About this file

The document is a facility access agreement for the Oregon Youth Authority (OYA), which outlines the safety and security requirements for persons entering OYA facilities. It covers policies and procedures for conducting visual, mechanical, and property searches, as well as prohibited items, dress code, and requirements for controlling and securing equipment, tools, and materials. The agreement also instructs visitors to report any observed, suspected, or reported abuse or harassment of youth in OYA custody, as OYA has a zero-tolerance policy. Persons accessing the facility must sign and agree to the terms of the agreement, which include consenting to searches and understanding that refusal to submit to a search may result in disciplinary action or barred access.

The related state and local contract opportunity is for the OCYCF Med/Dental Remodel Project for the benefit of the Oregon Youth Authority. The contract will be established through an Invitation to Bid (ITB) process and will involve jurisdictions in Linn County and Albany City. The project scope, response dates, award dates, and contract term details are not provided in the information given.

• Lock all unattended vehicles.

• Ensure vehicles or equipment are not left idling unattended, even if locked.

• Lock all doors or areas prior to leaving.

• Avoid contact with offenders other than a casual greeting. If offenders are involved with the work being performed, communication will be through the accompanying OYA staff member.

• Notify my OYA contact person or the Oregon State Police of any observed, suspected, or reported abuse or harassment of an offender in OYA custody. OYA has a zero-tolerance policy for any kind of offender abuse or harassment.

I understand that I may be required to submit to visual searches, mechanical searches, and property searches or inspections of my vehicle, property, materials, tools, or equipment at any time entering, exiting, while working, or when reasonable suspicion is present to suspect pilferage or the concealment of prohibited items.

I hereby consent, for the safety and security of offenders, employees, visitors and OYA property, to cooperate and submit to any searches required. I understand that if I refuse to submit to a search, I will be subject to disciplinary action up to and including termination of employment or barred from future access to all OYA facilities.
