About this file
This is a proposal form and subcontractor list document issued by the State of Florida Department of Military Affairs for the Cocoa REVAMP project (Project Number 224006), a full facility sustainment initiative for a 16,250 square-foot Readiness Center and supporting assets located at 308 North Fiske Boulevard, Cocoa, Florida. The project encompasses comprehensive maintenance, repairs, and lifecycle replacement work including building envelope sealing, interior maintenance, latrine and fixture replacement, electrical and water system repairs or replacement, HVAC system repairs or replacement, fire alarm systems, communications systems, window repairs, fencing and gate work, lighting systems, anti-terrorism-force protection measures, drainage and grading, and facility signage. Sealed bids were opened on June 10, 2026, at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine, Florida, with a non-mandatory pre-bid meeting and site visit scheduled for May 13, 2026, at 10:00 a.m. Substantial completion is required within 210 calendar days of the Notice to Proceed. The proposal must remain valid for 60 calendar days after bid opening, and the successful contractor must enter into a formal written agreement within 10 calendar days of contract award.
The estimated construction cost is $2,800,000. All bids exceeding $100,000 require submission of a bid bond or certified check equal to five percent of the total bid amount, with Performance Bonds and Labor and Material Payment Bonds equal to 100 percent of the accepted bid required per Florida Statute 255.05(1)(a). Contract award is granted to the lowest responsive and responsible qualified bidder, with liquidated damages of $285.71 per calendar day assessed for delays. Qualified bidders must hold current state contractor licenses under Florida Statutes Chapters 399, 455, 489, and 633 and must submit the Form FNG 5085 Contractor's Experience Questionnaire with financial statements. The contractor is responsible for all costs associated with required insurance, bonds, site security (24 hours daily), temporary utilities, field office establishment and maintenance, and project expenses, while the Owner will obtain and pay for the State Fire Marshal permit. No set-aside restrictions limit bidder participation, though minority and veteran-owned business enterprises are specifically encouraged to participate. Contract award is contingent upon availability of funding and annual appropriation by the Legislature.
