About this file
Exhibit K is a detailed Paint Specifications document for the Washington State Department of Corrections (DOC) for the McNeil Island Barge #2 drydock project. The specification outlines comprehensive preservation work for various vessel surfaces including the deck, topsides, topside fittings, interior voids, and underwater hull, with precise instructions for surface preparation, cleaning, spot repair, and coating application. The document specifies using PPG Protective and Marine Coatings, with multiple coating layers using products like Dimetcoat 302H zinc rich epoxy, Amercoat 240/240LT, Amerlock Sealer, and Amershield, with specific application requirements for each surface area. The total surface areas to be treated include approximately 3,900 ft2 of main deck, 4,500 ft2 of underwater hull, 1,400 ft2 of hull above waterline, 4,500 ft2 of voids, and 500 ft2 of pipe rail and deck fittings.
The specification includes detailed technical requirements for surface preparation, including high-pressure water washing, degreasing, spot blasting, and power tool cleaning to specific industry standards (SSPC). Coating application must follow strict manufacturer recommendations, with specific dry times between coats, required film thickness, and environmental conditions. The document mandates inspections by a qualified NACE level 2 inspector, with spot checks to confirm coating thickness and adequacy. A 30-day warranty is provided, during which the contractor must correct any defects in paint application or workmanship at no additional cost. Color specifications are also provided, with most surfaces to be coated in black, some in light gray, safety yellow for lane striping and mooring bitts, and white for draft marks.

PRESERVATION SPECIFICATIONS
General
PPG Protective and Marine Coatings is the paint system for the barge. The paint system shall be used as outlined below. If the Contractor is not able to provide the specified coating system or has an alternative coating system that is equal to or better than the provided system, then a written request for the alternative shall be provided to DOC by the Contractor.
For bidding purposes, the Contractor shall assume the following minimum surface areas. Spot repair shall be considered up to 10% of a given surface area. Full coat means 100% coverage of a given area per coat. After surveying the vessel, the actual square footage of area to be coated shall be confirmed by the Contractor. Any differences from quantities shown shall be provided to DOC for approval to proceed.
• Approximately 3,900 ft2 of main deck
• Approximately 4,500 ft2 of underwater hull – keel to waterline
• Approximately 1400 ft2 of hull above waterline
• Approximately 4,500 ft2 feet of voids
• Approximately 500 ft2 of pipe rail and deck fittings
Compliance with Manufacturer’s Recommendations
Contractor shall apply all coatings in accordance with manufacturer’s recommendations.
For areas of painting that do not clearly fall under "New Coating - 100% Blasted" or "Spot Repair", paint manufacturer’s recommendations shall be followed.
Solvents used for thinning and clean-up shall be in strict accordance with the coating manufacturer’s recommendations.
Contractor shall obtain coverage estimates from the most current product data sheets available from coating manufacturer, or in writing from the manufacturer’s technical representative.
Inspections
All abrasive blasted and other surface preparation shall be inspected by a qualified inspector (minimum NACE level 2) and approved by DOC or the coating manufacturer’s technical representative prior to application of any coating.
Required thickness of coatings and adequacy of application shall be confirmed through spot checks by a qualified inspector (minimum NACE level 2) in the presence of DOC or the coating manufacturer’s technical representative after each coat is applied.
Contractor shall provide DOC, upon completion of preservation work, written documentation of all surface profile measurements, soluble salt conductivity measurements and coating thickness measurements taken, including approximate locations.
Prerequisites to Coating Application
Welds or connections requiring pressure or water testing or visual inspection shall not be coated until after all tests and inspections are complete and the weld or connection has been accepted by USCG inspectors and DOC.
Prior to the application of coatings, all surfaces shall be dry and free of foreign matter such as dirt, dust, crayon marks, grease, mill scale, residual abrasive material, rust, salt deposits and weld spatter.
A freshly blasted steel surface shall not be left more than six (6) hours without primer, unless approved by the paint manufacturer’s representative. The paint manufacturer’s representative can supply alternate requirements for such surfaces. Unless otherwise agreed upon, the Contractor shall re-blast/pressure wash to the originally required quality, removing all traces of rust bloom.
Where any coating has been damaged by welding, burning or other causes as a result of the work, the damaged area shall be disk sanded, solvent wiped, and a full coating system built up. Overlaps between existing and new coating systems shall be feathered to provide a smooth finish at the transition.
Before application of any follow-on coat, all bare or lightly covered spots in the previous coat shall be cleaned and built up to the required thickness.
Requirements during Coating Application and Curing
Film thickness shall be as specified unless the manufacturer details in writing that the specifications are not correct. Where both film thickness per coat and number of coats are specified, both requirements shall be met.
All surfaces shall be kept dry, clean and free of rust and foreign matter at the time of application of any coating and throughout the curing period.
Ensure that all coats in multi-coat systems, including stripe coats, are applied in contrasting colors.
Coatings shall be applied under environmental conditions conforming to the manufacturer’s recommendations as listed on the manufacturer’s published data sheets for the coatings being applied.
Coatings shall not be applied at ambient, or surface temperatures less than the minimum application temperature recommended by the manufacturer for the coating involved. No coating shall be applied when the dew point temperature is equal to or greater than the surface temperature of the surface to be coated.
Protection of Items and Surfaces during Surface Prep and Painting
Special care shall be taken to avoid contamination of adjoining spaces, machinery, equipment and finished surfaces during sandblasting, painting and other activities associated with surface preparation and painting.
The Contractor shall carefully mask and protect all equipment, materials and surfaces that could be damaged by abrasive blasting, dust from the blasting process or other surface preparation techniques, or which could have their function and appearance degraded by paint overspray. Open ends of piping, vent pipe openings, ventilation openings, and other such features shall be similarly covered and protected from entry of sandblast grit and paint residue.
Contractor shall remove and dispose of any refuse, chips, grit, etc. generated as a result of surface preparation work.
Correction of Damage Resulting from Paint Overspray and Grit Blasting
Any paint overspray applied to any of the aforementioned items and surfaces shall be immediately and carefully removed.
Machinery, equipment and surfaces damaged, marred or contaminated shall be promptly repaired, replaced or cleaned to pre-existing condition at the Contractor’s expense.
Surface Preparation and Painting
Surface preparation shall be defined by the Steel Structures Painting Council (SSPC). Visual Standard SSPC-VIS-1-89 and/or SSPC-SP WJ-2 is invoked and will be used to judge the adequacy of surface preparations.
Power tools used in preparation work shall be operated in such a manner that no burrs or sharp ridges are left on the surface and no sharp cuts are made in the steel.
Surface defects revealed by the blast cleaning process should be ground, filled, or treated in the appropriate manner. If oxidation of the steel occurs between blasting and application of paint schedule, the surface should be re-blasted to the specified visual standard.
Additional surface preparation requirements are included in the Paint Schedule sections.
