About this file
This technical specification document details the rehabilitation project for Clarifier #4 at the Northwest Water Reclamation Facility (NWWRF) in St. Petersburg, Florida. The project involves comprehensive replacement of an existing 135-foot diameter secondary clarifier mechanism, including removal of the current Ovivo spiral blade clarifier and installation of a new mechanism with non-submerged and submerged components. The work encompasses complete demolition of the existing mechanism, interior tank surface preparation through brush blasting, repair of tank surfaces, and application of a new epoxy coating system. The specification outlines detailed technical requirements for surface preparation, coating application, structural components, drive mechanism, sludge collection system, walkways, and electrical/control systems, with no substitutions allowed for the specified Ovivo mechanism.
The project includes a contingency allowance of $15,000 for potential unforeseen structural or surface repair work, with payment structured in three stages: 10% upon mobilization, 60% based on progress, and 30% upon final completion. The total project is anticipated to have a 240-calendar day duration from the Notice to Proceed, with an 11-month warranty period. A Small Business Enterprise (SBE) goal of 25% is established, encouraging participation from smaller local businesses. The procurement requires contractors with extensive municipal wastewater treatment infrastructure experience, specifically seeking firms with at least five years of experience in mechanical rehabilitation and successful completion of similar projects. The specification emphasizes rigorous quality control, manufacturer oversight, and detailed testing protocols to ensure long-term performance and asset protection of the critical wastewater treatment infrastructure.
