About this file

This document is Exhibit B - Non-Cost Factors for a Security Guard Services competitive solicitation issued by the Washington State Department of Enterprise Services. The procurement aims to establish multiple contracts across specified geographic areas and contract categories for on-site uniformed security guard services. The solicitation seeks qualified bidders to provide professional security personnel, with evaluation based on non-cost factors including company experience, customer service, recruitment and retention, employee on-boarding and coverage, and incident training and implementation.

The evaluation process involves scoring bidders across five key performance requirement areas, with available points ranging from 250 to 500 points per category. Bidders must meet minimum acceptable standards in areas such as demonstrating three similar past projects, providing customer support during specific hours, maintaining qualified personnel, implementing robust recruitment and retention strategies, and offering comprehensive incident training covering scenarios from routine patrols to emergency responses. Bidders who fail to meet the minimum standards will be disqualified, and the state intends to conduct anonymous evaluations to minimize potential bias in the selection process.
