Issued by
Marion County, Salem City, Oregon

About this file

This document is a set of facility profiles for three regional headquarters buildings owned by the Oregon Department of Transportation (ODOT) as part of a Request for Proposals (RFP) for HVAC upgrades in Regions 3, 4, and 5. The profiles provide detailed information on the existing conditions, energy use, and improvement needs for the facilities located in Roseburg, Bend, and La Grande. The proposed changes to be addressed through this solicitation include HVAC replacement, building envelope upgrades, and controls upgrades at each site. Funding for the planned improvements will consist of capital construction funds approved for use in the 21-23 biennium through the 25-27 biennium.

The facility profiles identify a range of energy-related deficiencies, including aging and inefficient HVAC equipment, poorly insulated building envelopes, and outdated control systems. The RFP seeks solutions to address these issues and reduce energy and operating costs across the three regional headquarters buildings. Proposers will be expected to review the provided data and site details in developing their responses.

7. Energy-Using Systems Description

Heating System:

Heating is supplied in the main building by a 1,650 MBH natural gas boiler with an atmospheric burner to provide hot water to air-handling unit 3 (AC-3). Heating water is pumped to the air handling unit via one 1.5-HP, 80 GPM pump in a primary-only pumping arrangement through buried copper distribution piping.

AC-3 is equipped with a heating coil scheduled to provide 110°F air for space heat. The unit includes a single supply fan, return air damper, outside air damper, filters, and a heating coil. AC-3 distributes air to constant-volume, dual-duct terminal mixing boxes where the air is mixed with cooling air to meet zonal temperature demand.

Equipment is over 35 years old and at the end of service life.

In the administrative wing, heating is supplied by four (4) gas-pack roof top units (RTUs). 10-20 years old, models are Carrier 48TME004-A-501, 48TJE006-311GE, 48SD-024040311, last model we cannot read but it is an identical unit to 48TME004-A-501.

Cooling System:

Cooling is supplied in the main building by a 100-ton, air-cooled chiller that provides chilled water to air handling units AC-1, AC-2, AC-4, and AC-5 by a 270 gpm, constant speed pump through underground PVC piping. The chiller has two compressors, but two may not be needed for the building load.

The EER of the chiller was 10.4 Btu/Wh at the time of installation. It uses R-22 refrigerant.

Equipment age is over 35 years old and at the end of service life.

In the administrative wing, cooling is supplied by DX cooling from the four (4) roof top units described in the heating system above.

Control System:

The main building is controlled by a pneumatic system in very poor condition with significant control sequences that are no longer operational. The building frequently needs to be run 24/7 because the controls/HVAC are incapable of bringing the building to temperature after night set-back.

The air compressor cycles frequently to maintain pressure in the pneumatic system.

The controls are over 35 years old.

The RTUs in the administrative wing are controlled by programmable thermostats.

Interior Lighting System:

Exterior Lighting System:

Lighted flag pole and light poles in parking lot area are metal halide 150-250w.

Water Heating System:

Five (5) water heaters serve the building. They are not part of the heating system.

Other energy-consuming equipment or facilities:

Ductless heating and cooling systems in our IT Server Room and our South Conference Room.

8. Water-Using Systems

Sprinkler system runs 3x a week in 4 zones for 20-25 minutes

Employee showers are used 2-3 times a week.

10. Maintenance Data

Air filters changed every three (3) months.

Repair items as they break.

Description of known maintenance problems and/ or needs associated with deferred maintenance.

Repairs are costly.

Only one company in the Roseburg area is qualified and know how to work on the HVAC system because it is so old.

11. Improvement Opportunities

The building envelope is not well-insulated and there are open pressure-relief penetrations in the roof that could be sealed to prevent energy loss.

The chiller and boiler are at the end of their service life.

Controls in the building are pneumatic and outdated.

The distribution is dual-duct, sometimes leading to simultaneous heating and cooling.

3. Recent Changes in Building Use

During the 2019-2020 heating season, the OSA was restricted to provide better comfort to the occupants.

This reduced natural gas consumption and drafts; however, the building may not be receiving enough ventilation at this point.

Description of any major changes planned for the next five years that could significantly affect annual energy use (additions or renovations, lighting upgrades, major equipment replacement; decommissioning, demolition or sale; significant change in function or hours of operation, change in function of building such as from classrooms to offices, change in hours of use, etc.).

The outcome of the project is expected to occur within the next five years.

Capital construction funds are available for the energy and water-saving improvements.

Description of the typical hours of operation for the Facility, including weekday, weekend and seasonal changes.

Description of any specialized uses such as janitorial or after hour events, including a description of the

Description of general summer and winter temperature set points and any special temperature, humidity or

Heating is set to 73° F during the heating season, 24/7. There is no unoccupied setback because the system does not recover easily.

Cooling is set to 73° F during the cooling season, 24/7.

Five [5] air handing units (AHU 1, 2, 3, 4 and 5) and associated heat pumps provide heating, cooling, and ventilation to the building. Each air handling unit includes a supply fan, DX refrigerant coil, and OSA dampers. The AHUs are located in the basement of the building. The heat pumps are designed to provide primary heat when temperatures are above 30° F. The heat pumps are located in the front of the building.

Supplemental heating is provided by two [2] Raypak Hi Delta 420,000 BTUH, standard efficiency, gas-fired hydronic boilers. One was installed around 2004 and the other 2017 due to a failure of the previous boiler. During peak cold weather, both boilers are needed to provide adequate heat to the building.

Heating hot water is distributed by two 70 gpm centrifugal pumps that are approaching 25 years old.

Water is distributed through 10 duct-mounted hydronic heating coils. The boilers operate as lead and lag based on the temperature.

Cooling is provided by five heat pumps through DX refrigerant cooling coils that feed into the five AHUs.

Both the heat pumps and AHUs are original to the building.

The first stage of cooling is designed to open the economizers if the OSA temperature is less than the space temp. The second stage of cooling is to operate the heat pumps in cooling mode.

The air handling units are controlled by programmable thermostats. Controls are old and in need of updating.

A boiler controller stages the boilers on and off to maintain supply temperature.

Control systems are generally on-off or open-close.

Interior Lighting System: Description of luminaire types, lamp types, wattages, manual or automatic

Lighting is provided by linear fluorescent T8 tubes. Lighting is controlled by on/off switching.

Exterior Lighting System: Description of luminaire types, lamp types, wattages, manual or automatic
