Solicitation FA8003-23-R-0003 Attachment 7: Past Performance Information Sheet The 771 Enterprise Sourcing Squadron of the Air Force Installation Contracting Center (AFICC) is in the process of competitively selecting sources for Geospatial Support & Services (GS&S) 2.0 program. The GS&S 2.0 program is predominantly professional services. The program also includes tasks associated with USAF Geospatial Agency Program Management and/or Geospatial Program Office Operations Support; Requirements Elicitation (Collection, Development, Analysis, and Synthesis); Geospatial Strategic Support; Communications, Education, and Training Support; Geospatial Data; Geospatial Analysis and Data Presentation Support; Geospatial IT System Support and Management; System Assessment and Authorization; IT Portfolio Management Activities; Application Development, Modernization, and Sustainment; Helpdesk Services and Customer Support Services; and Surge/Contingency Support.
One of the considerations in proposal evaluation is the verification of the Offerors’ past performance on contracts or other work efforts which reflect the Offeror’s ability to perform on the proposed effort. We depend on information received from organizations such as yours, which have had first-hand experience with the offeror, for the evaluation of the Offeror’s performance on those contracts or work efforts.
Our areas of interest regarding the offeror are summarized in the enclosed questionnaire. In order to meet the acquisition milestones, we request your written response no later than 01 April 2023. This schedule will allow us sufficient time to analyze the data prior to the start of negotiations.
The offeror who has nominated you as a Point of Contact for this effort has completed Section 1 below. In order to provide a complete assessment, please complete Section 2 through Section 5 in the attached Past Performance Information Sheet. See Attachment 2 for Relevant Work descriptions.

Relevant Work Descriptions:
1. Communication & Training. Past experience includes but is not limited to: working with USAF offices for increased capability/program awareness; developing and/or maintaining communications materials such as capability and program brochures, white papers, and fact sheets; providing training on GPS/GIS equipment/software currently used by the AF; working with military Public Affairs (PA) offices for increased capability/program awareness, event planning, including site selection analysis, preparing event approval documentation, coordinating event registration, coordinating the event management committee, assisting in development and deployment of event materials including the event schedule/agenda for attendees; providing geospatial technology training onsite and virtual including training on equipment, hands on training with GIS software, geospatial data for 10+ students per class, customers/audience using curriculum or syllabus, and working with commercial PR/PA/marketing offices for increased capability/program awareness.
2. Program Management. Past experience includes but is not limited to: providing enterprise architecture (integrating GIS solutions across an enterprise) adoption across multiple domains; providing geospatial strategic consulting for other Government Agencies including strategies, approaches, needs analysis studies, and feasibility studies for future capabilities; providing on-site program management of a GeoBase program or installation geospatial information and services for a DoD entity; providing non-government entity geospatial program office providing non-intelligence decision making support; developing geospatial segment architectures; providing geospatial strategic consulting for non-government entities including strategies, approaches, needs analysis studies, and feasibility studies for future capabilities; and assisting other Government Agencies (federal, state, local) geospatial program office providing non-intelligence decision making support.
3. Data & Technical Management. Past experience includes but is not limited to: Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE); conducting work generated from AFI 17-140 "DAF Architecture Framework;” DOTmLPF-P; solving problems using DOTmLPF-P to build Plans, strategies, approaches, needs analysis studies, and Concepts of Operation (CONOPS); conducting work with only solution architectures; conducting work generated from DoDI "DoD Architecture Framework;” and conducting work generated from "Zachman Architecture Framework.”
4. Rapid Response. Past experience includes but is not limited to: rapidly capturing/collecting, processing, and delivering (within 48 hours of notification/crisis) raster data (i.e., orthorectified nadir aerial imagery, oblique aerial imagery, LiDAR data, thermal data, etc.) that has been used for decision making during an urgent need (i.e., crisis/emergency, after a natural disaster, etc.).Experience conducting work generated from AFI 17-140 "DAF Architecture Framework;” held a Federal contract and exercised a capability to conduct operations away from primary place of performance; provided reach back support, short and long-term, to support surge and crisis response; rapidly capturing/collecting, processing, and delivering (greater than 48 hours of notification/crisis) raster data (i.e., orthorectified nadir aerial imagery, oblique aerial imagery, LiDAR data, thermal data, etc.) that has been used for decision making during an urgent need (i.e., crisis/emergency, after a natural disaster, etc.); responding to outages and restoring supported systems within 24 hours (24/7/365); held a Federal contract with capability to conduct operations away from primary place of performance; and rapidly capturing/collecting, processing, and delivering (within 14 days of notification/crisis) raster data (i.e., orthorectified nadir aerial imagery, oblique aerial imagery, LiDAR data, thermal data, etc.) that has been used for decision making during an urgent need (i.e., crisis/emergency, after a natural disaster, etc.).
