About this file
This document is a Technical Analysis Study for the Oregon Department of Transportation (ODOT) Region 3 Building located in Roseburg, Oregon. The study was sponsored by the Energy Trust of Oregon and prepared by ColeBreit Engineering. It identifies several energy efficiency measures (EEMs) for the building's HVAC systems, including replacing the boiler, air-cooled chiller, and upgrading the air handling unit fans to variable speed. Combined, these EEMs are expected to reduce the building's gas usage by 49% and electricity consumption by 17%. The report also includes a discussion of a potential prescriptive measure to replace the existing dual duct HVAC system with a Variable Refrigerant Flow (VRF) system.
The report outlines the estimated energy and cost savings, installation costs, and simple payback periods for each EEM. It also provides historical energy use data for the building and details the process for the building owner to apply for Energy Trust incentives to help offset the costs of implementing the recommended measures. The energy efficiency upgrades are part of a larger regional facilities HVAC upgrade project across ODOT Regions 3, 4, and 5, which includes jurisdictions such as Marion County and the City of Salem.

FACILITY OVERVIEW
FACILITY DESCRIPTION
The building consists of a large open office area. Smaller offices and conference rooms are located around the perimeter of the building. The building has an average occupancy of approximately 175 people. The building is typically open from 7 am to 6 pm on weekdays. The building has a total square footage of 33,400, and a building volume of 400,000 cubic feet. The building has previously been updated with LED lighting.
ENVELOPE
The roof is flat with insulation above deck. The roof color is faded white. The walls are framed with concrete exterior finish. There are minimal openings in the walls with fewer than 10% window to wall ratio for the building and limited number of exterior doors. Given the few envelope openings/penetrations in the building it is estimated to be of above average tightness. No envelope upgrades or sealing EEMs were identified.
INTERNAL LOADS
The lighting is from LED lights. The building has light office plug loads, other process loads are minimal.
WATER SIDE HVAC SYSTEM
The hot water system is served by a gas-fired boiler installed in 1984. The boiler and pumps currently run on pneumatic controls.
AIR SIDE HVAC SYSTEM
The older portion of the building is served a dual duct HVAC system. Multiple air handlers, some with chilled water coils that supply cooled air, some with hot water coils that supply heated air to mixing boxes serving each zone.
The mixing boxes mix the heated and cooled air to satisfy each zone’s thermostat. These units run continuously
The newer portion of the building is served by packaged DX rooftop units with gas heat and economizer.
CONTROLS
The systems serving the old portion of the building use pneumatic controls. The packaged units in the new portion of the building use 7-day programmable thermostats.
PRESCRIPTVE MEASURES
The EUI of this building is high compared to similar buildings, due in large part to the dual duct HVAC system which is very energy intensive because it uses simultaneous heating of cooling of air. This building could be potentially benefited by replacing the dual duct system with a variable refrigerant flow (VRF) system instead of the custom
EEMs proposed in this report. If the prescriptive measure is implemented, the custom measures would not need to be implemented.
LIGHTING OPPORTUNITIES
No applicable measures
SOLAR OPPORTUNITIES
There is open space on the roof that could potentially be available for solar panels.

DETAILED DESCRIPTION OF PROPOSED MEASURES
EEM 1 – REPLACE BOILER
BASELINE CONDITION
The baseline condition is the existing condition in the building. The current boiler was installed in 1984 and is controlled with pneumatics. The boiler is manually shut down during summer months, and then manually started when the weather turns cold again.
PROPOSED CONDITION
The proposed EEM is to replace the existing boiler with a high efficiency condensing boiler with 93% efficiency.
The replacement would include upgraded controls that allow for outdoor air reset of hot water supply temperature. Also, it would include automatic shutoff of the boiler based on the outdoor air temperature, rather than requiring manual shutoff.

EEM 2 – REPLACE CHILLER
The baseline is the existing conditions. The current air-cooled chiller was installed in 1994 and functions well. It runs with a constant water supply temperature and runs continuously throughout the year.
The proposed EEM is to replace the existing chiller with a new high efficiency chiller variable speed chiller with EER
10.3. Energy savings is achieved with higher efficiency cooling with higher EER chiller and improved performance at part load with the variable speed compressors and chilled water supply temperature reset. The existing pumps will be replaced with premium efficiency variable speed pumps.

EEM 3 – FAN VFD UPGRADE
The baseline is the existing conditions. The existing air handling unit fans are constant volume.
The proposed EEM is to retrofit the existing fan motors to be controlled by variable frequency drives that can modulate fan speed based on supply airflow static pressure. Energy savings is achieved by reduction in fan speed on either the hot or cold deck fans when there is reduced demand. Minimum fan flow is limited at 0.5 CFM/sf to maintain good air distribution within the building.

This worksheet is NOT an incentive offer, application, or commitment. The EEM cost factors and potential incentive amounts identified in this worksheet are for estimating purposes only.
NEXT STEPS:
1. Act now to request contractor bids on the EEMs you will implement. The estimates listed on this Form 110C worksheet are based on Program measures and incentives currently in effect, as well as certain other assumptions, and are valid as of the date listed only. Program requirements and incentives are subject to change without notice and to budget availability.
2. Verify the bids you receive are consistent with the listed EEMs and technical analysis study specifications.
3. Email, fax, mail or hand-deliver the bids, along with this Form 110C, to your Existing Buildings Program Representative for review.
Energy Trust of Oregon ♦ Existing Buildings 811 SW 6th Ave, Suite 800 ♦ Portland, OR 97204
1.866.605.1676 phone ♦ 503.243.1154 fax existingbuildings@energytrust.org
4. We will review your submitted bid information and re-analyze the EEMs for cost-effectiveness and eligibility. Program changes or changes to a measure's specifications, costs or energy savings may require additional analysis, affect cost-effectiveness or otherwise disqualify a measure for Energy Trust incentives.
5. If we identify custom measures that qualify for an incentive reservation offer, and subject to Program requirements and incentives in effect at that time, an authorized representative may issue a Form 120C: Custom Incentive Offer.
6. Complete, sign and submit the Form 120C (by the application submittal deadline) to apply for Energy Trust incentives. Time is of the essence for incentive application submittal. Equipment purchases or other measure installation activities conducted prior to Energy Trust's receipt of a complete, signed Form 120C incentive application are done at-risk and can negatively impact a project's eligibility for incentives.
