About this file
This pre-bid conference document is from the Washington State Department of Enterprise Services (DES) for a competitive solicitation (No. 00624) of Security Guard Services. The solicitation aims to establish statewide contracts for uniformed security guard services across Washington, with four distinct service categories: Level 1 (Unarmed), Level 2 (Armed with Non-Lethal Weapons), Level 3 (Armed with Firearms), and Add-On Services. The procurement covers multiple geographic areas including statewide and specific counties like King, Pierce, Snohomish, and Spokane. The pre-bid conference was held on March 25, 2025, with bids due on April 28, 2025 at 11:59 PM. The contract will have an initial two-year term with a potential four-year performance-based extension. Anticipated key dates include the announcement of apparent successful bidders on June 13, 2025, and contract award on July 13, 2025.
The bid evaluation will use a comprehensive scoring system totaling 3,250 possible points, with 1,600 points each for non-cost and cost factors, and an additional 50 points for compliance with Executive Order 18-03 supporting workers' rights. Eligible purchasers include state agencies, political subdivisions, tribes, federal agencies, and public benefit nonprofits in Washington. The solicitation includes economic price adjustment provisions, with pricing adjustments possible annually on August 1st based on specific wage data sources. Contractors will be required to pay a 1.25% vendor management fee and meet standard insurance requirements. The procurement emphasizes diverse business inclusion and prioritizes firms without mandatory individual arbitration for employees, aligning with state procurement priorities and workers' rights initiatives.

• Executive Order 18-03: 50 points possible.
• Total Possible Points: 3250
• Bidder Responsibility Analysis: Pass/Fail
Presenter Notes Presentation Notes Here is how you can expect your bid to be evaluated.
A bid responsiveness check is where Enterprise Services reviews bids – on a pass/fail basis – to determine whether the bid is ‘responsive’ to this Competitive Solicitation. This means that Enterprise Services will review each bid to determine whether the bid is complete – i.e., does the bid include each of the required bid submittals, are the submittals complete, signed, legible.
Following this check are the opportunities to earn points.
Non-Cost Factors (Exhibit B): 1600 points possible Cost Factors (Exhibit C): 1600 points possible Executive Order 18-03: 50 points possible. (We will review what this is later on.)
Total Possible Points: 3250
For responsive bids, Enterprise Services must determine whether the bidder is a ‘responsible bidder.’ by considering :
Bidder’s ability, capacity, and skill to perform the contract or provide the service required;
Bidder’s character, integrity, reputation, judgment, experience, and efficiency;
Bidder’s performance quality pertaining to previous contracts or services;
Bidder’s compliance with laws relating to the contract or services;
Whether, within the three-year period immediately preceding the date of the Competitive Solicitation, bidder has been determined by a final and binding citation and notice of assessment issued by the Washington State Department of Labor and Industries or through a civil judgment entered by a court of limited or general jurisdiction to have willfully violated, as defined in RCW 49.48.082, any provision of chapter 49.46, 49.48, or 49.52 RCW; and Such other information as may be secured having a bearing on the decision to award a Contract.

Be mindful of the required response limits listed for each question, as well as the ‘minimum acceptable standards’ and the opportunities to demonstrate ‘added value’.
Meeting the minimum acceptable standard is required to be considered responsive, and demonstrating added value are the opportunities to earn points.
Responses for Exhibit B must be entered into Exhibit B. It must be submitted as a Microsoft Word, .docx file.
EXHIBIT C – BID PRICE

You may bid on as many geographic regions as you like, including Statewide, County, and Seattle and Tacoma.
Bids for Category 4 – Add on Services must include matching bids for Categories 1, 2, and/or 3. Stand-alone bids for Category 4 will not be considered.
For example, if you submit rates for Category 4 – Vehicles for Thurston County, you must also include rates for Categories 1, 2, and/or 3 for Thurston County.

• Contract term: Initial 2 Years, with a 4-year performance-based extension
• Pricing
• Economic price adjustment
• Standard Insurance requirements
• Quarterly sales reporting
• Vendor management fee (1.25%)
• Due 30 days after Invoice is received
Presenter Notes Presentation Notes This will be a very brief overview of the contract. Highly recommend reviewing Exhibit D for the Contract thoroughly as well.
Contract term is an Initial 2 Years, with a 4-year performance-based extension
We will go over the economic price adjustment and insurance requirements later.
There are contractual requirements for quarterly sales reporting. A sales report must be submitted to DES by the deadline on a quarterly basis, regardless if there are no sales.
A DES vendor management fee of 1.25% is generated from these sales reports to issue an invoice that must also be paid by the deadline. This fee is NOT allowed as a separate fee/line item in invoices, it is part of contract pricing, and needs to be factored in when you are submitting your bid for pricing in Exhibit C.
Failure to submit timely quarterly reports and timely payment of the management fee may result in contract removal, and impacts to a Bidder’s eligibility to bid on future solicitations.
