DIGNITARY ARMORED VEHICLE (DAV)
STORAGE
This policy establishes minimum storage requirements for United States Secret Service ( Secret Service) Dignitary Armored Vehicles ( DAV). Additional security measures above and beyond those established in this policy may be initiated by the respective field office or protective division Special Agent in Charge.
DAVs are distinct from Executive Armored Vehicles ( EAV). EAVs are used to transport the President and Vice President. EAVs include the Presidential and Vice Presidential limos, Camp David limos, and Campaign Buses.
DAVs are armored vehicles that are not specifically designed to transport the President and the Vice President. DAVs include, but are not limited to, protectee vehicles ( limos) and follow- up vehicles that are stored at field offices and protective divisions for transportation of First and Second Family members, visiting heads of foreign states or foreign governments, Executive Office of the President protectees ( e.g., Chief of Staff, National Security Advisor, Director of Domestic Policy etc.), and Secret Service personnel e.g., follow- up).
When not in storage, all DAVs must be under direct observation or the control of an authorized Secret Service employee.
Classification
The Office of Protective Operations ( OPO), Special Services Division ( SSD) maintains all armored vehicle security classification guides ( SCG). Per the SCG for the Dignitary Level Armored Vehicle Program, DAVs are considered Unclassified / For Official Use Only after production. However, due to the security sensitivity of the DAVs, field offices and protective divisions must ensure the storage requirements defined in this policy are met to mitigate unauthorized access to DAVs.
DAV Categories and Utilization
There are currently four categories of DAVs deployed in the field: 2018, 2010, 2007, and prior to 2007.
Each iteration of DAVs provides additional countermeasures and features for the safety of protectees and Secret Service personnel. Field offices should make every effort to use the newest DAV available. DAVs prior to 2010 shall not be used for protectee transport.
2018 DAV ( current iteration of DAV produced in 2018 or later): Preferred vehicle.
2010 DAV ( legacy iteration of DAV produced between 2010 and 2017): Acceptable for use if 2018 DAV is unavailable.
2007 DAV ( legacy iteration of DAV produced between 2007 and 2009): Acceptable for use if 2018 or 2010 DAVs are not available and the vehicle and vehicle glass are in very good condition.

Manual : Protective Operations Section : SSD- 02(01) RO : SSD Date : 09/21/2021
Earlier than 2007 ( legacy iteration of DAV produced in 2006 or earlier): Unacceptable for transporting protectees. Field offices should coordinate disposal of these DAVs through SSD.
2018 (Current) DAV Vehicle Specifications
The following are vehicle specifications of the current profile for DAVs that were established in 2018. This includes all DAVs produced from 2018 to present:
Length = 225” (18’9”);
Width = 81” (6’9”);
Height = 78” (6’6”) Note - 6’6” is the maximum vehicle height that includes follow-up vehicles with external light bars;
o 78” is a flat ground measurement. Where applicable, angle of descent/ ascent should also be taken into consideration when addressing the minimum height requirement.
Wheelbase = 130” ( 10’10”);
Ground Clearance = 7.5”;
Maximum Step- in Height = 25” (2’1”); and Weight = 10,500 pounds per vehicle.
Storage Considerations
When evaluating options for DAV storage and field office relocations, the field office and the Office of Enterprise Readiness ( ERO), Administrative Operations Division ( AOD) must take security measures, physical space, and floor load into consideration before selecting a new location. Physical space requirements must account for both the vehicles and requisite security equipment.
Physical Space
Each field office must verify that their current or planned storage locations can accommodate their respective storage needs, i.e., the number of DAVs assigned to their office and the DAV physical dimensions, taking into account any ramps or other facility features that DAVs will need to traverse. Storage locations that provide a ceiling height clearance of 6’6” or greater will be sufficient to accommodate follow-up vehicles with external light bars.
Floor Load
The weight of the 2018 DAVs has increased significantly from legacy DAVs ( 2010, 2007, and prior to 2007).
Depending on the year of production, this increase ranges from 1,000 to 2,000 pounds. Field offices must verify that their current armored vehicle storage location can accommodate the floor load of the 2018 DAVs, to include any ramps that DAVs will need to traverse. The weight of the DAV package ( one limo and one follow- up vehicle), assuming the vehicles are parked side by side, should not exceed 21,000 pounds 10,500 pounds per vehicle). When assessing ramp capacity, field offices should consider the weight of any additional equipment and personnel that may be in the vehicle. Field offices must coordinate with AOD to ensure that floor and ramp assessments are certified by a licensed structural engineer.
Types of Storage
There are three types of DAV storage that are based on the duration of time that a DAV will be stored:
Short-Term Storage is a temporary storage location that is not at a permanent Secret Service storage facility and that is used to hold DAVs for seven days or less. Short- term storage typically occurs shortly before, during, and/ or shortly after a protective visit. For storage requirements for multi -day repairs or services, please see the DAV Storage During Maintenance section below.
Mid-Term Storage is a temporary storage location that is not at a permanent Secret Service storage facility and that is used to hold DAVs for more than seven days. Examples of mid- term storage include the staging of vehicles for frequent Candidate Nominee Operations Section CNOS) utilization, or temporary storage for DAVs due to the inability of existing long- term storage to accommodate new DAV form factor ( floor load, vehicle dimensions, etc.) or increased fleet size.
Long-Term Storage is storage in or near the Secret Service office where the DAV is permanently assigned and stored. If DAV storage cannot be colocated at a Secret Service office, a remote storage location may be utilized, preferably at a Department of Defense ( DOD) or other federal facility with enhanced security measures. If a DOD or other federal facility is not available, a commercial storage location may be used.
General Storage Requirements
Short -Term General Storage Requirements
For short- term storage, it is preferred but not required that DAVs be stored indoors, out of direct sunlight, and in a climate- controlled environment, i.e., a facility with appropriate levels of heating and/ or air conditioning to mitigate temperature extremes.
Mid-and Long-Term General Storage Requirements
For mid- and long- term storage, DAVs must be stored indoors and out of direct sunlight. It is preferred but not required that DAVs be stored in a climate- controlled environment.
Security Storage Requirements
When storing DAVs, field offices and protective divisions shall choose a location that meets the general storage requirements listed above, while providing the highest level of security available to mitigate unauthorized access to the vehicles. In all cases, in the absence of a secure enclosure ( fencing, walls, etc.), field offices and protective divisions will ensure Secret Service law enforcement personnel remain with the DAVs to prevent unauthorized access to and misuse of the DAVs.
Short - and Mid-Term Security Storage Requirements
For short- and mid-term storage of DAVs, field offices or protective divisions may use a federal, state or municipal law enforcement, DOD, or other federal agency facility that meets the following requirements:
The DAV must be in a secure enclosure, e.g., fencing, secure walls, etc.;
Access control for the facility must be staffed 24/7/365; and The keys for the vehicle and the vehicle enclosure must be stored securely and separately from the vehicle enclosure area.
For short- term storage only, offices may also use fire department facilities that meet the security storage requirements outlined above.
If the security storage requirements outlined above cannot be met, field offices and protective divisions will ensure Secret Service law enforcement personnel remain with the DAVs to prevent unauthorized access to and misuse of the DAVs.
Additionally, for short- and midterm storage of DAVs, it is preferred that facilities also have privacy screening for the DAV, security cameras, and an intrusion detection system with a response time of 30 minutes or less for alarms received at the corresponding monitoring station.
Long-Term Security Storage Requirements
For long- term storage, the first preference is to store DAVs at a Secret Service facility. The second choice for long- term storage of DAVs is a DOD or other federal agency facility.
If the security measures provided at an available DOD or other federal agency facility are higher than the security measures at the Secret Service facility, then the DOD or other federal agency facility with higher security measures becomes the preferred location for storage.
If a Secret Service, DOD, or other federal agency facility is not available, a commercial storage location may be used. Facilities used for long- term storage of DAVs must meet the following requirements.
For Secret Service, DOD, or other federal agency facilities, the DAV must be in a secure enclosure that is caged floor to ceiling with opaque privacy screening.
For commercial storage facilities, the DAV must be in a secure enclosure with solid walls.
All facilities must have security cameras and an intrusion detection system with a response time of 30 minutes or less for alarms received at the corresponding monitoring station.
All facilities and secure enclosures must have high security locks, i.e., locks that provide increased resistance to compromise.

The keys for the vehicle and the vehicle enclosure must be stored securely and separately from the vehicle enclosure area.
DAV Storage During Maintenance
Maintenance and repairs of DAVs should be completed at a reputable dealership or vendor, i.e., a known or trusted entity. For DAV repairs that will take longer than one day, offices should coordinate with the dealer or vendor to provide secure overnight storage consistent with the short- term requirements documented in this policy. In the absence of the availability of a secure overnight enclosure, e.g., fencing, walls, etc., offices should identify a different vendor or provide security measures, i.e., Secret Service law enforcement personnel who will remain with the DAVs to prevent unauthorized access to and misuse of the DAVs.
For additional details related to DAV maintenance, refer to Protective Operations Manual, section SSD- 02(02), Fully Armored Vehicle Maintenance and Protective Visit Tracking.

DAV Disposal
Field offices will take steps to dispose of legacy DAVs as they are replaced through the deployment of new 2018 DAVs. Prior to disposing a legacy DAV, field offices must notify SSD to ensure appropriate tracking of the armored vehicle fleet and to afford the possible use of legacy DAVs for other OPO or training applications. SSD will provide field offices with a list of qualified local disposal facilities or instructions for the return of the DAV to SSD.
