About this file
This document is a supplemental set of general conditions for a public improvement contract between the State of Oregon and a contractor for the Seclusion Room Renovation project at the Oregon State Hospital in Junction City. The supplemental conditions modify various sections of the State of Oregon's general conditions, including definitions, interpretation of contract documents, permits, government laws and regulations, claims review process, retainage, use of premises, protection of workers, property and the public, and insurance requirements. The contract also includes Oregon State Hospital-specific policies that contractors must abide by, such as drug-free workplace, weapons on campus, and violence-free workplace requirements.
The pricing terms allow the contractor to propose alternative forms of retainage, such as bonds or securities, in lieu of cash retainage. The contract has set-aside requirements for disadvantaged, minority-owned, woman-owned, veteran-owned, and emerging small businesses. Failure to comply with contract requirements, including Oregon tax laws and wage-related prohibitions, is considered a material breach that may result in termination of the contract and recovery of damages by the State.
