About this file
This is an Agency Specific Requirements document (Exhibit C) for a General Services Administration (GSA) lease facility for the Department of Homeland Security, United States Secret Service (DHS-USSS), identified as solicitation 9CA3164.
The document establishes tenant improvement (TI) standards exceeding GSA shell condition standards and specifies detailed construction requirements for a leased office space. Key location requirements include proximity to public transportation, prohibition from first, second, or top floors, contiguous space accessible via the same elevator bank with secure elevator access, efficient column spacing with no more than 2:1 length-to-width ratio, and standard ceiling heights. The space must include secured enclosed parking for armored vehicles per separate DAV Requirements documentation. Room specifications detail construction standards for multiple space types: open office areas, enclosed rooms, break rooms with kitchenettes (requiring VCT flooring, independent HVAC zones with odor filtration, and approximately 10-12 linear feet of countertop with stainless steel double-basin sink), reception areas (with Aiphone, video monitor, buzzer release button, card reader, and transaction counter), storage rooms, meeting rooms with floor-mounted data and power, conference/training rooms with minimum Sound Transmission Coefficient of 45 or better and ceiling-mounted projection screens, copier rooms, and computer/LAN rooms requiring CAT-6 cabling and 24/7 HVAC with temperature, BTU, and humidity specifications to be determined. Security requirements include shatter-resistant window film, CCTV, duress systems, intrusion detection systems monitored through the FPS Mega Center, FSL Security Level 3, and multiple access control options (keyed, cipher lock, proxy-card, HSPD-12 compatible card readers). All construction details are referenced to a separate "Basic Agency Room Construction Criteria" document for comprehensive specifications.
