly documented.

• A documented process to ensure that any changes to the BEW of an aircraft are updated in all documents, publications, software, avionics systems and any tools used for assigned aircraft performance calculations.

• A documented process to ensure proper completion and documentation of major repairs and modifications.

• A documented maintenance tracking system for each assigned aircraft.

• A documented process to ensure that the maintenance tracking system is current with the

Type Certificate Holders or AIP scheduled maintenance inspection requirements.

• A documented procedure to schedule and track required maintenance for each specific assigned aircraft.

• A documented procedure to ensure no person or organization performs maintenance on assigned aircraft unless authorized to do so under the terms of a written maintenance agreement or other form of authorization, such as a properly executed Purchase Order.

• A documented procedure to provide copies of the relevant manual section that details the maintenance control system requirements to each person that performs or certifies work on assigned aircraft.

Original 22-Feb-2021 1-3
