About this file
This is an Exhibit I Scope of Work and Specifications document from the Washington State Department of Corrections (DOC) for the McNeil #2 Drydock project. The solicitation seeks a contractor to perform comprehensive maintenance on the McNeil Island Barge #2, a USCG-inspected passenger-carrying deck barge used for vehicle ferry transport. Key work requirements include dry-docking the vessel to complete routine maintenance and a USCG dry-dock inspection by June 30, 2025, preparing and coating the vessel deck, safety rails, mooring bits, lane striping, freeboard, and voids/bilges, preparing and coating the underwater hull, and removing and replacing zinc anodes supplied by DOC.
The document outlines detailed technical specifications for the project, including vessel characteristics (120' long, 35' wide, built in 1987), specific coating and preparation requirements, and comprehensive inspection procedures. Contractors are required to provide lump sum and unit cost estimates covering activities such as drydocking, berthing, temporary services, anode renewal, USCG inspections, hull washing, surface preparation, and coating. The project includes provisions for potential steel repairs discovered during inspection, with the contractor required to submit plans and quotes to DOC for approval. The contract allows DOC to award any combination of tasks and requires prevailing wage rates for estimating purposes, with Washington State sales and use taxes to be excluded from bid prices.

The accuracy and completeness of these drawings is not guaranteed. The Contractor’s reliance on these drawings will not constitute grounds for a change order or claim. Bidders are encouraged to conduct a thorough ship inspection prior to submitting bids to complete work.
Unless otherwise specified, Contractor shall provide all necessary labor, materials, supplies, services, tools, equipment and transportation to accomplish the work.
Contractor shall be familiar, and comply, with all Federal, State and local laws, ordinances, and regulations which might affect those engaged in the work contained in this contract.
In the performance of work outlined in this contract, the Contractor shall remove any and all interferences required to complete the work. As soon as practicable following contract award and prior to delivery of the vessel to Contractor’s Facility, a master construction schedule shall be conveyed in writing to DOC providing dates for principal construction activities, testing and inspections, launching, and delivery.
Upon award of the contract and prior to the delivery of the vessel to Contractor’s facility, an initial meeting shall be conducted to establish contact information, discuss the contract specifications, the Contractor’s work plan, the anticipated schedule of tests and inspections, and any other pertinent items. The day, time and format of the initial meeting shall be determined by mutual agreement between DOC and Contractor.
Contractor shall participate in weekly progress meetings with DOC at the Contractor’s facility. The days and times of the meetings will be established between Contractor and DOC at the initial project meeting.
Meetings shall cover, at a minimum, percentage completion of work items, adherence to schedule, condition found reports, material lead times, and any other issues which may impact schedule or cost of work. Conducting weekly progress meetings does not preclude more frequent communication if needed to maintain workflow.
Changes to Specifications
The Contract shall be carried out in accordance with these specifications, using the included drawings for guidance. Deviations from these specifications shall be kept to a minimum. It is recognized that exact adherence to details, arrangements, machinery layout, etc., is not always possible in progressing from contract drawings and contract design to construction or working drawings and final design. DOC shall
Washington State Page 6 of 14 be notified of all changes to the contract technical specifications and drawings. Approval of changes to the specifications contained in this contract may only be made by DOC or their representative.
