Streamlined Professional Employee Compensation Tool for Employee Realism (SPECTER)

Total Professional Compensation Plan (Comp Plan) consisting of a Narrative (Comp Plan Narrative) and Attachment 5 -Professional Compensation Plan Labor Model (Comp Plan Model):

a. In accordance with FAR Subpart 22.11 and FAR 52.222-46, Evaluation of Compensation for Professional Employees, Offerors shall submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract.

b. Offeror, teaming partners and joint venture partners shall submit a Comp Plan Narrative and Comp Plan Model.

· The Comp Plan Narrative shall identify the total professional employee fringe benefits package.

· The Comp Plan Model (see “Solicitation Attachment 5”) shall identify hourly salaries (base rates) and fringe rates by labor category and provide mapping of Offerors labor categories to the Governments anticipated labor categories.

c. The prime contractor’s Comp Plan (Narrative and Comp Plan Model) shall be included in the prime contractor’s proposal.

d. The prime should instruct teaming partners, and joint venture partners to submit their Comp Plans (Narrative and Comp Plan Model) directly to the contracting officer.

e. Offerors may propose one (1) Comp Plan Narrative and one (1) Comp Plan Model for the entire team, however salary support data must clearly link to proposed rates in the Comp Plan Model.

f. Offerors proposing one (1) Comp Plan Narrative and one (1) Comp Plan Model for the entire team shall include the Comp Plan (Narrative and Comp Plan Model) in the prime contractor’s proposal.

g. Comp Plan(s) submitted in the proposal will not become part of the awarded contract.

Compensation Plan Narrative:

Provide a narrative of planned compensation for all professional employee labor categories proposed to perform the effort. Fringe benefit data shall include a description of the benefits offered, and to which professional employee category(ies) the fringe benefits apply. The Compensation Plan Narrative shall be submitted in both Microsoft Word and pdf.

Attachment5– Professional Compensation Plan Labor Model:

a. Anticipated Government Labor categories have been provided for reference. Labor category qualifications and level definitions of Senior, Mid, and Junior are provided in Exhibit B.

b. Offerors, teaming partners and/or joint venture partners shall map proposed labor categories to the corresponding Government category and also map salary support documentation to each proposed labor category.

c. Map all Offeror's labor categories to the Government categories and to Offerors salary support data in the “Labor Rate Support Data” column of “Attachment 5 - Professional Compensation Plan Labor Model”.

d. If Offeror has more than one (1) labor category nomenclature that corresponds to a Government labor category, use the “Labor Rate Support Data” column of “Attachment 5 - Professional Compensation Plan Labor Model” to map all Offeror's labor categories to the corresponding Government labor category and to Offerors salary support data.

e. The Government has provided the estimated Full Time Equivalents (FTE) from the maximum forecasted labor hours for one year of the forecasted ceiling.

f. Provide the base labor rates and fringe rates for each proposed labor category.

g. If proposing more than one (1) Offerors labor category for a single Government labor category, provide Offerors categories and the calculations used to develop the base labor rate for each specific Government labor category.

h. Provide recent surveys and/or studies from professional, public, and private organizations (e.g., Watson & Wyatt, Economic Research Institute, Bureau of Labor Statistics, etc.) used to support the proposed compensation. Identify the source of the provided surveys and studies (salary support data). If not using one of the sources listed above, explain the credibility of the source providing the surveys and studies.

i. Unrealistically low professional employee salaries may impair the offeror’s ability to attract and retain competent professional employees and be viewed as evidence of failure to comprehend the complexity of the contract requirements.
