Expectations: Performs geospatial data gathering and entry to create, maintain, display and update Geographic Information System (GIS) databases, coverages, and linkages to various GIS databases. Produces accurate maps and other representations of data. Researches source records and documents or goes into the field to visually locate items to resolve conflicting information and ensure the accuracy of data. Duties include reading and interpreting maps, digital land data, engineering plans, plot maps, and legal descriptions, entering required data into a GIS. Drafts detailed dimensional drawings, and updates maps as new data is gathered and received relative to water systems, sewer systems, storm sewer systems, traffic signal, street lighting, buildings, streets, parcels, and other various objects; records and documents details of map updates, additions and/or deletions. Performs data queries and prints and plots specialized maps. Maintains and files maps, construction plans, building plans, print-outs and other documents for future reference. Performs document imaging and database referencing. Under the supervision of others, may be required to support field data collection using Global Positioning System (GPS) technologies. Experience with GIS and CADD software including but not limited to GIS software such as ArcGIS for Desktop Advanced, Standard or Basic, ArcSDE, ArcGIS Server and other related ESRI products and CADD software such as AutoCAD or Map3D. Knowledge of symbols and terminology used in civil, architectural or electronic drawings. Geospatial/GIS Analyst 1 (Mid-Level) Education/Experience: Bachelor’s degree in Geography, Engineering, Environmental Science, Computer Science or related field; or equivalent work experience. Approximately 3-6 years of total GIS experience with 0-2 years performing GIS analysis. Relevant experience working in a consulting environment which provides the requisite GIS and engineering knowledge, skills, and abilities for this labor category.
Expectations: Ability to perform GIS Technician level duties plus the following. Ability to interpret and manipulate geospatial data to provide answers for decision makers. Develops innovative GIS solutions in the Defense environment. Works closely within a group of skilled GIS professionals and engineers to provide technical solutions to improve the Air Force operations. Dedicated to innovative thinking and continuous quality improvement, fostering a creative, collaborative and ever evolving work environment. Enter Global Positioning System (GPS) data, field notes, or inventory survey information into geographic information system (GIS) environments so that information can be processed for analysis (supporting business-case decisions). Design, create and develop spatial data sets and models using geospatial software tools (e.g., ArcGIS); develop processes and solutions using GIS, perform data conversions, and creates and publish various functional and mission related maps. Able to perform Geospatial/GIS Technician duties when required. Experience with GIS and CADD software including but not limited to GIS software such as ArcGIS for Desktop Advanced, Standard or Basic, ArcSDE, ArcGIS Server and other related ESRI products and CADD software such as AutoCAD or Map3D. Knowledge of symbols and terminology used in civil, architectural or electronic drawings. Knowledge of document imaging, digitizing and data manipulation procedures for geographic information systems. Knowledge of GPS equipment and software for data capture, conversion, and implementation into GIS. Collect, process, and present field survey data (geophysical survey, geospatial location) for projects. Expectations: Same as Geospatial/GIS Analyst 1 plus the following. Ability to perform and/or guide 2-4 simultaneous geospatial data manipulation and/or analysis tasks.
Geospatial/GIS Analyst 3 (Master) Education/Experience: Bachelor’s degree in Geography, Engineering, Environmental Science, Computer Science or related field; or equivalent work experience. Ten (10) or more years of total GIS experience with 6-8 years performing GIS analysis. Relevant experience working in a consulting environment which provides the requisite GIS and engineering knowledge, skills, and abilities for this labor category.
Expectations: Same as Geospatial/GIS Analyst 2 plus the following. Ability to guide, lead, direct and/or oversee numerous (more than 4) simultaneous geospatial data manipulation and/or analysis tasks. May be required to create and maintain technical documentation, surveying and modeling asset inventories to support project initiatives related to Air Force operations. May be required to develop, operate, and maintain Geographic information Systems (GIS) database environments.
Work is typically performed under limited to general supervision. The incumbent will work to support goals and policies ranging from broad to specific. In addition, the incumbent may be asked to help determine work objectives. May be expected to supervise GIS Technicians and/or lower-level GIS Analysts.
Geospatial/GIS Developer 1 (Mid-Level) Education/Experience: Bachelor’s degree in Geography, Engineering, Environmental Science, Computer Science or related field. Eight (8) or more years of total GIS experience with up to 3 years performing GIS application development including web-based GIS applications. Relevant experience working in a consulting environment which provides the requisite GIS and engineering knowledge, skills, and abilities for this labor category. CompTIA Security Plus (Sec+) certification required in most instances.
Expectations: A GIS Developer may have (likely has) previous experience as a GIS Technician and/or GIS Analyst. Ability to design, develop, and/or deploy geospatial applications/capabilities to support business/mission activities. Incumbent shall be familiar with maintaining or creating geospatial application program interfaces (API) including but not limited to ESRI's ArcGIS Server APIs (JavaScript, REST and Python). Experience with multiple JavaScript libraries (Dojo, jQuery, Leaflet, etc.). Ability to leverage past and present versions of geospatial software programs including ESRI's ArcGIS products (ArcGIS Server, etc.). Thorough understanding of ESRI geodatabase technology. Proficiency with .NET, JavaScript, HTML 5, CSS, Python, Java, and Adobe Flex. Familiarity with RDBMS software including but not limited to Oracle. Strong technical written and verbal communications skills, with the ability to clearly communicate concepts and ideas. Self-starter who can work independently and as part of a multi-discipline team.

Geospatial/GIS Developer 3 (Master) Education/Experience: Bachelor’s or Master’s degree in Geography, Engineering, Environmental Science, Computer Science or related field. Twelve (12) or more years of total GIS experience with 7 or more years performing GIS application development including web-based GIS applications. Relevant experience working in a consulting environment which provides the requisite GIS and engineering knowledge, skills, and abilities for this labor category. CompTIA Security Plus (Sec+) certification required in most instances.
Expectations: Same as GIS Developer 2 plus the following. Ability to lead a team of GIS developers and work with other team members. Serve as expert advisor on GIS systems architecture, administration and hardware setup and configuration.
Geospatial Data Architect (Senior/Master) Education/Experience: Bachelor’s or Master’s degree in Geography, Engineering, Environmental Science, Computer Science or related field. Twelve (12) or more years experience managing and organizing data with at least 5 years experience working with geospatial data.
Expectations: Provides services of a traditional data architect with unique experience handling geospatial data. Defines and/or designs geospatial data storage structures along with sharing, consumption, integration and management standards, procedures, etc. Establishes a standard common data taxonomy, identifies strategic data requirements, outlines high level integrated designs to meet the requirements, and aligns with enterprise strategy and related business architecture. Establishes geospatial data architecture principles, creates geospatial data models, creates diagrams showing data elements and relationships, and creates an inventory of the data needed to implement a specific architecture vision and achieve the mission outcomes.
Land Surveyor 1 (Entry-Level) Education/Experience: Associate’s degree or equivalent course work at a technical or vocational school, in land surveying, planning, architecture, civil engineering, or a related field. Approximately 0-3 years of experience performing field data collection using land surveying tools and techniques.
Expectations: Surveys and investigates land surfaces to project precise measurement and location of lines, angles, points, areas, and elevations. Performs project research, boundary calculations, and records accuracy of survey data, notes, and sketches. Performs geospatial data collection using a variety of professionally accepted tools, technologies, and procedures. Follows instructions of senior/experienced surveyors, engineers, etc. to produce accurate maps and other representations of land forms, infrastructure, etc. Ability to perform mathematical calculations using algebra, geometry and trigonometry. Ability to understand and follow written and oral instructions. Works under immediate supervision.
Land Surveyor 2 (Mid-Level) Education/Experience: Associate’s or Bachelor's degree in land surveying, planning, architecture, civil engineering, or a related field. Approximately 3-7 years of experience performing field data collection using land surveying tools and techniques.
Expectations: Same as a Land Surveyor 1 plus the following. May be expected to lead a surveyor team. Independently researches source records and documents or goes into the field to visually locate items to resolve conflicting information and ensure the accuracy of data. Duties include reading and interpreting maps, digital land data, engineering plans, plot maps, and legal descriptions. May have experience with GIS and CADD software including but not limited to GIS software such as ESRI ArcGIS and CADD software such as AutoCAD or Map3D.
Land Surveyor 3 (Senior) Education/Experience: Bachelor's or Master's degree in land surveying, planning, architecture, civil engineering, or a related field. Approximately 8 or more years of experience performing field data collection using land surveying tools and techniques. May be a professionally licensed surveyor.
Expectations: Same as a Land Surveyor 2 plus the following. Likely leads multiple surveying teams. Plans land surveying projects, teams, schedules, etc.
Photogrammetrist 1 (Entry-Level) Education/Experience: Associate's or Bachelor's degree in Geography, Cartography, Engineering or other related field. 3+ years of experience using photogrammetric applications; proficiency with CAD operations, drafting procedures and geometric construction; experience preparing aerial survey plans and performing aerial triangulation; experience with, and the coordination of, the following disciplines: surveying, laser scanning, remote sensing, LiDAR, CAD, GIS.
Expectations: Compile planimetric and DTM data from stereo aerial imagery; create digital orthophotography; manage CAD files and related data; provide technical analysis of imagery and photogrammetric mapping data. Ability to understand and follow written and oral instructions. Works under immediate supervision.
Photogrammetrist 2 (Mid-Level) Education/Experience: Bachelor's degree in Geography, Cartography, Engineering or other related field. 5+ years of experience using photogrammetric applications; proficiency with CAD operations, drafting procedures and geometric construction; experience preparing aerial survey plans and performing aerial triangulation; experience with, and the coordination of, the following disciplines: surveying, laser scanning, remote sensing, LiDAR, CAD, GIS.
Expectations: Same as a Photogrammetrist 1 plus the following. May be expected to lead a single photogrammetry team or project. Complete aerial triangulation processes and project setup; softcopy compilation of planimetric and DTM data from stereo imagery; create digital orthophotos from film and digital aerial cameras; adapt workflows to changing technologies; performs quality control review of others' work; train other staff members as needed. Work is largely performed independently.
Photogrammetrist 3 (Senior) Education/experience: Bachelor's or Master's degree in Geography, Cartography, Engineering or other related field. 8+ years of experience with imagery and Lidar production. 3+ years experience successfully applying project management controls through all phases of project life cycle.
Expectations: Same as a Photogrammetrist 2 plus the following. Likely leads multiple simultaneous photogrammetry teams or projects. Plans photogrammetry projects, teams, schedules, etc. Should have extensive knowledge in all aspects of photogrammetry, Aerial and Mobile LiDAR, imagery acquisition and related software packages; successfully manage multiple complex projects; manage and assign production tasks according to staff abilities; lead staff technical training; prepare acquisition plans based on project needs and accuracies; understand data deliverables, specifically all common mapping formats for CAD, Imagery and Lidar; understand multiple production software packages (Examples: Terrasolid, Trimble Applications Master, Cardinal Systems VR, TopoDOT, AutoCAD Map 3D, PLS-CADD, etc.)
Imagery Analyst 1 (Entry-Level) Education/Experience: Bachelor's degree in Remote Sensing, Cartography, Geography, or related field, or Associate's degree with at least 2 years of recent/current imagery analysis experience, or high school diploma/GED AND specialized training with at least 4 years of imagery analysis experience; military imagery analysis experience valued. 1-3 years experience performing imagery analysis. Experience within the Intelligence/GEOINT realm may be required.
Expectations: Expectations depend on the scope of the specific task order. Some task orders may be intelligence-oriented while others may be agile combat support (mission support/daily operations) focused. Must be a raster (imagery) data subject matter expert. Ability to locate, acquire, handle, process, manipulate or otherwise manage raster data (including imagery from satellites, aerial photography platforms, etc.). Some tasks may require knowledge of Air Force structure, defense level intelligence operations, intelligence collection, fusion, analysis, production, and dissemination for intelligence databases and products; working knowledge of intelligence analysis tools; specialized training from any intelligence collection and analysis school or certification; ability to assist with drafting expert assessment across organizations' priorities on behalf of the client; knowledge of GEOINT operations; ability to research, create, develop and deliver professional briefings, multimedia presentation, and written reports. Works under immediate supervision.
Imagery Analyst 2 (Mid-Level) Education/Experience: Bachelor's degree in Remote Sensing, Cartography, or Geography, or related field, or Associate's degree with at least 4 years of recent/current imagery analysis experience, or high school diploma/GED AND specialized training with at least 8 years of imagery analysis experience; military imagery analysis experience valued. 4-10 years experience performing imagery analysis. Experience within the Intelligence/GEOINT realm may be required.
Expectations: Same as Imagery Analyst 1 plus the following. Some tasks may require detailed knowledge of Air Force structure and defense level intelligence operations. Working knowledge of state-of-the art intelligence analysis tools. Knowledge of NGA, DIA, NSA, CIA, DEA, FBI, and Departments of Treasury and State programs and products; knowledge and experience with intelligence operations and in assisting with drafting expert assessment across organizations' priorities on behalf of the client; knowledge of GEOINT operations; expert capabilities to research, create, develop and deliver professional briefings, multimedia presentation, and written reports. Ability to work independently and may be expected to lead other imagery analysts.
Imagery Analyst 3 (Senior) Education/Experience: Bachelor's degree in Remote Sensing, Cartography, or Geography, or related field, or Associate's degree with at least 6 years of recent/current imagery analysis experience, or high school diploma/GED AND specialized training with at least 12 years of imagery analysis experience; military imagery analysis experience valued. More than 10 years experience performing imagery analysis.
Expectations: Same as Imagery Analyst 2 plus the following. Expert ability to manage research and coordination for projects; expert ability to instruct and interact with small groups on data and information requirements and coordination tasks. Experience writing analytic products following directives and guidance. Likely leads multiple simultaneous imagery analysis teams or projects. Plans a wide variety of imagery-based projects, teams, schedules, etc. Should have extensive knowledge in all aspects of imagery acquisition and manipulation and related software packages; successfully manage multiple complex projects; manage and assign imagery-related tasks according to staff abilities; lead staff technical training; prepare acquisition plans based on project needs and accuracies; understand data deliverables.
Geospatial Engineer 1 (Entry-Level) Education/experience: Associate’s degree or equivalent course work at a technical or vocational school, in engineering, geography, geographic information systems, planning, architecture, computer science, or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, urban studies, or planning that included at least 24 semester hours in geography or related fields. Approximately 0-3 years of experience working with geospatial information and/or technologies.
Expectations: Geospatial Engineer is a generic labor category that may be used for geospatial experts not otherwise documented in the list of labor categories. A Geospatial Engineer has the education, training, skills, and abilities to perform a wide variety of miscellaneous geospatial information resource management activities. This category is for basic, entry-level geospatial technical work such as collecting and processing military geographic information from decentralized sources (remote sensed imagery, digital data, intelligence data, existing topographic products, and other collateral data sources).
Geospatial Engineer 2 (Mid-Level) Education/experience: Bachelor’s or Master's degree in engineering, geography, geographic information systems, planning, architecture, computer science, or related fields. Approximately 3-10 years of experience working with geospatial information and/or technologies.
Expectations: Geospatial Engineer is a generic labor category that may be used for geospatial experts not otherwise documented in the list of labor categories. A Geospatial Engineer has the education, training, skills, and abilities to perform a wide variety of miscellaneous geospatial information resource management activities. This category is for intermediate geospatial work that may be technical or managerial and involves critical thought and decision making. The individual must be able to work independently with minimal supervision. The individual may be expected to supervise other less experienced staff.
Geospatial Engineer 3 (Senior) Education/experience: Bachelor's or Master's degree in engineering, geography, geographic information systems, planning, architecture, computer science, or related fields. Approximately 10-20 years of experience working with geospatial information and/or technologies.
Expectations: Geospatial Engineer is a generic labor category that may be used for geospatial experts not otherwise documented in the list of labor categories. A Geospatial Engineer has the education, training, skills, and abilities to perform a wide variety of miscellaneous geospatial information resource management activities. This category is for advanced geospatial work that may be technical but certainly involves strategic-level critical thought and decision making. The individual must be able to work completely autonomously and also be able to supervise, lead, and mentor less experienced team members. Individual shall be capable of creating strategic-level plans, presentations, or other similar products to guide geospatial activities.
Geospatial Engineer 4 (Master) Education/experience: Master's or Doctoral degree in engineering, geography, geographic information systems, planning, architecture, computer science, or related fields. Over 20 years of experience working with geospatial information and/or technologies.
Expectations: Geospatial Engineer is a generic labor category that may be used for geospatial experts not otherwise documented in the list of labor categories. A Geospatial Engineer has the education, training, skills, and abilities to perform a wide variety of miscellaneous geospatial information resource management activities. This category involves Geospatial Engineer 3 requirements plus the following. This category shall be reserved for the most experienced geospatial experts. This geospatial engineer establishes the most visionary, strategic approaches and solutions to extremely complex technical or non-technical geospatial capability challenges. This geospatial engineer may provide the highest level of consultation with or without supervising others. The person is relied on to mentor and groom future "Geospatial Engineer 4" personnel.
GIS Project Manager or Geospatial Program Manager (Senior) Education/experience: Bachelor's Degree in Geography/GIS, Science, Engineering, Business or another related field. Minimum 5 years' experience in GIS Project Management with the Air Force or DOD, with staff management background.
Expectations: Responsible for leading a team and delivering client solutions for Air Force clients; primary responsibilities include enterprise integration planning, lifecycle project planning and management, client communications, and ensuring successful completion of the solution design and implementation with technical team support; provide project oversight of medium-to-large, integrated geospatial projects; facilitate, manage and execute project activities from large or complex GIS tasks that may include enterprise systems integration, data maintenance and migration, and geospatial analysis projects; provide technical oversight and develop standards for business line activities integrating with the enterprise GIS; develop, maintain and report on project plans and schedules; mentor technical staff and foster a good working environment through knowledgeable, effective, hands-on technical and management oversight and support. GIS Project Managers will likely work from a non-Government site while a Geospatial Program Manager will likely work from a Government site.
Geospatial Strategic Consultant (Master) Education/Experience: Master’s or Doctoral degree in Geography, Engineering, Environmental Science, Computer Science or related field. Twenty (20) or more years experience addressing geospatial information resource management challenges as well as large scale enterprise geospatial program leadership experience. Experience with DoD geospatial program leadership preferred. Relevant experience working in a consulting environment which provides the requisite GIS and engineering knowledge, skills, and abilities for this labor category.
Expectations: Responsible for analyzing large scale (enterprise-wide) geospatial information resource management and strategic program planning challenges. Provides high-level strategic planning and consulting advice to government geospatial program directors. Strong written, verbal, and interpersonal communication skills are critical. Must have demonstrated experience communicating with senior executives including DoD General Officers and/or civilian equivalents. Develops and presents approaches to complicated geospatial program implementation challenges including non-technical, cultural acceptance challenges. Provides strategic planning support. Leads, guides, or otherwise contributes to development of high-level capability statement documents including but not limited to Concept of Operations (CONOPS) documents, requirements documents, mission/vision statements, etc. Proven experience working with Chief Information Officer (CIO) concepts, procedures, and challenges. Working knowledge of DoD's DOTMLPF-P construct, Joint Capabilities Integration and Development System (JCIDS), Joint Capabilities Areas (JCA), Joint Strategic Capabilities Plan (JSCP) and other similar artifacts, policies, and protocols.
Business Analyst 1 (Mid-Level) Education/Experience: Bachelor's degree in Business Analysis, Business Management, Information Management, Engineering or other related field. 3-5 years experience.
