About this file
This is a Material Source Narrative memo from the Oregon Department of Transportation (ODOT) Region 4/5 Engineering Geologist regarding the Clover Creek Quarry (ODOT Source #OR-31-004-5) as a prospective material source for the District 13 Aggregate Production 2025 Project. The project requires an estimated 15,000 cubic yards of graded medium (3/8"-No. 4) chip aggregate and 5,000 cubic yards of sanding aggregate. The quarry, located at I-84 MP 278.64, is ODOT-owned and consists of 18.78 acres plus 3.6 acres of deeded haul road. The site has been used intermittently for highway projects since 1958, with the last entry in 2016 for an emergency culvert repair. The development plan involves continuing excavation at the existing quarry floor elevation and progressing north, requiring construction of a new access road to the working face and overburden stockpile area.
The quarry contains fine-grained mica-banded dacite rock that requires blasting for extraction. Four core holes were drilled in 2013 to depths of 50-90 feet to assess rock conditions. Laboratory testing data and drilling logs are included as attachments. The site operates under a DOGAMI permit with specific conditions including maintenance of setbacks, drainage control, and reclamation requirements. The Union County Planning Commission approved the quarry operations in May 2017 for a 25-year period, with ODOT required to notify the Planning Department when crushing operations occur and report material quantities used. Contractors must conduct site visits to assess conditions before bidding, as past operations have produced oversize rock fragments 3-5 feet in diameter that will need to be managed during excavation.

RE: Prospective Material Source Narrative Clover Creek Quarry ODOT Source #OR-31-004-5
DOGAMI #31-0001

This Narrative memo and all attachments (DOGAMI Operating Permit, exploration drilling logs, laboratory testing data, and Union County land use approval) should be duplicated and distributed to all bidders that inquire about this prospective material source. The prospective material source property being offered by ODOT on this Project is ODOT-owned.
ODOT District 13 is offering Clover Creek Quarry as a Prospective material source for all aggregate products needed for the District 13 Aggregate Production 2025 Project. The development plan for Clover Creek Quarry is based upon project material requirements of an estimated 15,000 cubic yards graded medium (3/8”-No. 4) chip Aggregate and 5,000 cubic yards of sanding Aggregate. ODOT plan sheets identify the excavation area and quarry development requirements. The excavation area contains adequate volume to supply the aggregate materials necessary to complete the project.
ODOT owns 18.78 acres of this existing quarry, and 3.6 acres of an existing deeded haul road to the quarry. Past entries into this material source have produced highway aggregate, and loose oversize boulders that have been stockpiled on-site. The Clover Creek Quarry is at an approximate elevation of 3,600 feet.
The Clover Creek Quarry is located in the Blue Mountain physiographic province of northeastern Oregon. This source is in an area shown on published geologic maps as part of the undifferentiated andesite and dacite intrusive and volcanic rock of the Dacite of Mt. Emily Formation, erupted during the Miocene in the Powder River Volcanic Field (Ferns, M.L., 2001, Oregon Department of Geology and Mineral Industries). The rock exposed within the quarry is a fine-grained mica-banded dacite. Typically the volcanic rock is dense and close to moderately close jointed and fractured. Excavation requires blasting to produce suitable rock for crushing, as evidenced by some oversize rock produced by improper blasting and ripping in past entries.

Clover Creek Quarry
District 13 Rock Production 2025 Region 4/5 Geology Units
Aggregate from the Clover Creek Quarry has been used on an intermittent basis for various State highway projects, since the two parts of the site were acquired in 1958 and 1977. The last entry to this site was in 2016 for an emergency culvert scour repair project on I-84 at Ladd Creek. Approximately 1,550 cubic yards of Class 500 (24-inch diam.) rip rap was excavated from Clover Creek Quarry at this time. Previous to that, approximately 20,000 cubic yards of material was excavated in 1985 for a slope repair project, to reconstruct and stabilize a landslide affecting the I-84 highway.
Information concerning the operational history in this source is limited. Some information is available for review in the Region 5 Geology office in La Grande. Any contractor interested in looking at available information not provided here should call the ODOT Project Manager of this contract and schedule a time to review the material. Someone from the Geology staff must be present when the information is being reviewed to maintain accuracy and consistency in distribution of information.
Subsurface exploration at this site has included four core holes drilled from 50 to 90 feet in depth in 2013. Logs of the drilling are attached to this Narrative for general reference to the rock conditions found at the specific drill hole locations. Laboratory testing result summaries of the rock at this material source are also attached to this Narrative. Past entries into the Clover Creek quarry have produced oversize rock fragments 3-5 feet in diameter.
Contractors need to be aware of the existence of these conditions and plan methods accordingly to effectively deal with them.
The development concept for this entry is to continue excavating at the existing quarry floor elevation and progress to the north. As the excavation progresses north, a new access road will need to be constructed to the top of the new working face and to the new overburden stockpile area.
The general long-term development plan for this quarry is to have future entries in the excavation area continue mining toward the east and downward in order to maximize the use of the resource and generate additional floor space for processing and stockpiling.
Overburden from each operation is to be salvaged and stabilized for reclamation purposes, according to the development plan map and specifications.
In conformance with the Standard Specifications for Highway Construction, subsection
00120.15 Examination of Work Site and Bidding Documents, Contractors should make an on-site visit to this source to familiarize themselves with the existing conditions and appearance of the source and to visually inspect the existing quarry faces and the surrounding ground surface in advance of bid preparation. Based on the on-site visit and review of all available information, Contractors will then be able to use their best judgment to prepare a bid based upon existing site conditions, the conditions they expect to encounter at the time of the proposed operation, and on the most accurate information available for the source.
Documentation contained within this material source narrative packet is for informational purposes only; they are not meant to replace those pages supplied in the Project Bid Packet.
