Summary of Southwest Storage and Repump Facility Technical Specifications

This document is a comprehensive technical specification manual prepared by CPH Consulting, LLC for Volusia County, Florida, detailing the design and construction requirements for the Southwest Storage and Repump Facility project. The project encompasses the construction of a 2.0 million-gallon prestressed concrete ground storage tank, three 750 GPM high service pumps with variable frequency drives, a 250 kW backup generator, an operations building (approximately 3,100 square feet) containing HVAC systems, electrical rooms, a secure IT room, and chemical storage areas, along with associated yard piping, aboveground assemblies for chemical injection, flow meters, check valves, and air release valves. The facility requires complete site development including stormwater management, erosion and sediment control, concrete driveways and sidewalks, fence installation with barbed wire, site grading, and sodding. Supporting systems include chlorine and ammonia chemical feed systems, sanitary sump pump station with 2-inch force main, and comprehensive instrumentation and SCADA controls. The specifications detail requirements across 33 technical divisions covering civil, structural, mechanical, electrical, and instrumentation work, with particular emphasis on compliance with AWWA standards for potable water systems and FDEP environmental permits.

The contract is structured as a single lump sum agreement with payment contingent upon satisfactory completion of work within the specified time frame and compliance with all technical specifications and permit requirements. Quality control is addressed through independent testing agencies responsible for field density testing, concrete strength verification, pipe pressure testing, and bacteriological sampling following American Society for Testing and Materials (ASTM) standards. The contractor assumes responsibility for all permits beyond those included in Appendix A, including NPDES stormwater discharge coverage and local building permits for structural, electrical, and mechanical work. Detailed submittals are required including shop drawings, equipment schedules, operation and maintenance manuals, warranties, as-built record drawings, and certified testing reports. The project mandates preconstruction meetings, monthly progress meetings, and final inspection by regulatory agencies (FDEP approval) before the facility can be placed into service. A two-year Material and Workmanship Bond and equipment manufacturer warranties extending one year from substantial completion are required, with the contractor responsible for all repair and replacement of defective work discovered within warranty periods at no additional cost to the owner.
